What does the confidentiality system include?
The encryption system includes the following contents:

The legal person in charge of confidentiality refers to the person who is clearly defined as the person in charge of confidentiality by law, that is, the person in charge of an organ or unit. The person in charge of an organ or unit here generally refers to the person in charge of the organ or unit, that is, the person in charge. Once the person in charge of an organ or unit is appointed, it is the legal person responsible for confidentiality, and there is no need to perform the determination procedure. The "Interim Provisions" clearly put forward that the legal person responsible for the confidentiality of organs and units shall take the overall responsibility.

Designated person in charge of confidentiality refers to the person who is designated by the legal person in charge of confidentiality and bears the specific responsibility of confidentiality.

Organs and units shall, in written form such as internal documents or internal publicity, publish the list of persons responsible for confidentiality and their confidentiality rights within the organs and units, so as to facilitate the organs and units to carry out confidentiality work.

At the same time, the organs and units shall also report the list of persons responsible for confidentiality to the secrecy administrative department at the same level for the record. In actual work, government agencies and units can adjust the post of the person responsible for confidentiality according to the needs of work or other reasons. Where the person in charge of confidentiality changes, the procedures for designation and filing shall be re-performed.

The undertaker refers to the staff who are responsible for the specific handling and handling of matters involving state secrets according to the division of responsibilities within the organs and units. In the work of confidentiality, in addition to the person in charge of confidentiality, the undertaker also bears important responsibilities. According to the relevant regulations, the undertaker shall put forward specific suggestions on whether the matters he undertakes should be determined as state secrets, what kind of classification, how to limit the period of confidentiality and the scope of knowledge, and make a sign of state secrets on the carrier it forms, and put forward opinions and suggestions on whether the determined state secrets need to be changed or decrypted, and submit them to the responsible persons of relevant organs and units for examination and approval. The way for the person in charge of confidentiality to perform the duty of confidentiality is to examine and approve the opinions put forward by the undertaker on the determination, change and dissolution of state secrets. Therefore, the initial work of secret setting is undertaken by the contractor, who is the executor of the first link in the whole secret setting process.

Article 7 of the Law of People's Republic of China (PRC) on Guarding State Secrets, organs and units shall implement the responsibility system for confidentiality, improve the confidentiality management system, improve the confidentiality protection measures, carry out publicity and education on confidentiality, and strengthen confidentiality inspection.
