Integrating resources, innovating cadre education mechanism and serving scientific development

According to the requirements of the Office of the Leading Group for Learning and Practicing Scientific Outlook on Development Activities of the County Party Committee, with the theme of "integrating resources, innovating cadre education mechanism and serving scientific development", Comrade Tang, member of the Standing Committee of the County Party Committee and Minister of Organization Department, led a team to investigate the cadre training work. The survey was conducted through discussion, individual visits and questionnaires. * * * went deep into towns and villages such as Rat Farm, Datang Town and Hemi Town, listened to the opinions of poverty alleviation offices, finance bureaus, audit bureaus and judicial departments, and organized eight symposiums, attended by representatives of township-level leading cadres, middle-level cadres, ordinary cadres and village cadres, and representatives of department-level leading cadres, middle-level cadres and ordinary cadres; A valid questionnaire 1 1 22 was distributed to/township and four departments, including 60 departmental cadres, 3 departmental cadres1and 3 departmental cadres1. Through discussion, interview, listening to opinions and statistical analysis, discussion and exchange of questionnaires, the research group basically grasped and summarized the present situation, existing problems and solutions of cadre education and training. The survey is summarized as follows:

First, the present situation and situation of cadre education and training in our county

Since XX years, our county * * * has completed various subjects training courses 1 10, and trained more than 5,630 cadres. See figure 1 and figure 2 for the training situation.

In terms of training places, since XX, 29 batches 1 160 people have been sent to study and train outside the province, 29 cadres have been sent to exercise outside the county and province, and Guizhou University, Guizhou Normal University, Guizhou Institute for Nationalities and Guizhou Institute of Finance and Economics have been entrusted to hold 6 training courses with 330 people. In terms of training funds, since XX, although the county finance is very limited, the cadre training funds are included in the financial budget every year. In addition, interactive, experiential and seminar teaching methods have been gradually adopted, and outward bound training has also been tried. The position construction has formed a pattern of county party schools, universities in the province and bases outside the province.

While organizing departments to hold main training courses, many towns and departments also actively perform training functions and run classes independently. By the end of XX, various towns and departments had held various training courses and trained 22,703 cadres at all levels. Agriculture-related departments organized 2 186 green certificate trainings; 4074 people participated in the training of computer intermediate application ability.

Since XX years, the education and training of cadres in our county has gone through the process from groping to steadily advancing and then developing. Training funds are increasing, training methods are changing from single to diversified, training positions are changing from film to three-dimensional, and the number of trainees is changing from small to large, forming an overall pattern of cadre training that conforms to the reality of cadres and has unique county characteristics.

From the overall situation of the survey, it is generally believed that in recent years, our county has vigorously carried out cadre education and training and achieved good results. According to the statistical results of 122 questionnaires, in recent five years, 18 people have participated in off-the-job training for more than three months, 16 people for more than two months, 9 people for more than 1 month and 63 people for less than 1 month./kloc- Only 4 people (3.28%) think that the education and training of cadres in our county is not strong, and 107 people (87.7%) think that it is strong.

A comprehensive analysis of the education and training of cadres in our county in recent years can focus on the goal of improving both quality and ability, focus on promoting the combination of scale, quality and benefit, be close to the work of the county party Committee and the government center, be close to the actual needs of cadres, actively integrate resources and innovate ways and means. The overall quality of cadres has obviously improved, and the achievements are worthy of recognition. However, under the new historical conditions, the training of cadres in our county faces many new situations and new tasks:

From a vertical perspective, the xx Congress of the Communist Party of China proposed "continuing to train cadres on a large scale", which set off a new wave of large-scale training of cadres. This round of training is even more arduous, and the quantity and quality of training are several times higher than the last round of large-scale cadre training. In recent years, the training in our county is mainly focused on the level of department-level cadres. Although other cadres are also considered, most of them are short-term business training, and the time and quality are not ideal. At present, there are 5,649 cadres and workers in the party and government organs, enterprises and institutions in our county, including 405 leading cadres at or above the deputy department level, 3,909 professional and technical personnel, and other cadres 1335. According to the average annual training 1 126 person-times since XX years, all cadres in the county can basically be trained in rotation within five years, but cadres can only have one training opportunity on average within five years, and it is still a short-term training. The training time is far from meeting the requirements, and the training effect is even more difficult to guarantee. Therefore, it is quite arduous to further promote the implementation of the new round of large-scale cadre training strategic tasks.

Horizontally, the training of cadres in our county started earlier, but now the counties and cities around Quanzhou are advancing very rapidly. With their relatively good economic strength, they spared no expense in high, precise and sophisticated training. Although the training object is relatively single and the scope is not wide enough, they can still cultivate a few leading cadres with good quality in a short time, and have formed a strong momentum, which has had a great impact and has also formed a certain pressure on the training of cadres in our county.

Judging from the needs of cadres, the needs of cadres for training are more diversified and complicated. For example, if you have the opportunity to study outside the province, more cadres below the department level are no longer satisfied with training in the county; Third, the demand for teaching methods is more diverse. On-site teaching, experiential teaching and case teaching have become the first choice for cadres. Traditional teaching methods are still affirmed by many cadres, and research and simulation are favored by some cadres. Due to the particularity of adult education itself and the rapid updating of knowledge, the increasingly diversified training needs of cadres are incompatible with the cadre training mechanism, which is bound to gradually become the main contradiction to be solved in the cadre education and training work.

Second, the main problems

From the survey, although great achievements have been made in the current cadre education and training, there is still a big gap between the demand of county economic and social development for cadres' quality and the demand of cadres' own development, and there are still many problems.

(A) the management mechanism is not perfect and the system is not smooth. According to the relevant provisions of the Central Committee's Regulations on Cadre Education and Training (Trial), the current management mechanism in our county is that under the unified leadership of the county party committee, the leading group for cadre education and training is composed of relevant departments, and the organization department of the county party committee performs the functions of leading, comprehensive coordination and macro guidance, and all departments carry out training according to the principle of "who is in charge and who is training". However, in practice, due to inadequate management, the management system is not smooth, which is manifested in: First, it needs training. Some departments do not take the initiative to carry out training, take busy work and lack of funds as an excuse, and do not actively organize cadres and workers of their own units to study, thinking that training is a matter of organizing personnel departments and waiting for training; The second is to train multiple doors. Some departments have the enthusiasm to run classes, but they have not fulfilled the declaration procedures for running classes and run classes on their own, resulting in repeated training and multi-head training. Some departments do not even consider the teaching staff and training content when running classes, and take cadres out to visit with nominal public funds. Training multiple courses not only affects the overall planning and promotion of cadre training in the county, but also is not conducive to the integration of resources, which is easy to cause the manpower and financial burden of the trainees. During the investigation and discussion, many towns and departments indicated that they were receiving various trainings. In the questionnaire, 7 people think that the phenomenon of "disorderly running classes and charging fees" in county departments is "many", 59 people think "few" and 53 people think "few", which shows that this phenomenon still exists to some extent. In terms of organization and management, 75% people think that the organization department of the county party Committee should take the lead in grasping the overall situation, encourage towns and departments to run classes while running the main classes well, and strengthen management, guidance and supervision. 2 1% people think that the organization department of the county party Committee should run classes mainly, and departments should not run classes across systems. 3% people think that the organization department, town and department of the county party Committee should run classes independently and not interfere with each other.

(B) The training resources are not optimized and the allocation is not balanced. First, teachers are weak. Due to poor basic conditions, it is not attractive enough for talents. Among the teachers in the county, there are insufficient theoretical experience with practical experience, few teachers who are good at learning, training and teaching, and few teachers who can be tapped and utilized, which leads to more dependence on foreign teachers. Second, the role of training posts is not obvious. Most township amateur party schools did not play a role. Due to various reasons, the Party School of the county party committee, as the main position of training county cadres, is relatively insufficient in improving training methods and teaching methods and accelerating the development of teachers. Basically, it stays at the level of providing training venues, and its ability to undertake training independently is weak. Although our county has established a training base for cadres outside the province in recent years and vigorously promoted entrusted training in colleges and universities, the cost has doubled. Third, the training resources are not well integrated. In addition to the county-wide main training courses organized by the organization department, some comprehensive county-level departments also have some training resources according to their training functions, such as "green card" training, minority cadres training, village cadres training and so on. The relevant departments at higher levels have clear requirements to arrange certain training funds, but the departments lack corresponding management and guidance when using these training resources, and the role of resources is difficult to guarantee.

(C) the implementation of the restraint mechanism is not in place, and the incentive mechanism is not established. Although the existing Regulations on the Selection and Appointment of Leading Cadres of the Party and Government, Regulations on the Education and Training of Cadres, People's Republic of China (PRC) Civil Servant Law and other laws and regulations all put forward requirements for cadre training, they are not specific enough in general. Because the training of cadres is not closely integrated with the assessment of cadres, and it is not better linked with promotion rewards and punishments, academic performance and poor academic performance have little impact on cadres, and the endogenous motivation and pressure for cadres to participate in training are insufficient. A considerable number of students regard learning as a soft task, and there is also a phenomenon of "speaking important, doing secondary, and being busy is unnecessary". Their learning attitude is not positive enough, and their learning initiative, enthusiasm and participation consciousness are not strong. In the process of training, there is no corresponding incentive for cadres who actively participate in training, perform well in all aspects and achieve excellent results in training, and there is no corresponding criticism and education for cadres who passively cope, do not like learning and have poor training results.

(D) The combination of training supply and demand is not close enough, and the benefits are not obvious enough. The training of cadres is carried out in different levels and categories, which is suitable for some problems existing in a group of cadres, but it can not meet the needs of individual cadres well. At the same time, due to limited training resources, insufficient research on training needs, simple training methods, insufficient pertinence and effectiveness of training content, and the lack of good combination of training supply and cadre needs, the training benefits are difficult to be immediate because of the long training period.

Although there are some difficulties and problems, the education and training of cadres in our county has its own development advantages and rare opportunities:

First, I have accumulated rich training experience. There are mainly four aspects: 1, and always adhere to the combination of organizational leadership and national participation. The county party Committee has always attached great importance to the education and training of cadres and put it on the important agenda. At the beginning of the year, the training funds for cadres were included in the financial budget. At the same time, give full play to the positive role of townships (towns) and departments, vigorously advocate independent training in accordance with the principle of "who is in charge, who is responsible", and take the form of "jointly running classes" to tap the advantages of departments and integrate limited resources. Through strong organization and leadership, the county actively guides the participation of the whole people, forming a good pattern in which the organization department takes the lead in grasping the general manager, relevant units perform their duties, cadres at all levels actively participate, and work together to grasp the management of * * *, forming an increasingly strong cadre training atmosphere. 2, always adhere to the ideological and political quality and professional skills. Always adhere to the developing Marxism as the guiding ideology of cadre education and training, and always put the improvement of cadres' ideological and political quality in the first place. While doing a good job in ideological and political training for cadres, according to the principle of "what to do, what to learn, what to lack, and what to make up", different training courses are specially set up for cadres below the department level, professional and technical cadres and village cadres every year, and different forms and contents of professional skills training are carried out for cadres of different levels and categories, which has promoted the overall quality of cadres in the county. 3. Always adhere to the overall situation and apply what you have learned. When making long-term plans and annual plans, we always pay attention to the overall situation of the county's economic and social development, scientifically set up training contents and training courses, and at the same time pay attention to the transformation and application of learning achievements. Through practical training, investigation and follow-up, we will strengthen the management of the transformation of learning achievements to ensure that the quality of cadre education and training reflects the unity of theory and practice, the combination of learning and application, and the teaching by example. 4, always adhere to the combination of reality and reform and innovation. Based on the county situation and the reality of cadres, actively integrate resources under the condition of limited funds; The combination of long and short, internal and external, not blindly pursuing high-end training, but suitable for the needs of cadres. Insist on keeping pace with the times to carry out cadre education and training, actively innovate in training content, training methods and organizational forms, and realize the organic combination of cadre education and training scale, quality and benefit. These valuable experiences accumulated in long-term practice are valuable wealth to promote a new round of large-scale cadre training in our county.

Second, a good training atmosphere has been formed. The training consciousness of leading cadres at all levels is getting higher and higher, and the majority of cadres have a strong voice for learning and training. According to the survey, many towns and departments are actively running classes and strengthening the training of cadres and workers by means of theoretical study, going out and inviting in. In 122 questionnaires, 67% of the main leaders of the unit always have the opportunity to overcome difficulties and let cadres participate in training, 98% of the cadres think that participating in training will help improve their comprehensive quality, and 95% of the cadres feel that they have the opportunity to learn and improve after participating in training. The improvement of cadre training consciousness and the gradual formation of a good training atmosphere will be a good foundation for us to promote a new round of large-scale cadre training.

Third, it provides a good platform for practice. Our county is a poverty-stricken county with poor basic conditions and unreasonable economic structure, and there are many bottlenecks restricting development. In recent years, cadres at all levels actively think about ways to promote the development of * *, and apply what they have learned and study abroad experience to the practice of economic and social work, so that the majority of cadres can be tempered and improved in their work practice. The reality of our county's own reform and development also provides a good practical environment for cadres to combine learning with application and improve their quality. Especially in the in-depth study and practice of Scientific Outlook on Development's goal of "promoting scientific development and building a county with industrial characteristics", the surging reform and development practice in our county provides a practical platform for cadres at all levels to give full play to their wisdom and fully temper themselves.

Third, improve our county cadre training ideas and countermeasures

Strengthening and improving the education and training of cadres in the new period is of great practical significance for building high-quality grassroots cadres, strengthening the relationship between the party and the masses, consolidating the party's ruling position, and promoting the overall situation of reform, development and stability. We should carefully analyze the present situation, situation, existing problems and difficulties, as well as the advantages and opportunities we face in cadre training in our county, improve our understanding, closely focus on the goal of "promoting scientific development and building a county with industrial characteristics", base ourselves on the reality of reform and development in our county and the need to improve the overall quality of cadres, constantly emancipate our minds, renew our concepts, and work hard on innovation and breakthrough. And gradually promote the scientific development of cadre education and training in our county, so as to better serve the scientific development.

Strengthening and improving the education and training of cadres in the new period is of great practical significance for building high-quality grassroots cadres, strengthening the relationship between the party and the masses, consolidating the party's ruling position, and promoting the overall situation of reform, development and stability. And gradually promote the scientific development of cadre education and training in our county, so as to better serve the scientific development.

(1) Innovating the training system to achieve a new breakthrough in the organization and management of cadre education and training.

In accordance with the relevant provisions of the Regulations on Cadre Education and Training (Trial), further standardize and improve the existing training management system. The first is to give play to the "overall" role of the leading group for cadre education and training. It is necessary to set up a leading group for cadre education and training, headed by the main leaders of party committees at all levels and attended by the responsible persons of relevant departments. Under the unified leadership of the Party committee and the government, we should deploy the education and training of cadres in a timely manner, carefully study the policies, overall work and major issues of cadre education and training, and ensure that the education and training of cadres is implemented. The second is to strengthen the organizational guarantee function of cadre training. Incorporate cadre training into the target management system of organizational work, implement work responsibilities at different levels, and establish a work pattern of * * * management. It is necessary to give full play to the role and advantages of the organization department in overall planning and comprehensive coordination, strengthen the overall planning, macro guidance and comprehensive management of cadre education and training, fully mobilize the enthusiasm of all parties, actively encourage and guide all departments to do a good job in the study and training of cadres and workers in their own units, further improve the pattern of "who is in charge and who is training" and form a joint force of cadre education and training. The third is to incorporate departmental training into the entire cadre training system. Under the leadership of the county party Committee, the organization department of the county party Committee performs the function of taking the lead in grasping the overall situation, making scientific arrangements and making overall plans. Establish and improve the declaration system for running classes. Departments should put forward the requirements of running classes, design teaching contents, recommend lecturers, and organize departments to strengthen guidance, supervision and management, so that each training session can bring benefits into play and avoid the phenomenon of multi-head training and repeated training. The fourth is the innovation of planned training mechanism. To fully investigate and study, in accordance with the requirements of large-scale training of cadres, combined with the actual preparation of long-term and short-term plans, scientific prediction, in the shift setting, training content, transfer objects, time arrangements and other aspects of overall arrangements. It is necessary to better combine training with use and ensure that every cadre must participate in training as planned.

(B) innovative allocation of resources, teachers, posts, funds to achieve new breakthroughs.

Cadre education and training is a very complicated and comprehensive work. In accordance with the fundamental requirements of "seeking truth from facts, advancing with the times, working hard and ruling for the people", aiming at reducing training costs and enhancing training effects, we should make full use of all kinds of training resources, realize the optimal allocation of training resources, integrate all kinds of effective resources inside and outside the county, overcome the relative shortage of funds, teachers and facilities in the county, and establish an open cadre education and training system. First, strengthen the development and allocation of teachers. To further improve the teaching staff, on the one hand, we should increase the excavation and development of teachers in the county, strengthen the training, selection and exchange of party school teachers, and promote the rational flow of party school teachers. At the same time, integrate talents with profound theoretical foundation and rich practical experience in the county, unify responsibilities, rights and interests, strengthen education, training and management, and cultivate teachers in the county. On the other hand, we should make rational use of teachers outside the county, track and understand teachers' emphasis on professional knowledge, teaching methods and teaching styles, strengthen contact, and make the superior teacher resources outside the county available to us by inviting them in and sending them out. The second is to strengthen the construction of training positions. 1 12 questionnaire thinks that 59% of the training posts in our county should be Party schools of county committees, bases outside the county and other professional and technical training bases in the county. It is necessary to adhere to the main position of party school cadre training, actively strive to increase investment in the infrastructure construction of the party school of the county party Committee, especially the audio-visual facilities and other ancillary facilities, and strengthen the guidance and management of the party school. Party schools should compete in schools by linking teaching, service and salary, and students should choose teachers to enhance their ability to undertake training courses independently. We should make full use of the resources of other training posts in the county, such as vocational middle schools, and strengthen guidance to make it a training post for professional and technical personnel in our county. In addition, we will further strengthen the construction of training positions outside the county and the province, choose the party schools and colleges outside the county and the province that are suitable for the actual situation of cadres in our county as our county training bases, establish friendly and cooperative relations, make full use of high-quality training resources, and let cadres enrich their knowledge and broaden their horizons. The third is to increase investment and integration. Cadre education and training is a very basic work to improve the quality of cadres. The growth of cadres has regularity, which can generally be divided into four stages: spiritual accumulation period, practical tempering period, advantage development period and mature and stable period. Spiritual accumulation period is the foundation of the last three stages, and cadre education and training is an important means to lay this foundation. The amount of training that needs to be completed in five years stipulated in the Regulations on Cadre Education and Training just points out that the growth cycle of cadres at this stage is generally 5 to 8 years. Cadre training has a subtle influence on the growth of cadres, which can neither be achieved overnight nor play an incentive role. Only by continuously strengthening the education and training of cadres and promoting the all-round improvement of cadres' quality can we better promote economic and social development. From XX to XX, our county invested a total of 6.5438+0.8 million yuan in special training funds and trained 5,630 cadres. The average training cost of each cadre for six years is only 320 yuan, and the average training cost per person per year is only 50 yuan. The seminar on county economy held in Shanghai University in XX years cost more than 200,000 yuan for transportation and training. If all of them are paid by special funds, 400,000 training funds can only run two similar classes. Therefore, on the one hand, in the limited financial resources, we should further increase the investment in cadre training funds, provide necessary funds for the growth of cadres from the organizational training level, establish a classified training fund guarantee mechanism, and ensure that different types of cadres such as department-level cadres, ethnic minority cadres, female cadres, non-party cadres, and reserve cadres have different levels of training funds; On the other hand, it is necessary to fully integrate different funding resources, including departmental resources and project resources, strengthen overall management, and ensure that each training fund can bring into play its benefits.

(C) innovative training methods to achieve new breakthroughs in teaching methods and training content.

We should adhere to the principle of "practicality, practicality and effectiveness", innovate training methods, and highlight the characteristics of the times and local characteristics. Mainly in the following three aspects:

1. Carry out in-depth hierarchical and classified training. Adhering to hierarchical and classified training is an important principle to do a good job in cadre education and training under the new situation, and it is also an effective way to improve the quality and efficiency of training. It is necessary to seriously study the characteristics and industry requirements of cadres in different fields such as public management, public service and administrative law enforcement, and thoroughly study the post characteristics, responsibility requirements and growth goals of department-level leading cadres, middle-level cadres and ordinary cadres, and strive to build a hierarchical and classified training pattern with more perfect shifts, more reasonable structure, more complete functions and more obvious effects.

2. Improve innovative training methods. In 122 questionnaires, more than 80% of cadres think that the methods of cadre education and training must be constantly innovated. First, continue to strengthen organizational training, hold training courses in large quantities and on a large scale, so that more cadres have the opportunity to study full-time; The second is to improve teaching methods, make full use of audio-visual teaching, multimedia teaching, distance teaching, network teaching and other technical means, break through the restrictions of "time and space" on cadre education and training, and enrich the forms and contents of cadre learning. Third, we should change the traditional one-way closed classroom teaching mode of "teachers speak, students listen and fill the room", pay attention to cultivating cadres' leadership and administrative ability, combine reading, learning and discussing problems, combine classroom teaching with practical exercise, and combine traditional teaching methods with modern teaching methods. Fourth, we should continue to increase the intensity of "going out, please come in", combining long and short. It is necessary not only to run short-term training courses in the county well, but also to focus on sending cadres abroad for training, broaden their horizons and update their concepts. Fifth, actively send classes to the countryside, use the teachers in the county to form a lecturer group to send classes to the countryside, expand the training area, and solve the contradiction between work and study of cadres. Sixth, strengthen the guidance of cadres' autonomous learning. 3. Enrich the training content. The training content includes the knowledge that cadres need to learn and the ability that cadres need to improve. In 122 questionnaires, at present, the ability that cadres in our county hope to improve through training is shown in Figure 5, and the theoretical knowledge that they want to know and master most is shown in Figure 6 (Figure 6 only lists the first five kinds of knowledge selected by cadres, and the rest are not listed):

As can be seen from Figure 5 and Figure 6, the requirements for cadres in our county are comprehensive, and most cadres are eager for political discrimination, scientific decision-making, communication and coordination, emergency handling, pioneering and innovative, and handling affairs according to law. The demand for cadres' knowledge tends to be more diversified, and Socialism with Chinese characteristics's theoretical system, especially Scientific Outlook on Development and modern market economy theory and knowledge, has become the first choice for most cadres. Therefore, we should focus on the construction of cadres' ruling ability and strengthen the training of new knowledge, new skills and new skills. Under the new situation, we should design and arrange the contents of cadre education and training from the aspects of improving cadres' learning ability, coping ability, competitiveness, decision-making ability and innovation ability, and enhance the pertinence and timeliness of cadre education and training. At present, it is particularly necessary to pay special attention to the construction of ruling ability and strengthen the training of new knowledge, new skills and new skills while studying systematic political theory. In particular, we should strengthen the training of political theory and market economy knowledge. In training, we should closely focus on the needs of improving cadres' quality and ability, scientifically set the training content, and ensure that the training content is rich and diverse, but not comprehensive, targeted and effective.

4. Strengthen practical teaching. Emphasis is placed on improving students' practical work ability, scientifically determining practical topics according to the teaching content, and selecting typical towns or departments for on-the-spot training, so that students can closely combine theoretical study with practical activities, thus mastering the theory they have learned more deeply, improving students' practical skills and achieving the teaching purpose of combining theory with practice.

(four) improve the system construction, in the establishment and improvement of the training system to achieve new breakthroughs.

System construction is the basis of standardized, scientific and institutionalized cadre training, and the innovation of training system is the key to the effectiveness of cadre training. We should focus on establishing a modern training system, innovate on the basis of inheritance, and be systematic, contemporary, enlightening and feasible.

1. Improve the training quality evaluation system. Constantly improve the training evaluation index system and standards, in addition to evaluating the teaching content, methods, teachers and effects. The evaluation of training projects and plans should also be strengthened.
