Safety management rules for high-speed passenger ships in People's Republic of China (PRC) (revised in 20 17)
Chapter I General Provisions Article 1 In order to strengthen the safety supervision and management of high-speed passenger ships, maintain the water traffic order and ensure the safety of life and property, these Rules are formulated in accordance with the Maritime Traffic Safety Law of People's Republic of China (PRC), the Regulations on the Administration of Inland River Traffic Safety of People's Republic of China (PRC) and other relevant laws and administrative regulations. Article 2 These Rules shall apply to high-speed passenger ships sailing, berthing and engaging in related activities in navigable waters of People's Republic of China (PRC), as well as their owners, operators and relevant personnel. Article 3 The Maritime Safety Administration of the People's Republic of China is the competent authority for implementing these Rules.

The maritime administrative agency shall be responsible for the implementation of these Rules within its jurisdiction. Chapter II Shipping Companies Article 4 Shipping companies operating high-speed passenger ships shall meet the requirements of the Regulations on the Administration of Domestic Waterway Transportation and obtain corresponding business qualifications. Article 5 The second-hand foreign high-speed passenger ships purchased or leased by shipping companies from abroad shall meet the requirements of the Regulations on the Administration of Old Transport Ships. Article 6 Before a high-speed passenger ship sails, the shipping company shall prepare the following materials and guides in the form of manuals:

(a) Route operation manual;

(2) the ship's operation manual;

(3) Ship Maintenance Manual;

(4) Training manual.

The contents of the above manual shall be determined by the competent authority. Article 7 Shipping companies operating high-speed passenger ships shall establish a safety management system suitable for the operating characteristics of high-speed passenger ships, including a crew rest system to prevent crew fatigue. Chapter III Ships Article 8 A high-speed passenger ship must pass the ship inspection, go through the ship registration formalities and hold a valid ship certificate. Article 9 Before a high-speed passenger ship is put into operation, it shall apply to the maritime administrative agency of the main place of operation for the operation safety certificate of the high-speed passenger ship.

To apply for the "high-speed passenger ship operation safety certificate", the following materials shall be submitted:

(a) the ship inspection certificate;

(2) Certificate of ownership of the ship and certificate of nationality of the ship;

(3) Crew competency certificate and special training certificate;

(4) Route operation manual;

(5) the ship's operation manual;

(6) Ship Maintenance Manual;

(7) training manual;

(eight) other information as prescribed by laws and regulations.

If it meets the requirements after examination, the maritime administrative agency shall issue the Safety Certificate for the Operation of High-speed Passenger Ships. High-speed passenger ships can only be put into operation after obtaining this certificate.

A high-speed passenger ship shall carry the latest route operation manual, ship operation manual, ship maintenance manual and training manual applicable to the ship. Article 10 High-speed passenger ships must be equipped with lights, type, sound signals, radio communication equipment, fire fighting equipment, life-saving equipment and emergency equipment in accordance with regulations. All equipment and facilities on high-speed passenger ships should be in good standby condition. Chapter IV Crew Article 11 A crew member working on a high-speed passenger ship shall meet the following conditions:

(1) Having received basic safety training recognized by the competent authority and obtained a training certificate, among them, the captain, driver, chief engineer, engineer and crew designated to be responsible for safe operation and passenger safety must also receive special training recognized by the competent authority and obtain a special training certificate.

(two) the captain, driver, chief engineer and engineer shall hold the corresponding certificates of competency in accordance with the regulations.

(3) The personnel who have obtained the Certificate of Crew Competency for High-speed Passenger Ships shall have a trial time of not less than 10 hour and 20 single voyages before taking up their official posts.

(4) The age of male captains and pilots shall not exceed 60, and the age of female captains and pilots shall not exceed 55.

The crew working on a non-high-speed passenger ship shall not be over 45 years old when applying for the competency certificate of captain, chief mate and chief engineer of a high-speed passenger ship.

(5) The health status of the captain and the driver, especially the eyesight, hearing and oral expression ability, shall meet the corresponding requirements. Article 12 The maritime administrative agency authorized by the competent authority shall be responsible for the training management, examination and certification of crew members of high-speed passenger ships. Provisions on training, examination and certification shall be promulgated and implemented by the competent authorities. Article 13 A high-speed passenger ship shall apply to the maritime administrative agency that has gone through the formalities of ship registration for the minimum safety manning certificate. The minimum manning standard for high-speed passenger ships shall meet the requirements of the appendix to these rules. Fourteenth high-speed passenger ship drivers on duty time shall not exceed two hours, there should be enough interval between two driving duty, the interval is determined by the local maritime administrative agency. Chapter V Navigation Safety Article 15 A high-speed passenger ship shall sail at a safe speed to prevent collision and wave damage. High-speed passenger ships shall abide by the relevant speed regulations of the local maritime administrative agency when entering and leaving the port and sailing through special segments.

When a high-speed passenger ship sails, it must display a yellow flash. Sixteenth high-speed passenger ships sailing, the crew on duty must be strictly in accordance with the requirements of their duties, do a good job in the safe navigation of their posts. The person in charge of the lookout on the bridge must always look out. Irrelevant personnel are prohibited from entering the bridge. Seventeenth high-speed passenger ships sailing in ports and inland navigable waters, should take the initiative to avoid all non-high-speed ships. When high-speed passenger ships are sailing at sea and avoiding other high-speed ships, measures should be taken according to the provisions of collision avoidance rules. When a high-speed passenger ship sails on a special leg, it shall abide by the special navigation regulations promulgated by the maritime administrative agency.
