If the applicant fails to apply for a resident identity card, he/she needs to submit his/her household registration book (home page, information page and change page, and the home page of collective households can be a copy). If the guardian is unable to accompany him, he may entrust others to accompany him, and the accompanying person shall submit his resident identity card and the guardian's power of attorney.
7. When applying for ordinary passports, state functionaries, servicemen of the China People's Liberation Army and the People's Armed Police shall also submit the proof that their units or higher authorities have agreed to handle the entry and exit documents. Servicemen of China People's Liberation Army and People's Armed Police shall submit their military officer's card, soldier's card or police officer's card as proof of identity, and apply to the exit-entry administration department of the public security organ of the local people's government at or above the county level where their troops are located.
8. China citizens who have settled abroad to apply for a new ordinary passport in a short period of time shall submit their original passports within the validity period, valid certificates of settlement abroad and temporary residence permits issued by the public security organs in their temporary residence.
9. Other materials required by the exit-entry administration of the public security organ of the provincial local people's government after approval by the exit-entry administration of the Ministry of Public Security.

China citizens shall apply for passports or other travel documents when leaving or entering the country. China citizens who want to go to other countries or regions also need to obtain visas or other entry permits.
