The State Administration of Work Safety did not specify the time of pre-job safety training at all levels, but defined the total training time of pre-job safety education at all levels. In other words, the total training time of pre-job safety education at all levels shall not be less than 72 hours except for high-risk industries such as coal mines, non-coal mines, dangerous chemicals and fireworks, and all other industries shall not be less than 24 hours.
Factory-level safety education is generally conducted by the enterprise safety department for 4~ 16 hours. Workshop safety education is the responsibility of the workshop director or safety technicians, and the teaching time is generally 4~8 hours.
When carrying out safety education, we should pay attention to the diversification of content, because according to the normal training procedures, the factory-level safety training for new employees should be three days (24 hours). You can plan three days to arrange the specific training content every day, such as watching the video of the workshop site, safety accident cases and so on.
Three-level safety education refers to the factory-level safety education, workshop-level safety education and post (section, team) safety education for new employees and workers, which is the basic form of safety production education system in factories and mines. Three-level safety education system is the basic education system of enterprise safety education. Three-level safety education includes factory education, workshop education and team education.
Enterprises must carry out factory education, workshop education and team education on safety production for new workers; Workers who change jobs, return to work and adopt new technologies, new processes, new equipment and new materials must be given safety and health education in new posts and new operation methods. Educated people can only be employed if they pass the exam.

The Provisions on Safety Training of Production and Business Units stipulates that:
Thirteenth new employees of production and business units, pre-job training time shall not be less than 24 hours.
The safety training time for new employees in coal mines, non-coal mines, dangerous chemicals, fireworks and other production and business units shall not be less than 72 hours, and the annual retraining time shall not be less than 20 hours.
