Article 1 In order to accelerate the pace of socialist agricultural modernization and improve the quality of agricultural professionals, it is necessary to strengthen the continuing education of agricultural professionals (hereinafter referred to as agricultural continuing education). According to the spirit of the Decision of the State Education Commission on the Reform and Development of Adult Education approved by the State Council and combined with the actual situation of the agricultural system, these Provisions are formulated. Article 2 Agricultural continuing education should face modernization, the world and the future, adhere to the principles of basing itself on the present, focusing on the long-term, paying attention to actual results, teaching students in accordance with their aptitude, and combining learning with application, so as to better serve the cultivation of agricultural talents, agricultural production and rural economic construction. Article 3 Agricultural continuing education is an important part of the agricultural education system. Its object is the on-the-job personnel who have technical secondary school education or junior professional and technical positions and are engaged in agricultural production, technology popularization, scientific research, education, management and other professional and technical work. The focus is on young and middle-aged backbones in professional and technical positions above the intermediate level. Article 4 The task of agricultural continuing education is to constantly supplement, update, broaden and deepen the knowledge and skills of the educated, so as to maintain their advanced nature, better meet the needs of posts and promote agricultural scientific and technological progress, economic prosperity and social development. Fifth agricultural continuing education according to different levels to determine the training objectives:

Primary agricultural professional and technical personnel mainly study professional basic knowledge, train practical skills, improve post adaptability, and lay a good foundation for further study and accelerated growth.

Intermediate agricultural professional technicians mainly update their knowledge, broaden their knowledge, learn new theories, technologies and methods in combination with their own work, understand the development trends of science and technology at home and abroad, and cultivate the ability to solve complex technical problems independently.

Senior agricultural professional and technical personnel should be familiar with and master the new scientific, technical and management knowledge of this major and discipline, study and solve major technical problems, and become technical experts and academic (disciplinary) leaders in this industry. (five) to receive distance education through radio, correspondence, television, video, publishing and other means;

(eight) on-the-job study for master's and doctoral degrees. Ninth to participate in continuing education is the right and obligation of professional and technical personnel. All units and departments should take effective measures to create conditions and properly organize and guarantee.

The average full-time study time for senior professional and technical personnel is not less than 15 days per year, and the average full-time study time for junior professional and technical personnel is not less than 7 days. Study time can be used intensively all year round. During the stipulated full-time study period, the salary and other welfare benefits will remain unchanged. Tenth agricultural continuing education funds to implement multi-channel and multi-channel financing. Conditional departments and units should allocate special funds for continuing education. Eleventh agricultural continuing education bases should be rationally distributed. Agricultural departments at all levels should make proper arrangements according to the division of tasks and gradually form a network.

Agricultural colleges, research institutes and training and extension centers are important bases and key units of continuing education. The training of professional and technical personnel above the intermediate level should generally be carried out in institutions of higher learning, provincial scientific research institutes or training centers. Twelfth agricultural continuing education teachers should combine full-time and part-time, mainly part-time. Full-time teachers should participate in teaching organization and management, and part-time teachers should pay attention to the appointment from scientific and technical personnel and management personnel with practical experience. Teachers and administrators engaged in continuing education in colleges and universities are treated equally with similar personnel in schools, and those who participate in teaching are included in the teaching workload. Give reasonable remuneration to part-time teachers and other relevant personnel according to regulations.
