The competent department of agricultural machinery of the local people's governments at or above the county level shall be responsible for the management of tractor driving training within their respective administrative areas. Article 3 Tractor training shall be socialized. The competent department of agricultural machinery and its safety supervision institutions shall not hold or participate in the holding of tractor driving training schools and driving training courses.
In accordance with the principles of overall planning, rational layout, fair competition and quality assurance, the state implements qualification management for tractor driving training institutions. Fourth tractor drivers need to provide training records of tractor driving training institutions before they can take the tractor driver's license examination. Chapter II Conditions of Training Institutions Article 5 A tractor driving training institution shall have the conditions of venue, equipment, personnel, rules and regulations suitable for its training activities, and obtain the People's Republic of China (PRC) Tractor Driving Training License issued by the agricultural machinery department of the provincial people's government before engaging in relevant training activities. Article 6 Teaching places
(a) the per capita use area of the classroom is not less than 1.2 square meters, and the total area is not less than 1.20 square meters, and the lighting, ventilation, lighting and fire fighting conditions meet the relevant standards;
(2) Having an independent office space;
(3) Having a fixed coaching ground of not less than 1500 square meters. Article 7 Teaching equipment
(a) there are more than five coaches who have passed the inspection and are equipped with corresponding agricultural tools, and the matching ratio is not less than1:2;
(two) there are commonly used teaching charts, teaching boards and physical models of main components;
(3) Necessary audio-visual equipment. Article 8 Teaching staff
(a) the person in charge of teaching should have a college degree or above or an intermediate technical title, and have been engaged in tractor driving training for more than three years;
(two) theory teachers should have technical secondary school education in agricultural machinery and related majors, and passed the examination by the competent department of agricultural machinery of the provincial people's government;
(III) Coaches shall hold intermediate technical grade certificates of tractor drivers and have more than 5 years' safe driving experience of corresponding models, and pass the examination by the competent agricultural machinery department of the provincial people's government.
The teaching staff of tractor driving training institutions shall not be less than 5. Article 9 Organizational management system
(a) a sound teaching system, including the management system of student status files, teachers, teaching equipment and vehicles.
(two) improve the financial system, equipped with full-time financial personnel.
(3) Having a scientific safety management system. Chapter III Licensing Procedures Article 10 To apply for the People's Republic of China (PRC) Tractor Driving Training Permit, an application form for tractor driving training schools (classes) shall be submitted to the competent agricultural machinery department of the provincial people's government, and the following materials shall be attached:
(1) the identity certificate of the applicant;
(two) the certificate of the right to use the teaching place and its plan;
(3) List of teaching equipment;
(four) the identity and qualification certificate of the teaching and financial personnel;
(5) Organization and management system;
(6) student predictions. Eleventh the materials submitted by the applicant are complete and meet the requirements, the competent department of agricultural machinery of the provincial people's government shall accept it and issue a written certificate. If it is not accepted, it shall notify the applicant in writing and inform the reasons. Article 12 After accepting the application, the competent department of agricultural machinery of the provincial people's government shall complete the written examination within 10 days. If the written test is qualified, more than 2 experts shall be designated for on-site evaluation. Thirteenth after the on-site assessment, the competent department of agricultural machinery of the provincial people's government shall make a licensing decision within 10 days.
If the written examination or on-site examination is unqualified, the competent department of agricultural machinery of the provincial people's government shall notify the applicant in writing and explain the reasons. Article 14 Where a tractor driving training institution changes its name, legal representative or teaching place, it shall apply to the competent agricultural machinery department of the provincial people's government for registration of change. Chapter IV Management of Training Business Article 15 Tractor driving training includes:
(a) Driving training for beginners;
(2) Increase driving training;
(3) Other training related to driving.
Tractor driving training methods are divided into full-time and class-time systems, which are chosen by students. Sixteenth tractor driving training institutions shall strictly implement the syllabus issued by the Ministry of Agriculture, and conduct training in accordance with the permitted scope and scale to ensure the quality of training.
The financial affairs of tractor driving training institutions should be independent. Seventeenth tractor driving training institutions shall employ teaching staff who have passed the examination by the competent agricultural machinery department of the provincial people's government. Eighteenth people who apply for tractor driver training shall abide by the relevant provisions on the management of tractor driver's license, fill out the "Application Form for Tractor Driver Training in People's Republic of China (PRC)" and submit their identity documents. Nineteenth students who have completed the required courses and passed the examination shall be issued a certificate of completion by the training institution, and provide records such as the quality evaluation of students, training hours, and the signature of coaches. Students take the initial or additional tractor driving test with the certificate of completion and training records.
