First, strengthen the organization and leadership of administration according to law.

Three, to further standardize the administrative law enforcement behavior

3. Regularly clean up normative documents. According to the requirements of the Outline and the Decision on cleaning up the normative documents every two years, the Legislative Affairs Office of the municipal government organized the 11th cleaning up of the normative documents of the municipal government from June 65438 to February 7 to June. 6, the organization of administrative law enforcement files search activities. Since then, the city has organized an annual review of the law enforcement files of the city's administrative law enforcement organs. , in addition to the province's administrative punishment right inspection, the province's urban management system law enforcement files inspection, and organized the relevant departments of the municipal government to check the administrative punishment files. Since 1999, our city has implemented the administrative law enforcement responsibility system of administrative law enforcement departments. The administrative law enforcement basis and legal responsibility of 35 municipal departments are sorted out. According to the unified deployment of the municipal government, all relevant departments in the city will decompose the approved administrative law enforcement responsibilities into specific departments and implement them to specific law enforcement personnel, and determine the specific procedures, time limits and law enforcement responsibilities of law enforcement. The Legislative Affairs Office of the municipal government once again organized the main body of administrative law enforcement of municipal institutions to clean up and sort out the basis and responsibility of law enforcement. On the basis of sorting out the responsibilities of administrative law enforcement, on August 5, the Municipal Leading Group for Openness of Government Affairs issued the Opinions on Further Improving the Compilation of Authority Catalogue and Promoting the Open and Transparent Operation of Administrative Power. At present, the law enforcement basis and responsibility of the administrative law enforcement departments of the municipal government are clear, and the law enforcement accountability system is specific.

After self-examination, our city has not found that the administrative law enforcement organs and their staff illegally exercise administrative law enforcement power or fail to perform administrative law enforcement duties, which damages the legitimate rights and interests of citizens, legal persons and other organizations and public interests, and should be investigated for administrative law enforcement responsibility.

Four, strengthen the supervision of administration according to law

1, the filing system of normative documents shall be implemented. 36 normative documents issued by the municipal government have been reported to the provincial government and the Municipal People's Congress for the record, with a record rate of100%; Since the beginning of this year, we have not received the rectification opinions of the provincial government and the Municipal People's Congress on the normative documents issued by our city.

3. Continue to increase the publicity of government information. In order to implement a series of arrangements for national and provincial government affairs disclosure and promote the transparent operation of administrative power, the government affairs disclosure in our city is based on the unified arrangements of the municipal party committee and the municipal government, with the implementation of relevant regulations as the core and infrastructure construction as the focus. The institutional mechanism, open network platform and supervision and guarantee system for government affairs disclosure have been fully established, and the government affairs disclosure has been steadily promoted along the track of standardization, institutionalization and legalization, and the government affairs information disclosure has been at the forefront in twin cities.

4. Strengthen special supervision such as supervision and auditing. Give full play to the role of industry mediation organizations, introduce the Measures for the Prevention and Disposal of Medical Disputes, and introduce the insurance mechanism, so that complex medical contradictions can be properly handled, which has played a benign role in promoting the pilot reform of public hospitals and has been fully affirmed by the main leaders of the provincial party Committee.
