I. Examination procedures

In accordance with the principles of openness, equality, competition and merit selection, this recruitment is carried out by combining examination with investigation, and the "three openness" system of open registration conditions, open examination procedures and open examination results is implemented. According to the recruitment plan, recruitment announcement, registration and qualification examination, physical fitness test, written test, interview, skill test, inspection and political review, publicity and employment approval procedures.

Third, candidates and conditions for entering the exam

(A) the object of recruitment

1. Sniper position: graduates of shooting major in sports colleges (schools), professional shooters, or active and retired soldiers with shooting expertise, graduates of public security police colleges.

2. Diver position: active and retired soldiers who have engaged in diving work and other personnel with diving qualification certificates.

3.EOD position: active and retired soldiers engaged in search and EOD, explosion engineering and explosion technology.

4. Special combat team positions: college graduates, sports school graduates, professional athletes, and retired soldiers who have received special training in the army.

The above positions are not limited to native place and domicile.

(2) Application conditions

1, with China nationality;

2. Support the Constitution of People's Republic of China (PRC), the leadership of the Producers' Party of China, love socialism, have good political quality and conduct, have the idea of serving the people, and abide by the law.

3. The gender and age requirements for the application are generally above 18 years old (199/kloc-0 was born before July 30/year) and below 25 years old (1born on or after July 30, 1984);

4. The qualification for applying for the exam requires a college degree or above (the qualifications of retired soldiers, sports school graduates and professional athletes can be relaxed to high school and secondary school culture);

5, good health, good figure, no tattoos. The naked eye vision of both eyes is above 4.8, and the male height is above 170CM.

Except for height and eyesight, other physical conditions shall be subject to the Physical Examination Items and Standards for People's Police Employed by Public Security Organs (No.74 [200 1]).

6. Servicemen who have completed the minimum service life must obtain the consent of organizations at or above the regimental level before registration.

7. Comply with the Civil Service Law, the People's Police Law, the provisions on the employment of civil servants (for Trial Implementation) and other qualifications required for applying for positions.

(3) The following persons cannot take the exam:

1, can't adhere to the party's basic line and can't be consistent with the CPC Central Committee on major political issues;

2. Civil servants recruited since 2007 (including Selected Graduates, Organization Department of the Provincial Party Committee);

3. Fresh graduates facing specific industries or units;

4. Non-fresh college graduates who are studying;

5. Persons who have received criminal punishment for crimes and have received reeducation through labor or juvenile discipline;

6. Being expelled from public office;

7. Bad behaviors such as moral corruption, hooliganism and theft;

8. lineal blood relatives or collateral blood relatives (within three generations) have been sentenced to death or are serving sentences;

9. lineal blood relatives or collateral blood relatives within three generations have a great influence on themselves and engage in activities to subvert China's political power at home and abroad;

10, was disciplined by the party and government for corruption, bribery, disclosure of state secrets and other reasons, or was determined to be incompetent in the annual assessment of civil servants in the past three years;

Candidates who do not meet the registration requirements will be disqualified.

Four, registration, online qualification examination and bonus policy

(1) Sign up. Unified online registration is adopted, and cities (prefectures) and provincial units do not have on-site registration points. Candidates enter the "Guizhou Personnel Examination Information Network" (www.gzpta.gov.cn) to register. Online registration is conducted according to the following procedures:

1, submit the application. Applicants can only choose one position to register. Candidates can log on to Guizhou Personnel Examination Information Network from 9:00 on August 2 1 2009 to 24:00 on August 25, 2009, fill in the Application Form for Open Recruitment of People's Police (People's Police Cadets) by Guizhou Provincial Public Security Organs in 2009 (Annex II, hereinafter referred to as the application form) and upload my recent 2-inch positive certificate bareheaded. After the registration application is accepted, the system will feedback a registration number to the applicant. The registration number is an important basis for applicants to check the qualification examination results, confirm online payment, download and print the admission ticket, etc. Please take good care of it.

Applicants should carefully read the application form and commitment letter, and truthfully submit their relevant information and materials. If the information in the application form is untrue, incomplete or wrong, you should be responsible for it; Entrusting others to register, if the registration information appears in the above situation, it shall be deemed that the applicant has filled it out by himself, and the responsibility shall be borne by the applicant himself, and his examination results will be invalid. Anyone who practices fraud, once verified, will be disqualified from the examination or employment.

The relevant documents submitted by the applicants at the time of registration must be consistent with the documents used in the written test and interview.

2. The recruiting unit conducts online qualification preliminary examination. According to the personal information filled in by the candidates, the recruiting unit conducts the preliminary qualification examination in accordance with the Recruitment Guide and the qualifications required for the post, and those who pass the preliminary examination will be confirmed. Those who meet the online registration conditions shall not refuse to register; If the examination is unqualified, the reasons shall be explained; If the photo quality does not meet the requirements, the applicant should be prompted to upload the photo again.

The qualification examination is the responsibility of the recruiting unit. For those who have passed the preliminary qualification examination, the recruiting unit shall download and print the registration information of the applicants for qualification review and inspection. If unqualified candidates enter the exam due to lax preliminary qualification examination, the exam results of the candidates will be invalid. The preliminary qualification examination time of each recruitment unit is from 9: 00 on August 2 1 day to August 27 18:00.

3. Query the preliminary qualification examination results. Applicants can log on to Guizhou Personnel Examination Information Network from 9: 00 on August 26th to 6: 00 on August 27th to check whether they have passed the preliminary examination of registration qualification. Each recruitment unit must complete the review of the submitted applicants within 2 working days. Applicants who have passed the preliminary qualification examination may not apply for other positions.

4. Registration confirmation. Candidates who have passed the qualification examination will register and confirm online on "Guizhou Personnel Examination Information Network" from 9: 00 on August 26th to 24:00 on August 28th, 2009.

Candidates who apply for the position of public security special police must first take a physical fitness test organized by the public security organ after the registration information is confirmed. Those who fail the physical fitness test are disqualified. Candidates who pass the physical fitness test will be notified online separately. According to the charging standards approved by the finance and price departments of Guizhou Province, the registration examination fee is 60 yuan (two subjects) per person.

Those who fail to attend the registration confirmation and pay the fee on time are deemed to have given up the exam automatically.

5. Print the admission ticket online.

After the registration is confirmed and the payment is successful, candidates can download and print the admission ticket from 9:00 to September 14 18 16: 00, 2009.

6. Confirmation of admission ticket

(1) After printing the admission ticket, candidates must bring their ID cards and academic certificates to the civil service recruitment office in the examination area to confirm their identity. Candidates who meet the requirements of the positions they apply for shall be confirmed by the civil service recruitment offices at all levels with official seals on the admission ticket; If the candidate's identity does not meet the job requirements, the civil servant recruitment offices at all levels shall go through the formalities of refunding the registration fee of the candidate (specific matters will be notified separately) and cancel the qualification of the candidate.

(2) In the process of applying for the exam, applicants should consult the recruiting unit about the qualification examination, and consult the competent department of civil service examination in the test area about the online registration technology. See Annex 4 for the telephone number.

Skill reward policy

Candidates who apply for special warfare positions meet the following conditions, and have achieved corresponding rankings in Sanda, boxing, taekwondo, judo, wrestling, martial arts and other fighting competitions, will be given extra points in the relevant skill test scores (extra points will be given before conversion according to the percentage system, and those who meet the two extra points will be limited to the highest extra points, and no accumulated extra points will be given). The specific bonus conditions are as follows:

(1) Those who won the top 3 individual events in the National Games will be given 28, 26 and 24 points respectively according to their ranking; Get the fourth to eighth place plus 22 points.

(2) Those who won the top 3 in other national competitions organized by the State Sports General Administration were given 22 points, 20 points and 18 points respectively; Get the fourth to eighth place plus 16 points.

(3) Won the top three individuals in the Provincial Games, and scored 16, 14 and 12 respectively according to the ranking; Get the fourth to eighth place plus 10 points.

(4) skill bonus confirmation

The bonus review is the responsibility of the recruitment offices of civil servants at all levels.

Applicants who meet the above-mentioned bonus conditions can print a unified format of the "Application Form for Plus Points for Open Recruitment of People's Police (People's Police Cadets) in Guizhou Province" (Annex 3) on the Internet, fill it in truthfully, and conduct bonus points review within one week after registration.

Applicants who fail to submit the bonus application form within the time limit shall be deemed to have given up the bonus automatically. When submitting the bonus application form, the original and photocopy of the relevant certificate shall be provided. If the relevant materials cannot be provided, the corresponding certificate from the issuing authority shall be provided.

The "application form for extra points" shall be uniformly publicized to the public before the written test results are announced after being audited by the civil service recruitment offices at all levels. If there is no objection to the publicity results, it will be confirmed with extra points.

V. Examination subjects, qualification examination and time

(1) Examination subjects

The subjects of this examination are physical fitness test, written test, interview and skill test. Examinations in all subjects shall be organized and implemented in accordance with the provisions of this chapter.

(2) Physical fitness test

It is mainly to test whether the physical quality of the candidates meets the work needs of the public security special police. The test items are: pull-ups, standing long jump, 100-meter sprint, 3000-meter middle-distance running and 200-meter swimming.

The physical fitness test is organized and implemented under the unified leadership of the provincial and municipal civil servant recruitment offices, and the public security organs undertake the specific organizational work of the physical fitness test.

Candidates whose physical fitness test scores do not reach 60 points (inclusive) will be disqualified from entering the next round of exams. (See Annex V for the scoring standard of physical fitness test)

(3) Physical examination

Those who pass the physical fitness assessment are listed as physical examination objects. Physical examination shall be carried out in accordance with Physical Examination Items and Standards for People's Police Employed by Public Security Organs (No.200 1). For the examination of candidates' height, vision, weight and blood pressure, the way of on-site review is adopted during the physical examination, and the application for review put forward by candidates afterwards is not accepted (except for the review conducted by provincial and local recruitment offices according to their duties and authority). The re-examination results shall be signed and confirmed by the discipline inspection and supervision personnel, the re-examination doctor and the candidates themselves on the spot. Candidates who refuse to sign are deemed to have given up their medical qualifications. Physical examination work is carried out in hospitals at or above the prefecture level designated by the provincial and municipal recruitment offices. The medical examination fee shall be borne by the candidates themselves.

(4) written examination

Books are not specified for the exam. All levels of recruitment do not hold, nor do they entrust any institutions to hold pre-test training courses and remedial classes.

See the written test admission ticket for the written test location. Candidates must hold a valid resident ID card (or a household registration certificate with my photo issued by the local public security organ) and a written test admission ticket (stamped with the official seal of the candidate's identity confirmation office in the examination area) to enter the examination room to take the written test.

(5) Qualification examination

After the written examination, the qualification review shall be conducted in accordance with the principle of grading responsibility and on-site review, and the municipal (prefectural) civil servant recruitment office shall be responsible for it.

After the written test, the provincial civil servant recruitment office will demarcate the minimum interview score line for special positions according to the candidates' written test results. For those who enter the lowest score line, the interview candidates shall be determined according to the ratio of each recruitment position plan to the number of recruits not higher than 1: 12.

The recruitment unit shall, according to the list of candidates to be interviewed publicized by the Provincial Civil Servant Recruitment Office, and according to the Recruitment Guide and the Registration Form filled out by the applicants, review whether the applicants meet the qualifications required for applying for positions. Applicants who meet the qualifications required for recruitment positions after examination shall be signed and stamped by the departments and comrades in charge of qualification examination. Applicants who fail to meet the registration requirements after examination are disqualified from entering the interview. Because the post review does not meet the requirements for entering the examination, the missing personnel will be replenished according to the total score of the written test from high to low.

According to the published recruitment conditions and requirements, the candidates participating in the interview hold graduation certificate, degree certificate, valid resident ID card (or a copy of the household registration certificate with my photo issued by the public security organ where the household registration is located) and 4 one-inch photos with the same bottom bareheaded. Professional athletes and retired military personnel must hold the athlete's card and relevant certificates of retired military personnel, and active military personnel must register with the recommendation certificate and identification certificate at or above the regiment level. On-the-job personnel hold the certificate that the unit agrees to apply for the exam (primary and secondary school teachers must hold the certificate of the education administrative department at or above the county level). Candidates who apply for diver positions must hold diver qualification certificates (active and retired soldiers engaged in diver work in the army must provide proof materials at or above the regiment level). Candidates to be interviewed will bring the above materials to the designated place for on-site qualification review, and the time and place of qualification review will be notified separately.

(6) Interview

After the written test, the provincial civil servant recruitment office draws a written test qualified line according to the candidates' written test scores, and determines the number of interviewees according to the ratio of the number of candidates from high score to low score not higher than 1: 12. Candidates who fail to reach the written test line cannot enter the interview. Candidates in the same position who tied for the last place in the written test were interviewed at the same time.

The interview will be organized and implemented by the provincial and municipal civil servant recruitment offices, and the specific time will be notified separately.

(7) Skills test

The skills test is organized and implemented under the unified leadership of the provincial and municipal civil servant recruitment offices, and the public security organs undertake the specific organizational work of the skills test. The specific time and place will be announced separately. The test contents are as follows:

1, sniper position (100 point) (see annex 6)

(1) 100 meter automatic rifle precision shooting, chest ring target, 5 bullets, supported in prone position;

(2) Sniper rifle, 200m head target,150m double-headed target, looming target, prone position support, 6 rounds of ammunition (3 rounds of head target and double-headed target each).

2. Diver position (100) (see Annex 7)

3. EOD positions (100 point)

Identification of explosives and initiating explosive devices; Composition identification of detonator number; Connection and start of ignition circuit; Identification and elimination of improvised explosive devices.

Examination methods and grading standards shall be stipulated separately.

4. The position of the special team (100) (see Annex 8)

(1) basic shooting (20 points)

(2)300 meters special obstacle test (80 points)

The contents include: crossing the sewer, swinging over the pool, crossing the tire wall, crossing the independent bridge, crossing the floor, climbing ladders and inclined ropes, crossing the high fence, crossing the square window, crossing the round hole, crossing the Irish high board, continuously crossing the low wall, crossing the horizontal hanging ladder, crossing the inclined wall ditch, crossing the high wall and crossing the low pile net.

Before the examination of candidates for special warfare positions, the recruiting unit will organize a two-week closed adaptive training (the accommodation expenses shall be borne by the candidates themselves), and a training agreement must be signed before the training. During the adaptive training, candidates must abide by the relevant management regulations formulated by training institutions and recruitment units, and if they violate the regulations, their examination qualifications will be cancelled.

The examination conditions for EOD personnel shall be formulated separately.

Skills test scores have a minimum score, and candidates who do not reach the minimum score will not be hired. See the corresponding attachment for the minimum score line of each post.

Candidates who have not taken the written test, interview or skill test will be disqualified.

Sixth, inspection and political review.

After the written test, interview and skill test, the total score of candidates (interview and skill test scores, total score rounded to two decimal places) is calculated according to the proportion of interview scores accounting for 30% and skill test scores accounting for 70%. According to the total score, from high score to low score, the investigation object and the political examination object are determined according to the equal number of recruitment positions. If the total score of candidates in the same position is tied for the bottom, the one with the highest skill test score will be determined as the object of investigation and political examination. The inspection and political examination work shall be organized and implemented in accordance with the Interim Provisions on Examination and Political Examination of People's Police Employed by Public Security Organs.

If one of the following circumstances is found in the investigation and political examination, it shall be deemed as unqualified in the investigation and political examination, and the proposed employment qualification shall be cancelled.

10, was disciplined by the party and government for corruption, bribery, disclosure of state secrets and other reasons, or was determined to be incompetent in the annual assessment of civil servants in the past three years;

1 1, failing to submit the required academic qualifications and degree certificates as of September 30, 2009;

12, which does not meet the qualifications required for the recruitment position;

13, other circumstances that cannot be employed as determined by the provincial civil servant recruitment office.

Those who fail to pass the inspection and political examination shall be included in the inspection and political examination objects in the order of high score to low score from those who pass the medical examination.

Seven, employment approval

Those who pass the physical fitness test, physical examination, written examination, interview, skill test, investigation and political examination are determined to be candidates, and the local recruitment offices will make a seven-day publicity in relevant media and accept social supervision. If the publicity is qualified, the recruiting unit shall report it to the Provincial Public Security Bureau for examination and approval in accordance with the provisions of the Regulations on the Employment of Civil Servants (Trial) and the Notice on Matters Related to the Examination and Approval of Civil Servants (Qian Zutong [2007]122), and report it to the municipal (prefectural) civil servant department for examination and approval. Servicemen to be employed shall go through the formalities for examination and approval of employment after going through the formalities for retirement.

New employees will have a one-year probation period and receive pre-job training. Those who pass the examination after the probation period shall go through the appointment formalities by the recruiting unit. If the probation period expires and the examination fails, the employment will be cancelled.

Eight, discipline supervision

Recruitment work is carried out in strict accordance with the principles of openness, equality, competition and merit-based, adhering to the "three openness" system of open application conditions, open examination procedures and open examination results, and accepting the supervision of discipline inspection and supervision departments and all sectors of society. Examination registration staff should conduct qualification examination in strict accordance with the application conditions stipulated in the recruitment brochure, and it is strictly forbidden to relax the application conditions and standards without authorization, and resolutely put an end to the occurrence of malpractices such as fraud and graft. If the staff and reference personnel violate the regulations or practise fraud, once verified, they will be dealt with in accordance with the Civil Service Law and relevant regulations. If a crime is constituted, criminal responsibility shall be investigated according to law.

Candidates who violate the employment discipline shall be criticized and educated according to the seriousness of the case, and their qualifications for examination, inspection and physical examination shall be cancelled, and they shall not be employed or their qualifications for employment shall be cancelled. Among them, if there are serious violations of employment discipline such as serious fraud, it is forbidden to apply for civil servants for life. If a crime is constituted, criminal responsibility shall be investigated according to law.
