First, strengthen education and training to improve overall quality.

Second, overhaul the equipment and put an end to illegal operation.

Coincidentally, the "2.27 explosion accident" of Dafeng Chemical Fertilizer Plant in Yancheng, Jiangsu Province was also due to the "inherent defects" of the equipment in the carbon mixing workshop, which led to the pipeline rupture, hydrogen leakage and explosion.

According to the principle of "check first, then resume production", all enterprises must conduct a comprehensive safety inspection before or on the first day of resumption of work. Production facilities, safety facilities and fire-fighting facilities, as well as various instruments, pipelines, valves, tank farms and dangerous chemicals storage devices must be inspected.

In addition to the maintenance of hardware equipment, the operational procedures of front-line employees also need to be "maintained". All enterprises should resolutely put an end to all kinds of illegal operations and guard against "post-holiday syndrome" such as mental fatigue, inattention and emotional instability. Enterprises should actively encourage employees who have always standardized operations, and strengthen warning education and reminders for those employees who do not seriously implement operational procedures. At the same time, enterprises should thoroughly investigate and severely punish the "habitual violations" of some employees.

Third, carry out hidden dangers investigation and actively check for leaks.

Enterprises should also conduct a comprehensive safety inspection of production equipment, safety facilities, fire emergency facilities, instrument electricity, pipeline valves, etc., to ensure the normal operation of facilities and equipment. Strengthen the inspection, maintenance and reinforcement of the equipment to be stopped, and prevent the deterioration of the safety performance of facilities and equipment due to long-term shutdown. If it is forbidden to use unsafe equipment or temporarily unstable equipment. It is forbidden that the alarm system such as flammable and toxic gas leakage is in an abnormal state.

Four, strictly abide by the rules and regulations, special operations must hold relevant certificates.

We can't ignore the problem of taking up posts with certificates, especially when recruiting new employees, employees engaged in special operations such as electrical operations, welding operations and aerial work must be verified first, and it is strictly forbidden to condone employees to take up posts without certificates. Enterprises should strictly implement the "Regulations on the Management of Safety Technology Training and Assessment of Special Operations Personnel", and resolutely prohibit the use of personnel who have not obtained the operation certificate of special operations in combination with the scope of special operations.
