Units with more than 100 members may establish grass-roots committees.
Establish branches under grass-roots committees and general branches. When necessary, a general branch can also be set up under the grass-roots Committee. A branch can be divided into several groups.
Second, the importance of the construction of the Youth League branch
The League branch is the most basic organization of the League, which maintains the most direct and extensive contact with the youth of the League members, and is the foundation and exhibition terminal of all the work of the League. The important position and role of the League branch in the work of the League cannot be replaced by the superior organization of the League. Without the league branch, the ideological education, organizational construction and independent activities of the league, especially the regular work of a large number of leagues, will lose their foothold, and even the best work idea can only be a dead letter. The key to active Communist Youth League work is to activate the League branch.
Three, the basic principles of establishing the League branch
The Constitution stipulates that "branches can be established in units with more than three members". This is the general principle for establishing the League branch. Under the new situation, the Central Committee of the Communist Youth League put forward the principle of "ensuring the rigor of the organization with the flexibility of organization setting" according to the working practice of grass-roots league organization construction in the new period, so that the establishment of the League branch is conducive to the normal development of various activities of the League, to strengthening the education and management of the League members, to giving full play to the role of the League members in the construction of two civilizations and to the development of the League members.
Four, the League branch should have members.
The number of Communist Youth League branch committees should be determined according to the number of members and the needs of the work, generally 3 to 5 people are appropriate. If the number of members is small, there may be a secretary, an organization member and a propaganda member; League branches with more members can increase production members, cultural and sports members and youth members. These members work under the collective leadership of the Party branch committee.

The deputy secretary of the branch is one of the main members of the leading core of the League branch. 4, the main responsibilities of the Youth League branch propaganda committee:
Under the collective leadership of the Party branch committee, the main duties of the Propaganda Committee are:
(1) Understand the ideological status of league members and young people, draw up and put forward the study plans and suggestions of the branch, and put forward opinions on the propaganda work.

5. The main responsibilities of the Youth League Branch Production Committee, Sports Committee and Juvenile Committee:
Production committee members should master the situation of young people learning business technology, organize young people to learn scientific and technological knowledge, carry out technological innovation, invention and creation, voluntary labor and other activities, give full play to the role of young people as fresh troops and commandos in production and construction, and improve their cultural and technical quality and ideological and moral quality in practice.
The members of the cultural and sports committee should mobilize and organize young people to carry out healthy and colorful amateur cultural entertainment and sports activities, assist relevant parties to run the youth amateur cultural centers (institutes), discover and train young people's cultural and sports activists, and do a good job in the management of the group's activity positions.
The Youth Committee of the Youth League Branch of the middle school is responsible for guiding the work of the young pioneers in the school.
Five, the Youth League branch should establish a working system.
1, mainly for the system of "three meetings, two systems and one lesson", namely:
(1) "Three Meetings": group meeting, branch committee and group meeting system.
(2) "Two systems": League members' education evaluation system: According to the arrangement of the superior Youth League Committee, starting from the ideological reality of the League members, the League members are strictly required to participate in education evaluation activities. When teaching group lessons, we must make plans and prepare lessons carefully on the basis of investigation and research. Six, * * * Youth League rewards and punishments measures
Rewards and punishments are for educating league members and young people. Reward is to encourage the enthusiasm and creativity of league members and set an example for students to learn; Punishment is to educate league members and young people, improve their ideological awareness, encourage them to learn advanced and be more strict with themselves.
According to the articles of association, awards are divided into: notification and commendation, and the Communist Youth League Central Committee, provincial, municipal (prefectural), county-level Communist Youth League committees and grassroots Communist Youth League committees awarded the title of outstanding league members.
Punishment is divided into: warning, serious warning, revocation of duties in the league, probation in the party, and expulsion from the league.
Seven, the standard of qualified youth league branch construction
1, a team. The team is sound, the transition is arranged, and the branch secretary is competent.
2. There is a system. The system of "three meetings, two systems and one lesson" (branch league meeting, branch committee, league group meeting system, league member education appraisal system, annual league member registration system and league class system) has been implemented, the education and management of league members are normal, the organization and life pay attention to quality, and the development of league members adheres to standards.
3. There are activities. Carry out the dual service theme of serving the overall situation and serving the youth, adhere to the normalization activities, participate extensively, take various forms and form characteristics.
4. Be responsible, put forward higher requirements for the members than the general youth, and set an example for the members. Have cohesion and combat effectiveness, and build the branch into a youth core.
The standard of qualified league branch is common to the whole league. In the specific implementation process, league organizations at all levels should also proceed from reality and formulate specific standards for the qualified construction of grassroots league branches.
