Article 6 People's governments at or above the county level shall adhere to the basic policies of soil and water conservation, formulate incentives and preferential measures, encourage and support citizens, legal persons and other social organizations to participate in the prevention and control of soil erosion, and protect the legitimate rights and interests of the parties concerned according to law. Article 7 People's governments at or above the county level shall encourage and support scientific and technological research on soil and water conservation, train scientific and technical personnel for soil and water conservation, and carry out experimental demonstration, technical popularization, training and guidance on soil and water conservation. Article 8 The people's governments at or above the county level and their relevant departments shall strengthen public welfare propaganda and basic knowledge education of soil and water conservation, incorporate soil and water conservation into popular science planning and primary and secondary education, popularize scientific knowledge of soil and water conservation, and enhance public awareness of soil and water conservation. Chapter II Planning Article 9 River source areas, water conservation areas, drinking water source areas and areas with high potential risks of soil erosion that have a significant impact on flood control safety, water resources safety and ecological safety shall be designated as key areas for soil erosion prevention.
Areas with severe soil erosion, such as harsh natural conditions, frequent human activities, deterioration of ecological environment, serious floods, droughts and sandstorms, dangerous areas of landslides and areas prone to mudslides, are designated as key areas for soil erosion control.
The site selection and route selection of production and construction projects should avoid the key prevention areas and key control areas of soil erosion; If it is inevitable, we should improve the prevention and control standards, optimize the construction technology, reduce the surface disturbance and vegetation destruction area, and effectively control the possible soil erosion. Tenth provincial people's government department of water administration every five years to carry out a survey of soil erosion in the province, and publish the results of the survey.
The people's governments at or above the county level shall, according to the investigation results of soil erosion and the key prevention areas and key control areas of soil erosion designated by their superiors, delimit the key prevention areas and key control areas of soil erosion at the same level and make an announcement. Article 11 The water administrative department of the people's government at or above the county level shall, jointly with the relevant departments of the people's government at the same level, work out the water and soil conservation plan for their respective administrative areas. Soil and water conservation planning should be coordinated with the overall land use planning, water resources planning, urban and rural planning, environmental protection planning, agricultural production development planning and geological disaster prevention planning.
The content of soil and water conservation planning should include the present situation of soil erosion, the classification of soil erosion types, the objectives, tasks, measures, investment estimation and benefit analysis of soil erosion prevention and control.
When drawing up a soil and water conservation plan, relevant experts shall be invited to demonstrate. After the draft plan is formed, it shall be publicly solicited for comments. Twelfth water and soil conservation plan submitted to the people's government at the same level or its authorized departments for approval, organized by the water administrative department.
If it is really necessary to adjust or change the approved water and soil conservation plan, it shall be reported to the original approving authority for approval according to the planning procedure. Chapter III Prevention Article 14 People's governments at all levels shall, in accordance with the water and soil conservation plan, take measures such as fence protection, natural restoration, afforestation and grass planting to protect and increase vegetation, conserve water sources and prevent and mitigate soil erosion.
Township (town) people's governments shall encourage and guide villagers' committees to formulate village rules and regulations, protect soil and water conservation facilities, and strengthen the construction of ecological environment.
