Legal basis: Guiding Opinions of the Ministry of Public Security on Strengthening the Construction of the Management Center for Law Enforcement and Case Handling of Public Security Organs Article 2 The Management Center for Law Enforcement and Case Handling shall set up a case handling area, a case management area and a property management area involved, provide synthetic operations and other auxiliary support, and have the basic functions of law enforcement, supervision and management, and service guarantee, so as to realize the "one-stop" operation of case handling and case handling management services.
(1) loading and unloading area. In accordance with legal requirements and law enforcement procedures, standardize the establishment of work areas or functional rooms such as registration, safety inspection, temporary storage of goods, information collection, waiting for inspection, inquiry and identification. Where conditions permit, functional rooms such as medical assistance and drug testing can be set up. Equipped with full-time management personnel to undertake daily duty, entry and exit area registration, personal examination, information collection, storage and other auxiliary work, equipped with personal safety inspection, safety protection, fire emergency and other facilities and equipment to eliminate potential safety hazards and ensure law enforcement safety.
(2) case management area. We will implement the requirements of filing reform, unified review by the legal department of criminal cases, and unified export system, and set up posts such as filing management, case review, law enforcement inspection, file management, and property management around law enforcement elements such as police, case, people, property, and so on, and strengthen the systematic management of case handling activities. Relying on the comprehensive application platform of police information, we will deepen the intelligent management and application of information systems or functional modules such as receiving and handling police, on-site law enforcement records, case handling area monitoring, interrogation recording, video recording, etc., implement the record mechanism of the whole process of law enforcement, realize automatic collection, intelligent retrieval and full case tracing, and supervise and manage the whole process of case handling activities. Establish a normalized analysis and judgment mechanism, make statistics, analysis, judgment and early warning on law enforcement cases and problems found, and provide timely and effective services for grassroots law enforcement, leadership decision-making and public security center work.
(3) The property management area involved. Establish and improve the centralized management information system or function module of the property involved, strengthen the unified management of the property involved, and record the information such as entry and exit registration, allocation, call, return and disposal in detail to ensure that the source and destination are clear and the management and use are standardized. Improve video surveillance, moistureproof, fire prevention and other safety equipment, classify and keep the property involved, and implement dynamic, real-time and visual supervision to ensure the safety of the property involved. Promote the establishment of an inter-departmental information platform for the management of property involved in the public security inspection law, and realize the "exchange" management of property involved online in accordance with the principle of "centralized storage of physical objects, transfer of information with the case, and synchronous transfer of powers and responsibilities". Conditional places actively promote the construction of cross-departmental centralized management places for property involved.
(4) Comprehensive operation function. Establish a rapid response mechanism for synthetic operations to provide immediate information support services for case-handling activities. After the case occurred, the synthetic combat mechanism was launched at the first time, and the strength and resources of various departments were fully mobilized to provide information service support such as identity verification, trajectory judgment and peripheral investigation for the police handling the case. Strengthen the comprehensive collection, deep excavation and comprehensive judgment of intelligence information involved, and provide real-time guarantee for solving crimes and digging deep into crimes.
(5) Intelligent auxiliary case handling function. Actively promote the construction of scientific and technological means to assist case handling, promote the integration of basic information collection and application, and realize collection, comparison and feedback. Research and application of electronic files, intelligent transcripts, electronic signatures, electronic fingerprints, intelligent evidence guidance, voice recognition conversion, remote evidence display and other system functions and technical means to effectively help the police handle cases and improve the efficiency of handling cases.
(6) Expand functions. On the basis of meeting the basic service functions of case management, we can negotiate with relevant departments to set up functional rooms such as express court, lawyer reception room, remote interrogation room and psychological consultation room, as well as services such as physical examination, centralized escort, physical evidence appraisal (price and injury), postal agency and bank outlets to collect escrow deposit, so as to further extend the chain of law enforcement and case handling, expand supporting functions, and ensure efficient and standardized case handling throughout the process.
