Time Arrangement of Post-poverty Assessment in Henan Province
On October 24th, 200211/kloc-0, the Provincial Rural Revitalization Bureau awarded the post-evaluation certificate to those who passed the business test, marking the successful completion of the training of evaluators after the consolidation of poverty alleviation achievements in our province in 20021. In the afternoon, four assessment teams of He Vivi County and six assessment teams of non-poverty counties, which were compiled by the personnel transferred from cities under the jurisdiction of provinces and third-party appraisers, went to randomly selected counties to carry out assessment research. The field work of post-evaluation in the whole province was officially launched.

According to the decision-making arrangements of the CPC Central Committee to carry out post-evaluation of poverty alleviation achievements, the provincial party committee and the provincial government decided to organize the post-evaluation of poverty alleviation achievements in the whole province from 200211to February 2022, led by the Provincial Rural Revitalization Bureau. Approved by the main leaders of the provincial party committee and government, the Work Plan for Post-evaluation of Poverty Alleviation Achievements in Henan Province was issued on1October 20th, and personnel training was conducted on165438+1October 22nd-24th. It is planned to complete the field assessment before June 5438+February 15.

Measures to implement the responsibility system for poverty alleviation

Article 1 In order to fully implement the responsibility system for tackling poverty, these Measures are formulated in accordance with the decisions of the Central Committee and the State Council on winning the fight against poverty and the relevant provisions of the Central Committee.

Article 2 These Measures shall apply to the implementation of the responsibilities of the Party committees, governments, central authorities and relevant state organs in 22 provinces (autonomous regions and municipalities directly under the Central Government) in the central and western regions.

Article 3 Poverty alleviation and development should follow the working mechanism of overall planning by the central government, overall responsibility by the provinces and implementation by cities and counties, and establish a responsibility system with clear responsibilities, individual responsibilities and joint management.

Article 4 The CPC Central Committee and the State Council are mainly responsible for coordinating major policies to solve the poverty problem, introducing major policies and measures, improving institutional mechanisms, planning major engineering projects, and coordinating major global and national issues.
