Now, according to the requirements of the central authorities and the actual situation in Hubei, we should conscientiously implement it. Next, according to the arrangement of this meeting, I will make a work report on Tibet's aid work in a recent period, focusing on three issues:

First, the basic situation of Tibet aid work in our province in the past

In the past 16 years, our province has achieved positive results in aiding Tibet. According to the central deployment, starting from 1994, our province will provide counterpart support to Shannan region of Tibet. This is a glorious and arduous political task entrusted to Hubei by the CPC Central Committee. In accordance with the unified arrangements of the central authorities, our province has continuously increased investment, improved its working mechanism and improved its working measures. In the long-term aid work in Tibet, our province has actively expanded the ideas of aid work in Tibet, constantly innovated the ideas of aid work in Tibet, and realized "three changes", that is, from simple project construction to cultivating financial resources and enhancing hematopoietic function; From free aid to promoting extensive economic and trade cooperation; From single cadre assistance to comprehensive talent, technology and management assistance. At the same time, we also pay attention to "three efforts" in our work, that is, to attract investment and promote economic and trade cooperation at a high level; Focusing on project assistance, actively promote the all-round development of infrastructure construction and social undertakings; Focus on intellectual assistance, and provide talent guarantee for economic and social development in Shannan region. Since 16, the province's aid to Tibet has been continuously deepened, and good economic and social benefits have been achieved.

(3) promoting the integration of cadres and the masses of all ethnic groups in Hubei and Tibet. Since the implementation of counterpart aid to Tibet, we have consciously integrated the aid to Tibet into the overall situation of local economic and social development, integrated our feelings into grassroots farmers and herdsmen, integrated our work style into doing practical things in a down-to-earth manner, and established a harmonious relationship with the people in the recipient areas. In aid to Tibet, we have always relied on local party committees and governments to carry out counterpart aid to Tibet, and implemented aid projects closely around the overall situation of local economic and social development, giving full play to the important role of aid to Tibet in promoting local economic and social development. Under the unified leadership of the Party committee and government of the autonomous region, Tibetan aid cadres kept in mind the great trust of the provincial party committee, the provincial government and the people of the whole province, overcame the climate discomfort and life difficulties, suppressed themselves, established a good image of Jingchu children among the local people of all ethnic groups with a solid work style and first-class work performance, and emerged a number of advanced models such as "selfless dedication of outstanding * * * party member" and "national model of Tibetan aid cadres".

(4) It has created a new experience of aiding Tibet in our province. We have conscientiously implemented Hu Jintao's request that "Tibet aid projects should focus on improving the production and living conditions and living standards of farmers and herdsmen", and always put improving people's livelihood in a more prominent position in Tibet aid work, which has become a prominent feature of Tibet aid work. In the work, this feature is mainly reflected in four aspects: First, starting from 20**, Wuhan organized three streets (farms) in the whole city to form sister towns with seven towns in Naidong County, carried out counterpart assistance, and extended counterpart assistance to towns, further enriching and deepening the extension and connotation of aid to Tibet. Hu Jintao fully affirmed Wuhan's experience in exploring the three-dimensional aid model to Tibet, and made special instructions. Second, our province adapts to the new pattern of Tibet's economy and vigorously promotes economic and trade cooperation between Hubei and Tibet in accordance with the working idea of "mutual benefit, mutual complementarity and common development". We moved Tibet Middle School from Shashi to Wuhan and invested 220 million yuan to rebuild it. Fourth, to adapt to the new task of long-term stability, our province pays attention to innovation and stability in aiding Tibet, and the stability work in Shannan region presents a stable situation of benign development. Our province's experience in extending the main body of aid to Tibet, introducing aid enterprises, cultivating aid talents, and innovating to maintain stability and aid Tibet has won unanimous attention and praise from all parties.

From 65438 to 2006, the achievements and experiences of our province's aid to Tibet have embodied "five innovations", namely, deepening the connotation of aid to Tibet with innovative ideas, promoting the modernization process with innovative ideas, driving the people of all ethnic groups to get rich with innovative management, and promoting social harmony and stability with innovative mechanisms. Practice tells us that to do a good job in aiding Tibet, we must stand on the overall situation of the party and the country, face the grassroots and the masses, constantly innovate mechanisms, make overall plans for development and stability, work hard on the "two fundamentals", take maintaining Tibet's stability as the fundamental political responsibility, and take promoting Tibet's economic and social development as the fundamental task. Comrade Hu Jintao's important instruction on Wuhan's experience is not only a full affirmation of 16' s aid to Tibet, but also a great encouragement and spur to further improve the aid to Tibet, which we should cherish and carry forward.

Second, the overall objectives and requirements of the next stage of aid to Tibet.

According to the unified arrangements of the central authorities, the task of supporting Shannan region in Tibet remains unchanged. After the Fifth Central Forum on Tibet Work, the provincial party committee and government made timely research and deployment, and paid close attention to the concrete implementation of the work. Specifically, four things were caught: First, a provincial party committee meeting was held. On April 2, Secretary Luo presided over a meeting of the provincial party committee to listen to the report on the spirit of the Fifth Central Forum on Tibet Aid, and at the same time to study and implement the spirit of the Central Conference and form a resolution. Second, a special meeting of the provincial leading group for aiding Tibet and Xinjiang was held. On April 7, the provincial leading group for aiding Tibet and Xinjiang held a plenary meeting to make specific arrangements for the new round of aid to Tibet in our province to implement the resolutions of the provincial party Committee and government. The third is to actively carry out work research. On February 24, the Provincial Tibet Aid Office went to Anhui to investigate the work of aiding Tibet and learn from Anhui's experience. At the end of May, a special person was sent to Shannan region of Tibet for on-the-spot investigation, and combined with the "Twelfth Five-Year" economic and social development plan of Shannan region, the "Hubei Province Counterpart Support Shannan Region Development Work Plan for 20**-2020 (Draft)" was formulated. Fourth, directly connect with relevant departments. The Provincial Tibet Aid Office actively coordinated with the Organization Department of the Provincial Party Committee, the Provincial Development and Reform Commission, the Provincial Economic and Information Committee, the Provincial Department of Education, the Provincial Department of Finance, the Provincial Health Department and other departments to solicit opinions on the new round of Tibet aid work. The basic work done in the previous paragraph has laid a good foundation for us to launch a new round of counterpart support in an all-round way. According to the spirit of the Central Forum on Tibet Aid and the Work Plan of Hubei Province for Supporting the Development of Shannan Region for 20**-2020 (Draft), the main tasks of Tibet Aid in our province in the next step are concentrated in six aspects:

The first is to improve the investment mechanism of aid funds in Tibet. The Fifth Central Forum on Tibet Work requested that counterpart provinces should attach great importance to economic assistance to Tibet and establish a mechanism for the steady growth of aid funds. The central government requires that under the current system, the annual physical workload of aid investment in Tibet should be arranged according to 1 ‰ of the general budget revenue of provincial and local finance in the previous year. The provincial party committee and the provincial government decided that the 1 ‰ assistance fund task assigned by the central government should be raised by the province. At the same time, we also communicated with relevant central departments in a timely manner. It is understood that the Ministry of Finance plans to report to the State Council the financial arrangements for aiding Tibet in various provinces and cities. When calculating the base of aid funds in Xinjiang, we also consider calculating the caliber by comparing the aid funds in Xinjiang, that is, deducting special income such as education surcharge, sewage charges, water resources fees, public security court administrative fees, urban maintenance and construction fees from the general budget revenue. As for the specific funding arrangements, after the central government approves the plan of the Ministry of Finance, we will consider implementing it to the letter according to the requirements of the central government.

The second is to consolidate and enhance the successful experience of our province. /kloc-In the past six years, Hubei has actively explored, constantly explored and innovated, deepened the connotation of aid to Tibet, gained some successful experiences, and innovated the "Huaxin Model" of enterprise aid to Tibet and the "Wuhan Experience" of three-dimensional aid to Tibet with Hubei characteristics, which has received good counterpart support effects, and is also in line with the general idea of central aid to Tibet in the new era, and has been fully affirmed by central leaders such as Hu Jintao and Jia Qinglin and leaders of Xizang Autonomous Region. In the new round of aid to Tibet, we should continue to consolidate and enhance the successful experience of Hubei's aid to Tibet, and constantly create the characteristics and highlights of Hubei's aid to Tibet. In the next step, especially the four counterpart support cities are at the forefront of counterpart support, we should focus on changing our thinking, extending the support work to the grassroots and agricultural and pastoral areas, and effectively promoting the counterpart support work as a whole.

Third, pay attention to rotation and docking. A new round of job rotation docking is of great significance to maintaining our good momentum and the continuity of counterpart support work. On July 10, the fifth and sixth batch of cadres who aid Tibet will be handed over by rotation, and a new round of aid to Tibet will soon be put into practice. At present, we must do two docking. First, we must do a good job in the handover of aid cadres in Tibet. The fifth batch of Tibetan aid cadres should seize the limited time they have worked in Tibet, conscientiously sum up their experience, do a good job in cleaning up the aftermath, do a good job, do a thorough job, leave no tail, and take the baton to create good working conditions for the next batch of Tibetan aid cadres. After the sixth batch of Tibetan aid cadres enter Tibet, they should be familiar with the situation as soon as possible, enter the role, carry forward the good experience and good practices of Tibet aid work in our province, further promote work innovation and create a new situation in Tibet aid work. Second, all counterpart support units should pay close attention to docking. All counterpart support units and departments should pay close attention to their respective work, communicate with the recipient units, seriously carry out investigation and study, prepare the feasibility plan and specific implementation plan for counterpart support, and comprehensively promote counterpart support.

Fourth, focus on deepening economic and trade cooperation. The central authorities demand that the aid to Tibet in the new period should pay more attention to expanding exchanges and cooperation with the mainland and encourage mainland enterprises to carry out trade, border trade and investment in Tibet. We should continue to follow the working idea of "government promotion, enterprise follow-up, complementary advantages and common development", actively create a good policy environment, organically combine Shannan's unique water resources, Tibetan medicine resources, mineral resources, building materials resources and solar energy resources with our province's location advantages and technological advantages, pay attention to two-way development, and encourage and support more "Chinese-style" enterprises and private capital to invest and start businesses in Shannan and provide counterpart assistance.

Fifth, focus on strengthening project supervision. On the one hand, it is necessary to practise economy, concentrate financial resources, ensure that capital investment conforms to the policy provisions, and strive to improve the efficiency of capital use. Strengthen the supervision and audit of the use of funds to ensure the safety of funds and cadres. On the other hand, it is necessary to strengthen the supervision over the quality and construction safety of aided projects, strictly control the project design, material use, construction process and completion acceptance, and ensure that aided projects are built into quality projects, model projects and popular projects. We must resolutely prevent and put an end to violations of laws and regulations in terms of project funds, project quality, construction safety, etc., and do not create problems left over by local people to ensure that counterpart support work is done well and practically.

Sixth, focus on expanding the propaganda of aiding Tibet. /kloc-over the past six years, cadres, teachers, doctors and other professional and technical personnel in Tibet have overcome many unimaginable difficulties, endured severe physical, work and life tests, and many comrades have even fallen ill. However, these comrades have no regrets, carry forward the old Tibetan spirit of "being particularly hard-working, fighting, patient, United and dedicated" and have made great contributions to local ethnic minorities. Comrade Chen Gangyi, who was awarded the honorary title of "National Model of Tibet Aid", won honor for the people of Hubei Province and made positive contributions to Tibet Aid in our province. All news media in the province should make full use of various ways and means to publicize their advanced deeds and dedication, create a good atmosphere, and further encourage Tibetan cadres, teachers, doctors and other professional and technical personnel to make new and greater contributions to Tibet's political stability, social development and national unity.

Third, start a new round of aid to Tibet as soon as possible.

The Fifth Central Forum on Tibet Work put forward new goals and requirements for further aid to Tibet in the new period. Party committees and governments at all levels should, in accordance with the unified arrangements of the Central Committee, the provincial party committee and the provincial government, further increase aid to Tibet, strengthen work measures, go all out to do a good job in aiding Tibet in the new period, ensure the successful completion of the counterpart support tasks assigned by the Central Committee, and reassure the CPC Central Committee and satisfy people in Xizang with practical actions. Specifically, it mainly emphasizes three issues:

First, strengthen organizational leadership and intensify work. Counterpart support work should adhere to the unified leadership of the provincial party Committee and the provincial government, further improve the unified dispatching and command of the leading group for aiding Tibet and Xinjiang, and further improve the coordination mechanism of the provincial aid office. Third, establish a long-term mechanism and do a good job planning. The central government clearly pointed out that the task of aiding Tibet in the new era will be extended to 2020, so counterpart support will be a normal work. This requires us to base ourselves on the present, take a long-term view, and truly plan first. In accordance with the general principle of "scientific planning, feasible scheme, initiative, leaving room and cumulative accounting", we will further formulate and improve the counterpart support work plan. This mainly includes ten-year long-term planning, phased planning, overall planning and special planning. It is necessary to form a project list, decompose the responsibilities of the tasks that have been determined, and clarify the working time limit. The counterpart support cities and relevant departments should incorporate the counterpart support plan into the provincial and local "Twelfth Five-Year Plan" development plan, into the central work of the region and the department, and take counterpart support as an important task and implement it as a major event.

On the basis of summing up the experience of aiding Tibet from 65438 to 2006, we should explore new ideas and create new ways to continuously improve the level of aiding Tibet. First, we should plan scientifically. The Fifth Central Forum on Tibet Work explicitly requested that the state's counterpart support for Tibet be postponed until 2020. In order to achieve the goal of 10' s leaping development and long-term stability in Tibet, the planning of 10 should be done from three aspects: economy, society and people's livelihood. Planning is the leader of construction, and the level of planning determines the level of our work. The planning process is a process of combining the overall requirements of realizing leap-forward development and long-term stability with the reality of aiding Tibet. The planning should be more operable and well connected with the Twelfth Five-Year Plan. The second is to highlight key points and do a good job in aid projects in Tibet. Conscientiously implementing the Tibet aid project proposed by Hu Jintao should focus on improving the production and living conditions and living standards of farmers and herdsmen, and implement a number of major livelihood projects and a number of major social undertakings. The practice of promoting industrial cooperation and enhancing hematopoietic function in Shannan region has been affirmed by President Jia Qinglin. Fourth, give full play to Hubei's advantages and vigorously promote scientific and technological talents to aid Tibet. Talent is the key to the development of a region. The aid of scientific and technological talents to Tibet should be regarded as an important aspect, and the provincial aid office, the science and technology department and the education department should carefully plan.

Third, we should further improve the working mechanism of aiding Tibet.

The first is to further improve the leadership mechanism. According to the central decision-making arrangements and the new round of aid to Tibet, the provincial party Committee and the provincial government have adjusted and enriched the provincial counterpart aid to Tibet leading group.
