Chapter I General Provisions Article 1 In order to improve the political quality and professional quality of state civil servants and promote the administrative efficiency of state administrative organs, these measures are formulated in accordance with the Provisional Regulations on State Civil Servants and the actual situation of our province. Second these Measures shall apply to the departments, units and individuals that implement the national civil service system in our province. Article 3 The personnel department of the people's governments at all levels is the comprehensive management department of the national civil servant training.

The personnel administrative agencies of the working departments of the people's governments at all levels are responsible for the training and management of national civil servants in their own departments (systems, the same below). Article 4 It is the right and obligation of national civil servants to participate in the training of national civil servants. Chapter II Classification of Training Article 5 National civil servant training is divided into initial training, on-the-job training, specialized business training and knowledge updating training. Article 6 Initial training refers to the training of personnel who have entered the state administrative organs after examination and hold non-leadership positions below the chief clerk.

The initial training should be completed during the probation period. The initial training time shall not be less than 15 days. Those who fail to pass the training or do not participate in the training after the probation period are not allowed to participate in post grading, and the salary during the probation period is still implemented. After passing the make-up exam or training, the annual assessment and post grading can be carried out according to the regulations. Article 7 On-the-job training refers to the training of people who have been promoted to leadership positions according to the requirements of corresponding posts.

On-the-job training should be completed before arrival. If it is really difficult, with the approval of the appointment and removal organ, you can go to work first, but it must be completed within one year after your arrival. On-the-job training time shall not be less than 30 days. Those who have not passed the on-the-job training should take the make-up exam within 3 months. If the make-up exam fails or refuses to participate in the training, the annual assessment cannot be rated as competent or above. Article 8 Specialized business training refers to the training of national civil servants with the necessary knowledge and skills to engage in special work according to the needs of special work.

The time and method of specialized business training shall be determined by the working departments of the people's governments at all levels according to the actual situation. Article 9 Updating knowledge training refers to the training for on-the-job personnel to update, supplement and broaden relevant knowledge and improve their post-holding ability.

Update knowledge training, each person's annual training time shall not be less than 7 days, and centralized training can also be adopted. Article 10 Where a person who is transferred to a state administrative organ as a director or non-leader at the bureau level is promoted to the position of assistant researcher or researcher within the administrative organ, on-the-job training shall be conducted with reference to Article 7 of these Measures.

The training of civil servants who are promoted to deputy division level or above (including deputy division level) shall be carried out in accordance with the relevant provisions of the state. Article 11 With the approval of the appointment and removal organ or the comprehensive management department of national civil servant training, the training of the same type and subject organized by the personnel department at the same time shall be recognized or exempted in the training of national civil servants. Chapter III Training Subjects Article 12 The initial training and on-the-job training of national civil servants are compulsory courses for the public, and are specialized compulsory courses and elective courses for specialized business training. Thirteenth public compulsory courses include the construction of Socialism with Chinese characteristics Theory, the party's line, principles and policies and national laws and regulations, market economy knowledge, scientific and technological knowledge, public management knowledge, national civil servants' code of conduct and necessary skills.

Public compulsory courses must use the teaching materials compiled by the Ministry of Personnel and provincial personnel departments in conjunction with relevant departments according to the syllabus formulated by the Ministry of Personnel. Fourteenth professional compulsory courses according to the needs of relevant administrative work, set up a number of professional knowledge and technical subjects.

Professional compulsory courses must use the teaching materials prepared by the relevant departments of the State Council or the provincial people's government according to the syllabus approved by the Ministry of Personnel and the Provincial Department of Personnel. Fifteenth elective courses are based on the necessary knowledge and skills of national civil servants.

The syllabus and teaching materials of elective courses are compiled or selected by various departments of the provincial people's government. Chapter IV Teaching Institutions Article 16 Guangdong Administration College is the main body of national civil servant training in our province. Other training institutions such as management cadre colleges and cadre training centers meet the following conditions. Provincial units shall be reported to the Provincial Personnel Department for examination and approval after being audited by the competent department, and the subordinate units at the municipal level (excluding county-level cities, the same below) shall be reported to the Municipal Personnel Bureau for examination and approval, and shall be reported to the Provincial Personnel Department for the record. Only after approval and qualification recognition can we undertake the task of national civil servant training:

(a) there is a special place to undertake the corresponding civil service training tasks;

(2) Having basic teaching facilities and a team of full-time and part-time teachers;

(three) a sound management organization, management personnel and management system. Seventeenth national civil service training and teaching institutions accept the professional guidance of the personnel department of the people's government at the same level, implement teaching activities and carry out teaching research in accordance with the training plan. Chapter V Training Management Article 18 The main responsibilities of the provincial personnel department in charge of the training management of national civil servants are:

(a) to formulate regulations and policies for the training of national civil servants in the province;

(two) to formulate and organize the implementation of the province's civil service training plan and annual plan;

(three) to organize the preparation and examination of relevant national civil service training materials;

(4) Examining and approving the qualifications of national civil servant training and teaching institutions, and providing professional guidance according to the principle of classification and grading;

(5) Organizing training demand investigation, information exchange, theoretical research, benefit evaluation and teacher training, and organizing training exchanges and cooperation at home and abroad;

(six) to guide the training of national civil servants in the working departments of the provincial people's government;

(seven) to guide and inspect the comprehensive management of the training of personnel departments of the people's governments of cities and counties (including county-level cities and districts);

(eight) public compulsory training organized by various departments of the provincial people's government.
