The provincial education departments determine a provincial education cadre training institution as the training organizer of the province through public bidding or entrustment, and report it to the project implementation office for the record. The Contractor shall meet the following conditions:
(1) has rich training experience in primary and secondary school principals and can undertake national training tasks;
(2) Good school facilities and strong teachers;
(3) The undertaker of shadow training has the ability to coordinate the practice base schools in this province and a high level of organization and management;
(4) The distance training organizer can organize and implement the teaching management of distance training according to relevant requirements.
(B) the choice of principal training practice base
Principal training practice base refers to the school that undertakes the task of shadow training for principals, which is recommended by the provincial education department according to the allocated quantity (see Annex 2) and reported to the Ministry of Education for approval. For the approved practice base of principal training, the Ministry of Education and China Mobile Communications Co., Ltd. jointly issued the plaque of "China Mobile Primary and Secondary School Principal Training Project Practice Base", and the practice base school will also serve as the practice base of the national primary and secondary school principals' regular training program; Hire the principal of the practice base school as the "Instructor of the Ministry of Education-China Mobile Primary and Secondary School Principal Training Program"; The practice base school should set up a training team headed by the principal.
In this project, 120 training practice bases for principals (60 middle schools and 60 primary schools) are set up in the western project province, and 80 training practice bases for principals (40 middle schools and 40 primary schools) are set up in the eastern project province. To declare a school should meet the following conditions:
(1) has distinctive school-running characteristics and outstanding school-running achievements, which has certain influence in this province and even the whole country;
(2) The experience of the school is valuable to the principals of primary and secondary schools in the west.
(3) school principals have advanced educational concepts, school-running ideas and a high level of educational theory, rich management experience, enthusiasm for principals' training and certain training experience;
(4) Having the basic training conditions, and being able to provide more convenient accommodation, office and other conditions for principals participating in the training.
(3) Select shadow students.
The selection of shadow students is organized and implemented by the Western Project Province according to the annual quota allocation (see Annex 5). The shadow training students in the province are coordinated by the Provincial Department of Education to implement the internship base, and the shadow training students outside the province are coordinated by the Project Implementation Office of the eight eastern provinces.
To participate in the "shadow training in the province" students are selected as follows:
(1) principals under 45 years old in rural primary and secondary schools in western China;
(2) correct educational thinking, strong enterprising spirit, and certain achievements in school management;
(3) Have certain theoretical accomplishment, professional level of education policy, research ability and practical experience;
(4) Physical and mental health, able to participate in normal training and learning activities.
To participate in the "shadow training outside the province", the conditions for selecting students are as follows:
(1) principals of primary and secondary schools under the age of 50;
(2) correct educational thinking, devoted to running a school, and outstanding achievements in running a school, which has certain influence on the local education system;
(3) It has strong theoretical literacy, professional level of education policy, research ability and practical experience, and has great development potential;
(4) Physical and mental health, able to participate in normal training and learning activities.
(4) Sending distance training students.
According to the allocated distance training places (see Annex 3) and the actual situation of the province, the central and western project provinces determine the distance training project counties and trainees, and report them to the project implementation office for the record. Participants in distance training are selected under the following conditions:
(1) principals of compulsory primary and secondary schools in rural areas (including counties and towns);
(2) Have Internet access conditions and online communication ability;
(3) To ensure that the average daily online learning and communication time during the training period is not less than 2 hours.
