The relevant competent departments shall, in accordance with the division of responsibilities, regularly carry out the registration survey of the "three posts" personnel in this industry and establish an information base. It is necessary to establish a revision mechanism for the scope of special operations personnel.

(9) Strictly implement the pre-job training system for enterprise employees. High-risk enterprises such as mines and dangerous goods provide at least 72 hours of safety training for new employees, while construction enterprises provide at least 32 hours of safety training for new employees and conduct at least 20 hours of retraining every year; New employees in non-high-risk enterprises should receive at least 24 hours of safety training before taking up their posts and receive at least 8 hours of retraining every year. Enterprises that adjust their employees' posts or adopt new technologies, equipment and materials shall receive special safety training. Mining and dangerous goods production enterprises gradually recruit new employees from graduates of vocational colleges and technical colleges. Relevant government departments should implement the "SME safety training assistance" project to promote large enterprises and training institutions to sign training service agreements with SMEs; Organize lecturers' groups and carry out training activities for grass-roots enterprises.

After passing the safety training for new employees in high-risk enterprises, they should be led by experienced workers' masters and can work independently after at least two months' internship.
