On behalf of the Municipal University for the Aged, I would like to take this opportunity to express my heartfelt thanks and high respect to the leaders at all levels, members of various departments and school committees, alumni and teachers and students of the whole school who have been paying attention to, caring for and supporting the construction and development of the University for the Aged for 20 years! Twenty years of hard work, 20 years of hard exploration and 20 years of fruitful results. City University for the Aged has always adhered to the correct policy of running a school, established the correct purpose of running a school, implemented the correct concept of running a school, kept pace with the times, made pioneering efforts, and achieved remarkable results. The conditions for running schools have been continuously improved, the scale of running schools has been continuously expanded, and the level of running schools has been continuously improved. It has become an important position for our city to build a harmonious society, a learning society and a lifelong education system, and an important place to strengthen the ideological and political work of retired cadres and elderly friends.
Below I will report to you on the work of the Municipal University for the Aged from three aspects:
Review of work in the past 20 years
Huanggang University for the Aged is the product of the times and the result of reform. Twenty years ago, the Central Committee of the Communist Party of China decided to cancel the life tenure system for leading cadres, and after reforming the cadre personnel system, universities for the aged came into being. 1in April, 988, under the great attention of the leaders of the former Huanggang prefectural party Committee and Huanggang regional administrative office, Huanggang regional university for the aged was established on the basis of the activity center for retired cadres, with Shi, the deputy Commissioner of the former administrative office, as the first president and responsible comrades of the prefectural party Committee office, administrative office, publicity, organization, finance, education and other departments, forming the first school affairs committee. On the first anniversary of the University for the Aged, Lian Xisheng, former vice minister of the Ministry of Agriculture and Industry, Yang Zuyan, secretary of the prefectural party committee, Yuan Shize, an old comrade who once held major leadership positions in Huanggang, Hou Dangui, member of the provincial CPPCC and consultant of the prefectural party committee, secretary-general of the prefectural party committee, organization minister and minister of United Front Work attended the celebration. After the land was withdrawn to build the city, the Municipal Party Committee adjusted and enriched the new school affairs committee of 1997 Municipal University for the Aged, with the deputy secretary of the Municipal Party Committee, the Standing Committee of the Municipal Party Committee, the organization minister and the executive deputy mayor as honorary presidents, which further strengthened the leadership over the work of the University for the Aged. In the past 20 years, the University for the Aged has made remarkable achievements step by step, which has opened a new chapter in the education for the aged in our city.
The scale of running a school is constantly expanding. At the beginning of its establishment, the university for the aged set up two classes: undergraduate class and research class. The main targets are retired cadres directly under the municipal government and retired cadres at or above the deputy county level. With the passage of time and the change of the situation, the leaders of the Municipal Party Committee held the first school affairs committee in 1998, and the organization department of the Municipal Party Committee issued document Huang Zutong [1998]04, which put forward the requirements of "three expansions", that is, expanding the scope of students and expanding the students from retired cadres to ordinary retired cadres and the elderly; Expand the class level and increase advanced classes; Expand the teaching content and increase specialized courses and elective courses. Through adjustment, the number of senior college students in our city has greatly increased. This year, the school offered 823 students in 13 regular classes, 90 students in two off-campus classes and 2 students in club classes 109. More than 3,000 elderly people gathered around off-campus and community classes. Among these old comrades, there are 265 retired cadres, 7 at or above prefectural level 156 at county level 1939 in party member. These students constitute an important force for maintaining social stability in Huanggang.
The teaching content is constantly increasing. In order to be close to the times, society and veteran comrades, and adapt to the social development situation and the requirements of veteran comrades, the school insists on the unity of politics and knowledge, ideology and interest when offering courses, and strives to meet the needs of veteran comrades to learn knowledge, broaden their horizons, enrich their spirit and cultivate their sentiments. From the original two major courses of current affairs and politics and health care, it has gradually increased to more than 60 courses in painting and calligraphy, opera and dance, history and humanities, economy and technology, English, computer, securities, home economics and so on 13. More than 10 related teaching materials and more than 30 self-made teaching materials and teaching AIDS have been purchased successively, which basically meets the needs of teaching. We have also innovated three teaching forms according to the actual situation of the school site. First, improve classroom teaching to ensure that the utilization rate of existing classrooms reaches100%; The second is to open a forum for the elderly and invite relevant leaders, experts and scholars to give lectures on current affairs, policy explanations, scientific and technological frontiers and other knowledge; The third is to set up interest classes to attract students to actively register and participate extensively.
The teaching staff has been consolidated. Over the years, we have adhered to the principle of "broadening horizons, broadening channels, selecting the best from the best, dynamic management and ensuring quality", and selected experienced, prestigious and influential leaders, experts, scholars, professors and professional artistic talents from colleges and universities, medical and health institutions, art groups, party and government departments and other units, and established a team of teachers who love the education for the elderly, have dedication and have rich teaching experience and professional expertise. The school has hired nearly 100 part-time teachers, including 33 with the title of associate professor or above, and 8 with intermediate (lecturer)/kloc-0, and has established a reserve teacher resource database of more than 70 people. The school has issued letters of appointment for teachers who have been teaching in universities for the aged for a long time, and honorary certificates for teachers who have been teaching for more than ten years. In order to provide teachers with opportunities to update their knowledge, the school also organizes outstanding teachers to go out to participate in various training and learning activities.
The quality of teaching has improved significantly. Through more than 20 years' exploration and practice, we have accumulated some experience and raised it to the theoretical level to guide teaching practice, so as to continuously improve teaching quality. First, in the guiding ideology of teaching, we should change from paying attention to theoretical education to paying attention to practical education, and offer as many courses as possible that the elderly need in real life, such as cooking, health care, flower cultivation, manual production and so on. Second, in the arrangement of content, we should change from paying attention to traditional education to modern education, and offer as many subjects as possible that conform to the development of the times, such as English, computer, securities and so on. Third, in the choice of majors, we should change from focusing on key education to characteristic education, and offer as many courses with national characteristics and Huanggang local characteristics as possible, such as cucurbit flute, erhu and Huangmei opera. Fourth, in the direction of cultivating students' interest, we should change from paying attention to formal education to leisure education, such as painting and calligraphy, sports dance, national dance, Qatari exercises, bodybuilding, fashion modeling, hand-made and so on.
School management is gradually standardized. A remarkable feature of education for the aged that distinguishes it from other education is its entertainment, leisure and non-utility. It is precisely because of this feature that the management of universities for the aged must adhere to people-oriented and humanized management. According to the characteristics of the elderly, the school timely revised and improved the teaching management system, such as the responsibilities of the school Committee, the responsibilities of the class Committee, and the student management system, so that the old comrades can learn vividly and freely. It has also formulated a series of administrative and logistical support systems, such as the deliberation system of the school committee, the office management system, the temporary party branch work system, the post responsibilities of faculty, the responsibilities of teachers, the commendation system, the archives and financial management system, and improved the management mechanism and system.
Highlights of teaching achievements are highlighted. Through regular cultural and sports activities such as cultural performances, calligraphy and painting exhibitions and sports competitions, the school constantly innovates teaching forms, attracts old comrades, and makes learning interesting, entertaining and entertaining. In recent years, calligraphy and painting exhibitions commemorating the 70th anniversary of the victory of the Long March, 60th anniversary of War of Resistance against Japanese Aggression's victory and 85th anniversary of the founding of the Party have been held successively, as well as classic old song contests and performing arts competitions for middle-aged and elderly people, cultural and sports exhibitions of the city's festival for respecting the elderly, and literature and art have been sent to the countryside. Students in the painting and calligraphy class participated in international painting and calligraphy exhibitions held in 36 countries, including China, the United States, Japan and South Korea, and three works won the gold medal and 1 won the bronze prize. Teachers and students of figure dance class won gold, silver and bronze prizes in the province's sports dance and the 12th National Games for many times. The "two troupes" organized by the folk dance class of the Municipal University for the Aged (the Art Troupe for the Aged and the Chorus of the Veteran Cadres) have become a bright spot in the construction of community culture and elderly culture in our city and even in the whole province. The Municipal Art Troupe for the Aged has participated in the community culture of the whole province, the report performance of the National Double Support Model City, and the TV Spring Festival Gala. In the 8th and 9th national aerobics competitions for middle-aged and elderly people, they won the first prize of performance and the first prize of arrangement respectively. He won the gold medal in the aerobics dance competition for veteran cadres in the province. Among them, My Hometown of Three Gorges, which was created and edited, was hired as a prescribed routine by the China Senior Sports Association and promoted to the whole country. During this year's Hubei meeting of the Central Organization Department, the program of the Municipal University for the Aged was selected as the performance of "Chutian Sunset Red" and made a key recommendation. At the initiative of Chen, the old leader of the former administrative office, a chorus of veteran cadres was established, which attracted nearly 100 veteran cadres from party member. At present, more than 60 students in the school have been absorbed as members by provincial and municipal sports dance associations, more than 40 students have been absorbed as members by provincial and municipal painting and calligraphy associations, and nearly 200 works by more than 50 students have won prizes at home and abroad. Four students published monographs or personal collections. Old comrades not only exercised their bodies, enriched their knowledge, but also strengthened their ideological and theoretical arms, tempered their party spirit and will, and at the same time stimulated their passion to exert their residual heat. A large number of party member veteran comrades took the lead in participating in various social welfare activities.
Theoretical propaganda is unique. City University for the Aged has always attached importance to the theoretical discussion and research of education for the aged. 1998 joined the China Association for the Aged as a member. For three consecutive years, he participated in the seminar of Central South Cooperation Group of China Aging Association and exchanged experiences. At the same time, he has participated in the national 18 seminar for senior citizens for many years, and introduced his school-running experience to other places and participated in theoretical discussions at the seminar. In China University for the Aged, the office network of the National Working Committee on Ageing, Jingchu Sunset and other national, provincial and municipal newspapers and media, he published dozens of theoretical and communication reports. Among them, the article "The Present Situation and Development of Elderly Education in Huanggang City" was rated as an excellent research paper of the department of veteran cadres in the province. Starting from _ _ _, the Municipal University for the Aged renamed Huanggang University for the Aged as Huanggang Education for the Aged, which expanded the coverage, increased the number of publications, improved the level of running the newspaper and won social influence and social status. In particular, it has strengthened exchanges and contacts with senior universities around the country, and enhanced the popularity of Huanggang senior education.
Second, create a provincial model school for the elderly.
The establishment of a model university for the elderly is a unified arrangement made by the provincial party Committee in view of the new characteristics of the work of veteran cadres in the new period, and it is also a new requirement of the central government to "gradually promote the construction of a model university for the elderly." Since, under the great attention of the municipal party committee and the municipal government, based on the reality of Huanggang, the municipal university for the aged has been constantly pioneering and innovating, taking the establishment of a model university for the aged as the focus of the work of veteran cadres in the current period, making careful arrangements and making solid progress, and has achieved remarkable results. The software and hardware construction of the Municipal University for the Aged has been further strengthened, the school has taken on a new look, and all the work is moving towards standardization and institutionalization.
Leaders value and understand unity. After the Notice of the Organization Department of the Provincial Party Committee and the Bureau of Retired Veteran Cadres [_ _] No.46 on Launching the Activities of Establishing a Model School for the Elderly in the Province was issued, the Organization Department of the Municipal Party Committee and the Bureau of Retired Veteran Cadres attached great importance to it and made a special report to the 23rd meeting of the Municipal Party Committee on June last year 10. The meeting studied the establishment, funds, work vehicles and other issues of the University for the Aged, and decided to incorporate the construction of the comprehensive teaching building of the University for the Aged into the economic and social development of Huanggang.
Overall planning of the exhibition. The Organization Department of the Municipal Party Committee and the Bureau of Retired Veteran Cadres of the Municipal Party Committee successively issued documents, adjusted the member units of the school committee of the Municipal University for the Aged, and set up a new school committee. The work of striving for a provincial model school in the city was unified, the work requirements were put forward, and the objectives and tasks were clarified. On June 26th this year, Mayor Liu Xuerong and Deputy Secretary Yang Yuanshou listened to the report of the Municipal University for the Aged when introducing the economic situation to the retired cadres directly under the municipal government, and pointed out that establishing a model school is a means to improve the level of running a school. Mayor Liu solved the problem of creating a special fund of 200,000 yuan on the spot, instructed to transfer a work car, and made it clear that the budget of the Municipal University for the Aged would be doubled from next year. It also requires the Organization Department of the Municipal Party Committee and the Bureau of Retired Veteran Cadres to do a good job in the preliminary planning and site selection of the comprehensive teaching building for the aged university as soon as possible. The attention of the leaders of the municipal party committee and the municipal government has aroused the enthusiasm of all teachers and students to create a model school. Everyone thinks in one place and works hard in another. Qi Xin joined hands to participate in creative activities, gained time and took the initiative, so that the creative work could be successfully completed.
Careful deployment and measures in place. The activity of establishing a model school is a complex systematic project, which needs to be improved in many aspects. After repeated research, we made a careful plan and implementation plan to ensure the smooth completion of the creation activities. First of all, we should start with hardware construction and organize the implementation step by step: First, we should maintain the site, increase the teaching area, make the scattered teaching sites relatively concentrated, and form a more standardized learning and activity area. The second is to purchase equipment, improve teaching conditions, and purchase necessary teaching facilities and equipment to basically meet teaching needs. The third is to transform houses, improve the outdoor environment, comprehensively transform the entire office and teaching building, and beautify the indoor and outdoor environment. Secondly, the standardization of software construction. Systematically collect and sort out the archives of universities for the aged, establish honor showrooms, improve the responsibilities of school committees, offices, academic affairs offices, teaching and research sections and staff, and revise the administrative, teaching and logistics management systems.
The school innovatively established the "four databases" management information system of the university for the aged, namely, the information database of teachers, students, teaching and students' works.
The effect is obvious and basically meets the standard. From last year to this year, the City University for the Aged spent a year to establish a provincial model school, and reported to the province in September this year. At the beginning of last month, the Organization Department of the Provincial Party Committee and the Bureau of Retired Veteran Cadres of the Provincial Party Committee organized elderly education experts to conduct evaluation and acceptance in our city. Under the leadership of Hu, deputy director of the Bureau of Retired Veteran Cadres of the Provincial Party Committee, the assessment team visited the school's teaching venue, activity facilities, teaching materials and planned new sites on the spot, and watched the teaching achievements and elegant demeanor reporting performances presented by students in painting and calligraphy, sports dance, folk dance, handicrafts, Huangmei Opera, Qatar and vocal music classes. The evaluation team believes that Huanggang University for the Aged adheres to the principle of "practical hardware, strict software and process-oriented", forge ahead, reform and innovation, and has made a major breakthrough in its founding activities. The main features are: First, leaders attach importance to it. The municipal party committee, the municipal government and the organization department put the work of the university for the aged on the agenda. The Municipal Party Committee listened to the work report of the University for the Aged and studied the construction and development of the University for the Aged. The mayor personally reports on the economic situation for senior college students and solves practical problems for them. Second, the organization is sound. The "three meetings" of the school Committee, the school Committee and the class Committee are complete, with internal institutions, temporary party branches and party groups. The third is to improve the system. Job responsibilities, management system, teaching system and logistics system are "four in one", forming a standardized system. The fourth is solid work. Sixth, remarkable results have been achieved. Senior students are successful in their studies, and their paintings, calligraphy and artistic performances are unique and influential in Hubei and even the whole country. Especially through the creation of activities, the school's software and hardware construction and teaching environment have been promoted.
Moreover, the school has a brand-new look, which has the role of demonstration and driving, and basically meets the standards of provincial demonstration schools.
Third, look to the future, the prospects are infinite.
Looking back on the 20-year history of the school, we are filled with emotion and passion. All these achievements are hard-won, and can not be separated from the careful guidance of the higher-level leading departments, the attention and concern of the municipal party Committee and the municipal government, the extensive support of the school Committee and the whole society, and the hard work and active participation of all teachers and students. Strive for the attention of the municipal party Committee and municipal government, and build an institution (the office of the university for the aged) and two teams (teachers and working teams). Driven by the provincial senior university model school, we will comprehensively promote school management and gradually realize teaching standardization, management institutionalization and network informationization.
Deepen the teaching reform and strive to improve the teaching quality of the university for the aged. Just as product quality is the life of an enterprise, teaching quality is the life of a school. The object of university for the aged determines the particularity of teaching. On the basis of investigation and study, we should grasp the law, explore seriously, deepen the teaching reform and innovate the teaching mode. Organize teaching according to the requirements of highlighting public courses, consolidating specialized courses, reforming key courses and adding special courses, creatively open up the second classroom, strengthen practical links and improve students' interest in learning. At the same time, actively contact with the University for the Aged in Wuhan City Circle to carry out observation, exchange and cooperation in teaching, scientific research and teaching materials. In the process of teaching reform, we always adhere to the three principles of "people-oriented, harmonious * * *, teaching students in accordance with their aptitude, entertaining and combining learning with application", establish a professional system, highlight humanistic characteristics, create brand-name courses, further improve the teaching quality of senior universities, enhance the attraction and cohesion of schools, and expand social influence.
Speed up development and promote the construction of universities for the aged to a new level. In recent years, the municipal party committee and municipal government have paid more attention to the work of universities for the aged, especially the construction and development of universities for the aged. At the 23rd meeting of the Municipal Party Committee, it was decided to incorporate the construction of the comprehensive teaching building of the University for the Aged into the economic and social development plan of Huanggang City. Mayor Liu Xuerong and Deputy Secretary Yang Yuanshou also made clear requirements. The evaluation and acceptance team of provincial model schools believes that the software of Huanggang University for the Aged is superior to the hardware, and the teaching venue is not suitable for Huanggang's status as a big education city. It is necessary to strengthen the construction of universities for the aged and constantly improve the teaching environment and conditions for running schools. According to the requirements of the province to establish a model school and the instructions of the municipal leaders, the leaders of the Organization Department of the Municipal Party Committee and the Bureau of Retired Veteran Cadres of the Municipal Party Committee conducted a full preliminary investigation and study, and determined the new site. At present, the land used here has been approved by the planning and land department, and relevant departments are doing related work such as survey and definition.
The CPC Central Committee attaches great importance to the work and construction of universities for the aged. The meeting of the Central Organization Department pointed out that the construction of activity centers for veteran cadres and universities for the elderly is a popular project, a project of respecting the elderly and a project of moral administration, and it is necessary to be willing to spend money and invest. In May this year, the Central Organization Department and Ministry of Human Resources and Social Security once again issued a document (No.[2008]10 of the Central Organization Department), reiterating that all localities and departments should make overall plans for veteran cadres' activity centers and universities, incorporate the infrastructure construction of veteran cadres' activity centers and universities into the development plans of local departments, increase investment, and build them into activities centers and universities with reasonable scale and strong practicability. In our opinion, the construction of the comprehensive teaching building for the aged university conforms to the requirements of Scientific Outlook on Development, the overall urban development plan of Huanggang, and the unified deployment of the "Four Cities Joint Creation" (a garden, civilized, healthy and tourist city) of the municipal party committee and the municipal government. In order to implement the spirit of the Municipal Party Committee meeting and the opinions of the municipal leaders as soon as possible, the Organization Department of the Municipal Party Committee and the Bureau of Retired Veteran Cadres have submitted the construction plan to the municipal government. We hope that in the near future, a multi-disciplinary, multi-educational, multi-level and multi-functional new university for the aged will add new connotations to Huanggang's education market.

I would like to express my heartfelt thanks to leaders at all levels, people from all walks of life and veteran comrades in our hospital for their long-term concern and support for the elderly education in our hospital! Founded in 1985, the University for the Aged of China Academy of Sciences is one of the earliest universities for the aged in central ministries and institutions. Since its establishment, the University for the Aged of China Academy of Sciences, under the care and guidance of the Party Group and the higher authorities, has been striving for progress in exploration and practice, seeking improvement in pioneering and innovation, and realizing standardized management under the principles of "hard work, characteristic education and close service" and multi-educational system, multi-discipline, multi-level combination of length and flexibility. Through entertaining, learning and doing, it has developed into a comprehensive senior university with a certain scale and perfect equipment, and formed a network system of senior universities of China Academy of Sciences with 10 branches. It has gradually explored a school-running mode with the characteristics of China Academy of Sciences, which is running schools in the community and serving old comrades nearby, and has achieved fruitful results. This experience was introduced at the experience exchange meeting of senior universities of central state organs and ministries. CCTV and other media made special reports and were awarded as "National University for the Aged", which created a new situation for the aged education in our hospital and made positive contributions to the harmonious and stable development of China Academy of Sciences and the knowledge innovation project.
China has entered an aging society, and vigorously developing education for the aged has become the requirement of the times. Retired veteran comrades in our hospital also put forward new expectations for the innovative development of the university for the aged. At present, our hospital is launching the implementation of "Innovation 202 1" and formulating the "Twelfth Five-Year Plan". I hope to take the 25th anniversary of the founding of the University for the Aged as an opportunity, sum up the experience of running a school seriously, plan the University for the Aged systematically, give full play to its advantages, seek the road of rapid development, and further make the University for the Aged of Chinese Academy of Sciences bigger and stronger.
