Article 3 The personnel department of the people's governments of cities, districts and counties (autonomous counties, cities) shall be responsible for the comprehensive management, supervision and inspection of the promotion and demotion of national civil servants in government departments within their respective administrative areas. Article 4 The promotion and demotion of national civil servants must follow the principles of revolutionization, youthfulness, knowledge and specialization, and adhere to the principles of having both ability and political integrity, being recognized by the masses, paying attention to performance, being open and equal, and selecting the best through competition. Chapter II Promotion Article 5 The promotion of national civil servants to posts shall be carried out within the prescribed post sequence and number of posts. Article 6 The promotion to the post of national civil servant shall be promoted step by step. Individuals who really need work, have outstanding ability and political integrity, and have outstanding work performance can be promoted to the next higher level leadership positions. Seventh promotion, must meet the following basic conditions:
(a) resolutely implement the laws, regulations, principles and policies of the state;
(two) have a strong sense of professionalism and responsibility, strive to serve the people, outstanding work performance;
(three) honest, law-abiding, decent style, can unite * * *;
(4) Having the cultural professional knowledge and working ability required for the proposed post.
To be promoted to leadership positions, national civil servants must also have the theoretical and policy level and organizational leadership ability, and meet the requirements of the leadership collective in age structure. Article 8 The promotion of national civil servants must meet the following conditions:
(a) the annual assessment in the last two years is excellent or the annual assessment in the last three years is competent or above;
(two) promoted to the office, department, bureau (department) level, should be held at the next level for more than 2 years; Promoted to the positions of deputy, clerk, deputy director clerk and chief clerk at the level of department, office and bureau (office), and should hold the positions at the next level for more than 3 years respectively; To be promoted to the positions of assistant researcher and researcher, they should hold the positions at the next level for more than 4 years respectively; Promoted to assistant inspector and inspector, they shall hold positions at the next level for more than 5 years respectively;
(3) To be promoted to a leadership position at or above the deputy division level, grassroots work experience should generally have more than 5 years of service and more than 2 years of service; To be promoted to leadership positions and deputy positions at or above the deputy division level in the departments of the people's governments at or above the county level, one should have the experience of holding two or more positions at the next level;

(four) according to the management authority, decided by the collective leadership of the relevant organs and appointed according to law.
In the provisions of the preceding paragraph, the promotion of leadership positions should also be carried out in strict accordance with the provisions of the selection and appointment procedures for leaders. Article 10 State civil servants shall not be promoted during the period of administrative sanctions. Article 12 After being promoted, a national civil servant whose rank is lower than the lowest rank corresponding to the new post shall be promoted to the lowest rank corresponding to the new post. Article 13 The promotion of national civil servants shall be approved by the organ that decides the appointment and removal of their posts or the personnel department of the government at the same level in accordance with the management authority. Chapter III Demotion Article 14 A national civil servant who holds a post above the rank of clerk shall be demoted if he is determined to be incompetent in the annual assessment, or if he is incompetent in his current position and is not suitable for being transferred to other posts at the same level.
