Article 1 These Provisions are formulated for the purpose of maintaining social order in Tiananmen area and strengthening the comprehensive management of Tiananmen area.
Article 2 The Tiananmen area mentioned in these Provisions refers to the area from the east side of the National Museum to the west side of the Great Hall of the People (excluding the west side service road), south to the south side service road of Zhengyangmen Arrow Tower, and north to the Wumen Gate of the Forbidden City.
Article 3 The Tiananmen Management Committee of Beijing Municipal People's Government (hereinafter referred to as Tiananmen Management Committee) is an agency of the Municipal People's Government, and is responsible for organizing and coordinating relevant departments and relevant district people's governments to do a good job in Tiananmen management.
Public security, urban management comprehensive law enforcement organizations, industrial and commercial administration and other administrative departments shall, in accordance with their respective responsibilities, do a good job in the daily management of Tiananmen area.
Article 4 The management committee of Tiananmen area shall establish a supervision and inspection system for the daily management of relevant administrative departments, and organize, coordinate and urge relevant departments to do a good job in the comprehensive management of Tiananmen area.
Article 5 The administrative committee of Tiananmen area shall organize relevant government departments to formulate emergency plans for emergencies in Tiananmen area, establish emergency command system and disposal mechanism, and organize emergency drills.
Public security, urban management comprehensive law enforcement organizations and other administrative departments shall, according to the Tiananmen area emergency plan, formulate their own sub-plans, and strengthen the training and emergency drills of their own staff on emergency handling knowledge.
Article 6 The management committee of Tiananmen area shall do a good job in the service and management of Tiananmen area, and make scientific and reasonable unified planning for service facilities according to social needs.
Article 7 During the raising and lowering of the national flag and holidays, public security organs and urban management comprehensive law enforcement organizations shall strengthen on-site inspections and inspections of places and parts prone to crowd crowding or accidents, such as main personnel passages and public gathering places. In view of the crowded situation, take timely measures to ease and evacuate.
Article 8 All units and individuals shall abide by the temporary control measures implemented in major activities, important meetings and key areas, such as raising and lowering the national flag, welcoming guests in foreign affairs, festivals and celebrations.
Article 9 Holding mass activities such as culture, sports and performances in Tiananmen area shall comply with the unified arrangement and management requirements of the administrative committee of Tiananmen area, in addition to handling relevant formalities according to law.
Those who engage in construction operations and projects related to roads and public facilities in Tiananmen area shall comply with the comprehensive management planning and specific management regulations of Tiananmen area.
Article 10 Public security, urban management comprehensive law enforcement organizations, industrial and commercial administrative departments and other administrative departments shall strictly enforce the law and punish other illegal acts that disturb social order, endanger public safety, affect city appearance and environmental sanitation, destroy urban greening, engage in illegal business activities and are stipulated by laws, regulations and rules.

Tiananmen Square: North to Tiananmen City Wall and South Gate of Zhongshan Park, South Gate of Working People's Cultural Palace (including red walls on both sides), South to Zhengyangmen, West to East Wall of Great Hall of the People and East Entrance of Xijiaomin Lane, East to History Museum, Dongjiaomin Lane and West Entrance of Xinda Road.
