Article 1 These Provisions are formulated for the purpose of maintaining social order in Tiananmen area and strengthening the comprehensive management of Tiananmen area.

Article 2 The Tiananmen area mentioned in these Provisions refers to the area from the east side of the National Museum to the west side of the Great Hall of the People (excluding the west side service road), south to the south side service road of Zhengyangmen Arrow Tower, and north to the Wumen Gate of the Forbidden City.

Article 3 The Tiananmen Management Committee of Beijing Municipal People's Government (hereinafter referred to as Tiananmen Management Committee) is an agency of the Municipal People's Government, and is responsible for organizing and coordinating relevant departments and relevant district people's governments to do a good job in Tiananmen management.

Public security, urban management comprehensive law enforcement organizations, industrial and commercial administration and other administrative departments shall, in accordance with their respective responsibilities, do a good job in the daily management of Tiananmen area.

Article 4 The management committee of Tiananmen area shall establish a supervision and inspection system for the daily management of relevant administrative departments, and organize, coordinate and urge relevant departments to do a good job in the comprehensive management of Tiananmen area.

Article 5 The administrative committee of Tiananmen area shall organize relevant government departments to formulate emergency plans for emergencies in Tiananmen area, establish emergency command system and disposal mechanism, and organize emergency drills.

Public security, urban management comprehensive law enforcement organizations and other administrative departments shall, according to the Tiananmen area emergency plan, formulate their own sub-plans, and strengthen the training and emergency drills of their own staff on emergency handling knowledge.

Article 6 The management committee of Tiananmen area shall do a good job in the service and management of Tiananmen area, and make scientific and reasonable unified planning for service facilities according to social needs.

Article 7 During the raising and lowering of the national flag and holidays, public security organs and urban management comprehensive law enforcement organizations shall strengthen on-site inspections and inspections of places and parts prone to crowd crowding or accidents, such as main personnel passages and public gathering places. In view of the crowded situation, take timely measures to ease and evacuate.

Article 8 All units and individuals shall abide by the temporary control measures implemented in major activities, important meetings and key areas, such as raising and lowering the national flag, welcoming guests in foreign affairs, festivals and celebrations.

Article 9 Holding mass activities such as culture, sports and performances in Tiananmen area shall comply with the unified arrangement and management requirements of the administrative committee of Tiananmen area, in addition to handling relevant formalities according to law.

Those who engage in construction operations and projects related to roads and public facilities in Tiananmen area shall comply with the comprehensive management planning and specific management regulations of Tiananmen area.

Article 10 Public security, urban management comprehensive law enforcement organizations, industrial and commercial administrative departments and other administrative departments shall strictly enforce the law and punish other illegal acts that disturb social order, endanger public safety, affect city appearance and environmental sanitation, destroy urban greening, engage in illegal business activities and are stipulated by laws, regulations and rules.

The underground pedestrian passage of Tiananmen Square (hereinafter referred to as the "passage") is an important traffic facility in Tiananmen area. In order to ensure the smooth, clean and safe passage, according to the relevant laws and regulations of the state, it is hereby announced as follows:

First, motor vehicles and non-motor vehicles (except wheelchairs for the disabled) are prohibited in the passage.

Two, pedestrians are not allowed to stay, play, grab in the passage.

Three, any unit or individual, are not allowed to set up their stalls or other business activities in the waterway.

Four, it is strictly prohibited to write, daub, depict, post advertisements and spread publicity materials in the channel.

5. No spitting, urinating or littering. It is forbidden to do anything that damages the environment and public facilities in the passage.

Six, pedestrians in the entrance and exit of the channel, to obey the command of the duty and management personnel. In violation of the above provisions of this circular, duty, management personnel and citizens have the right to advise and stop. Those who do not listen to advice or stop it shall be dealt with by the public security organs according to the seriousness of the case.

Article 23 of the Law of People's Republic of China (PRC) on Assemblies, Processions and Demonstrations and Article 13 of the Measures of Beijing for Implementing the Law of People's Republic of China (PRC) on Assemblies, Processions and Demonstrations stipulate that demonstrations are not allowed within the range of 10 to 300 meters without the approval of the State Council or the people's governments of provinces, autonomous regions and municipalities directly under the Central Government, and the specific peripheral distance shall be determined by the provinces, autonomous regions and municipalities directly under the Central Government. To this end, the following provisions are made.

The following roads and places belong to the surrounding distance range of places where assemblies, processions and demonstrations are not allowed without the approval of the the State Council Municipal People's Government:

West of Tiananmen Square to West Chang 'an Street in Liubukou North Exit, west and south of Great Hall of the People, west of Great Hall of the People, and west of East-West Jiaomin Lane at the intersection; Fu You Street, Jinwen Street, Nanchang Street, Beichang Street, Jingshan West Street, Yishanmen Street and Jingshan Front Street to the west of the North Gate of the Palace Museum;

Dongjiaomin Lane section west of the intersection of Taijichang Street, Zhengyi Road, Taijichang Street and Dongjiaomin Lane;

North He Yan Street and Zhide North Lane north of the intersection of Dong 'anmen Street and Beiheyan Street;

South of the intersection of Fucheng Road and Sanlihe Road at the southern end of the office building of the State Planning Commission to Sanlihe Road, and west of Fucheng Road 10 Building;

Public roads and open-air public places within 300 meters west and south of Diaoyutai State Guesthouse;

Open-air public places within 300 meters of the Capital Airport, railway stations, public roads and important military facilities.

Important military facilities should be implemented within the scope designated by the Central Military Commission (CMC).

Tiananmen Square: North to Tiananmen City Wall and South Gate of Zhongshan Park, South Gate of Working People's Cultural Palace (including red walls on both sides), South to Zhengyangmen, West to East Wall of Great Hall of the People and East Entrance of Xijiaomin Lane, East to History Museum, Dongjiaomin Lane and West Entrance of Xinda Road.

Second, without the approval of the State Council or the Municipal People's Government, if an assembly, a procession or a demonstration is held within the scope specified in the first paragraph of these Provisions, legal responsibilities shall be investigated in accordance with the Law of People's Republic of China (PRC) on Assembly, a procession and a demonstration and the Implementation Measures of the Law of People's Republic of China (PRC) on Assembly, a procession and a demonstration. Three, the specific issues in the implementation of these Provisions shall be interpreted by the Municipal Public Security Bureau.

Instructions for visiting Tiananmen Square

Third, take care of public facilities. Don't step on the trash can, don't climb the base of Deng Hua, and don't damage flagpoles, guardrails, lamps, electrical appliances, telecommunications equipment and public service bulletin boards.

Fourth, take care of the square green space. Do not enter the green space to rest and play, do not damage the sprinkler facilities in the green space, and do not climb flowers and trees.

Fifth, maintain the order of the square. Do not play football or roller-skate in the square, do not engage in unlicensed business activities, and do not bring stools to participate in the flag-raising ceremony in the square.

6. Protection of cultural relics and historic sites. Do not scribble, depict, depict or post promotional materials on stone cultural relics.

Seven, without the approval of the management department, all kinds of motor vehicles, bicycles, human tricycles are not allowed to enter and walk through the central square.
