Safety operation procedures for using initiating explosive devices and blasting operations?
1 The initiating explosive devices used in this project shall be stored and managed by the supplier in accordance with the safety requirements. The blasting materials shall be purchased by the mechanical and electrical materials department as planned, and the blasting personnel shall be sent from the warehouse to the blasting operation surface before blasting operation. After blasting, the remaining blasting materials on duty must be returned to the warehouse in time according to the procedure. No unit or individual may keep the blasting materials. Any unit engaged in blasting operation must submit the plan to the Engineering Department of the Project Department, the Quality and Safety Department and the Electromechanical ministry of materials and equipment for approval, and designate a special person to take the "three certificates" (blasting certificate, gun supervision certificate and escort certificate) for material acquisition. Non-designated material recipients may not receive materials. 3. All units engaged in blasting operations must receive blasting materials according to the actual construction quantity audited by the engineering department of the project department. If the construction unit without "three certificates" needs to carry out blasting operation, it must entrust the "three certificates" unit licensed by the Engineering Department of the Project Department and the Quality and Safety Department to carry out blasting operation. 5 When loading, unloading and transporting initiating explosive devices, smoking and carrying flammable items are strictly prohibited. During handling, explosives and detonating materials should be handled separately. The following provisions must be observed when transporting initiating explosive devices by car: 6. 1 The car should be equipped with a special buffer. 6. 1 The exhaust pipe of the automobile should be led below the front radiator, and the exhaust hole should be inclined downward or to the ground. 6.3 At any time and under any circumstances, attention must be paid to prevent sudden braking or accidents. 6.4 The vehicle speed shall not exceed 20km when the line of sight is good, and it shall be kept within 5km when driving in places with many bends, steep slopes and narrow roads. Distance between cars: the flat road should be more than 50m, and the uphill and downhill roads should be more than 300m. 6.5 When parking in a thunderstorm on the way, stop in an open place 200 meters away from trees, houses or building facilities. 7 All transport vehicles carrying pyrotechnic materials are prohibited from speeding or grabbing roads. Blasting operations must be carried out by trained and qualified blasters. All personnel engaged in blasting operations must strictly implement the safety responsibility system of this post or post, regularly check the safety situation of the operation surface, and if any potential safety hazard is found, put forward handling opinions and implement them in time. 10 in the same working face, shallow hole blasting in the open air shall not be carried out simultaneously with deep hole and cavern blasting. 1 1 blasting materials must be inspected before use, and blasting materials that do not meet technical standards are prohibited from being used. The explosives, detonators, fuses and detonating cords used in the initial charging of each batch of guns must be products of the same manufacturer, the same batch number and passed the inspection. 12 before charging, non-blasting personnel and mechanical equipment should be evacuated to the designated safe place or take reliable protective measures. Before personnel and equipment are evacuated, blasting equipment shall not be transported to the working face. 13 No lighting at night, no open-air blasting operation under severe meteorological conditions such as moderate and heavy rain, dense fog, thunder and lightning, and wind power of level 5 or above (including level 5). 14 when charging, a gun stick made of wood and bamboo should be used, and explosives should be inserted lightly. Excessive force and metal bars are not allowed for tamping. 15 before blasting, gunners must choose reliable and safe bunkers in advance. When the blasting site does not have safe and reliable evacuation conditions, initiation is strictly prohibited. 16 blasting shall be carried out in strict accordance with the blasting time specified by the owner. Before blasting, the operation unit shall send security personnel to carry out safety warning at the boundary of the blasting influence zone at least half an hour in advance, and execute strict blasting sound warning signals. For more information about the warning signal of blasting sound, please refer to section 19 Signals and alarms. After 17 blasting, the blaster should check whether all charge holes are detonated. If a fire is found, it should be handled properly in time according to the fire treatment regulations. Before handling, the blasting alarm shall not be lifted, and there must be alert personnel guarding nearby, and obvious warning signs shall be set up.
