The proposal points out that the social progress of "three districts and three states" (Tibet, Tibetan areas in four provinces, four states in southern Xinjiang, Liangshan Prefecture in Sichuan, Nujiang Prefecture in Tiantongyuan and Linxia Prefecture in Gansu) is related to the goal of building a well-off society in an all-round way and to the long-term stability of border ethnic areas. The backward level of economic and social development of "three districts and three states" is directly related to the low level of education development. At the critical stage of building a well-off society in an all-round way, vocational education has become a powerful measure to promote the improvement of population quality and economic and social development in deeply poor ethnic areas. In recent years, especially since the 18th National Congress of the Communist Party of China, the central government and the "three regions and three states" have actively promoted the development of vocational education and achieved certain results. However, due to the late start, weak foundation and poor foundation of "three districts and three states" vocational education, the constraints of vocational education concepts, policies and teachers still exist, and at the same time they are facing some new challenges.
To this end, the Central Committee of the Jiu San Society suggested in the proposal that:
The first is to strengthen top-level design and scientific planning. The inter-ministerial joint meeting of vocational education should strengthen overall coordination and formulate a strategic development plan for vocational education. Focusing on the development plan of "three districts and three states" vocational education, the school-running structure, level and scale of local training, off-site education and joint training are determined according to local conditions. Give priority to the development of higher vocational education in areas with good foundation, build a "through train" connecting middle and higher vocational schools and secondary vocational schools, and promote some vocational colleges to be upgraded to undergraduate colleges; In concentrated contiguous poverty-stricken areas, moderately expand the scale of running schools in different places and adopt various training modes in different places.
The second is to comprehensively promote the national common language education. We will comprehensively promote free ethnic language education for children, build a number of ethnic preschool teachers' colleges, and strengthen ethnic language training for ethnic teachers. Compile a national Chinese textbook suitable for the teaching needs of secondary vocational schools in ethnic areas.
The third is to make precise policies and increase capital investment. The special funds of the national modern vocational education quality improvement plan are inclined to "three districts and three states". Strengthen infrastructure and information construction. Increase the per capita funding for internal vocational classes, and support secondary vocational classes in Tibet and Xinjiang in the Mainland to expand the scale of running schools.
The fourth is to strengthen the construction of teachers. Enrich the teaching staff by directionally cultivating free normal students and relaxing recruitment conditions. Ten thousand people aid Tibet, aid Xinjiang, silver age lectures and other special projects cover vocational education. It is allowed to break through the teacher establishment standards and improve the treatment of teachers.
The fifth is to further promote school-enterprise cooperation. Implement the enterprise certification system of integration of production and education, and encourage industry enterprises to participate in vocational education through direct financial subsidies and tax relief. Establish a cost accounting and compensation mechanism for enterprises to participate in vocational education.
Sixth, improve the counterpart support and cooperation mechanism between the east and the west. Guide superior universities to increase assistance by hosting schools, building branch schools, and "one-on-one" assistance. Encourage the surplus production capacity of private higher vocational colleges in the mainland to transfer to "three districts and three States". Summarize and popularize the "9+3" free vocational education model, establish a local cost sharing mechanism, and reduce the local financial burden.
