In view of the weak links in the construction of grass-roots party organizations, we will speed up the filling of shortcomings, consolidate the foundation of rural governance, and further improve the modernization level of rural governance system and governance capacity. Strictly implement the system of inner-party organizational life, earnestly carry out the study and education of "three meetings and one lesson" and the theme party day activities, solidly carry out the actions of "whole township and county" and "star evaluation" for rural grassroots party building, and strive to promote the investigation of weak and scattered village party organizations. Adhere to the "joint examination and joint question" of grassroots party building as the starting point, optimize the assessment indicators, and incorporate key tasks such as grassroots party building, rural revitalization, epidemic prevention and control, and rural governance into the target responsibility assessment system, further compact work responsibilities, comprehensively improve the standardization level of grassroots party branches, and provide a strong fortress for rural revitalization.

Give full play to the role of talents, integrate development and promote rural revitalization.

Whether the countryside is rich or not depends on the branch; Whether the branch is strong or not depends on the "head sheep". Rural revitalization is inseparable from grass-roots party organizations, and party member must give full play to its role as a fighting fortress and a vanguard and exemplary role. The secretary of the Party Committee is the organizer of the construction of village-level Party organizations and the leader of the masses' development and prosperity. By carrying out activities such as "big post training and big competition" to revitalize village-level party Committee secretaries in rural areas, we will train "double-strong" party organizations and party Committee secretaries as the starting point, cultivate "experts" in rural governance, encourage village party secretaries to be brave in taking responsibility and improving their spirit, and strive to play the key role of "leaders". At the same time, through the establishment of incentive mechanism, attract entrepreneurs, party and government cadres, experts and scholars, skilled personnel and so on. Participate in the implementation of rural revitalization strategy, vigorously develop characteristic industries, and lead the broad masses of rural people to work together to promote rural revitalization.

Fully implement "Party Building+"and persist in accelerating rural revitalization under the guidance of party building.

According to the characteristics of each village, Baisha Town, with the Party branch as the core, actively sought for its own rural revitalization development model and ran out of the "acceleration" of rural revitalization. Continue to deepen the brand of "Pioneer of South Gate of Red Hub", take Daling Zengcun Railway Theme Park as the position, play a "combination boxing" for grass-roots party building and road protection, and innovate to create a demonstration brand of "Party building and road protection". Establish a "Party Building Alliance" with the Party Committee of China Resources Cement Factory, build a "red hub" between China Resources and Wang Gao Industrial Park, extend the development of Baisha Industrial Park, and activate the "Party Building Plus" development code. We will continue to build a demonstration site of the patriotic education base of "Party Building+Guanyinyan Culture" in Chaqing Village, speed up the construction of the patriotic education base of "Party Building+Educated Youth Culture" and the rural revitalization teaching base in Pingjiang Village, make full use of the "Party Building+Intangible Culture" in Heishan Village to sing the national intangible cultural heritage signboard of Yao butterfly songs, actively develop new forms of cultural tourism, and drive villagers onto the "highway" to increase income and get rich.
