Chapter I General Provisions Article 1 These Provisions are formulated in accordance with the Provisional Regulations on State Civil Servants in order to improve the political and professional qualities of state civil servants and meet the needs of efficient management by state administrative organs. Article 2 State administrative organs shall train state civil servants in a planned way according to the needs of economic and social development and administrative management and the requirements of posts. Article 3 The training of national civil servants is guided by Deng Xiaoping's theory of building Socialism with Chinese characteristics, and follows the principles of integrating theory with practice, combining learning with application, teaching according to needs and paying attention to actual results, so as to serve the comprehensive implementation of the Party's basic line. Article 4 It is the right and obligation of national civil servants to participate in training. The academic performance and assessment during the training of national civil servants is one of the important basis for appointment, grading and promotion. Chapter II Classification of Training Article 5 National civil servant training is divided into initial training, on-the-job training, specialized business training and knowledge updating training. Article 6 Initial training refers to the training of newly hired personnel, that is, those who have entered the state administrative organs after examination and hold non-leadership positions below the chief clerk.

The initial training shall be conducted during the probation period, and the time shall not be less than ten days.

Only those who have passed the preliminary training can be graded, and those who have not passed or participated in the training cannot be graded. Article 7 On-the-job training refers to the training for those who have been promoted to leadership positions according to the requirements of corresponding positions.

On-the-job training is generally carried out before taking up the post, and the training period is not less than 30 days. With the approval of the appointment and removal organ, you can also go to the post for training, but it must be completed within one year after you arrive at the post.

The study and training of leadership positions at or above the county level shall be carried out in accordance with relevant regulations. Eighth according to the needs of special work, to carry out special business training for national civil servants. The training time and method are determined according to the work needs.

Those who have not received specialized business training or failed to pass the training shall not participate in specialized business work. Article 9 Updating knowledge training refers to the training and further study of on-the-job personnel for the purpose of increasing new knowledge, supplementing knowledge and broadening relevant knowledge. Each person's annual training time is not less than seven days, and the method of concentrated time training can also be adopted. Article 10 Personnel transferred to state administrative organs and promoted to non-leadership positions above assistant researcher in administrative organs shall be trained with reference to the provisions of Article 7. Article 11 With the approval of the appointment and removal organ and the comprehensive management institution of national civil servant training, the training of the same type and subject organized by the personnel department at the same time can be conducted among national civil servants according to the actual situation.

Chapter III Training Subjects Article 12 According to the principle of "fewer but better" and scientific and targeted requirements, the curriculum of national civil servant training is generally divided into public compulsory courses, professional compulsory courses and elective courses. Different types of training should focus on content. Thirteenth public compulsory courses include Socialism with Chinese characteristics Theory, laws, regulations and policies, knowledge of market economy, knowledge of science and technology, knowledge of public management and national civil servants' code of conduct.

The syllabus and teaching materials of public compulsory courses shall be formulated and implemented by the Ministry of Personnel. Fourteenth professional compulsory courses are professional knowledge and technical subjects set up according to the needs of related business work.

The syllabus of professional compulsory courses is examined and approved by the Ministry of Personnel, and the teaching materials are compiled by the relevant departments of the State Council. Article 15 Elective courses are aimed at broadening and improving the knowledge and skills of national civil servants. The content is determined by the personnel departments of the governments of all provinces, autonomous regions and municipalities directly under the Central Government, the personnel institutions of all departments in the State Council and the national civil service training and teaching institutions.

Chapter IV Teaching Institutions Article 16 The State shall, according to the training needs, uniformly plan and set up a national civil servant training and teaching institution with the administrative college as the main body, and implement a qualification recognition system for whether the teaching institution meets the national civil servant training conditions. Article 17 The National School of Administration and the administrative schools of provinces, autonomous regions and municipalities directly under the Central Government shall undertake the task of training national civil servants according to their respective functions and duties. Eighteenth management cadre colleges or other training institutions can undertake the task of national civil service training after approval. The person in charge of the central state organs shall be reported to the Ministry of Personnel for examination and approval; The person in charge of the department below the provincial level shall be submitted to the personnel department of the provincial government for approval. Nineteenth national civil service training and teaching institutions accept the business guidance of the personnel department of the government at the same level, implement teaching activities and carry out teaching research according to the training plan. Twentieth national civil service training and teaching institutions teachers to implement a combination of full-time and part-time, mainly part-time. Chapter V Training Management Article 21 The personnel departments of governments at all levels are the comprehensive management institutions for the training of national civil servants.

Personnel agencies of government departments at all levels are responsible for the training and management of national civil servants in their own departments. Article 22 The main responsibilities of the training management of the Ministry of Personnel are: to formulate laws and policies on the training of national civil servants; To formulate and organize the implementation of the national civil service training plan; Organize training of trainers and theoretical research on training; According to the principle of classification, provide professional guidance to the national civil servant training and teaching institutions. Twenty-third national civil servants who have participated in the training and passed the examination shall be issued with corresponding training certificates.
