Article 7

Those who have obtained the first-class general motor vehicle driver training license can engage in the general motor vehicle driver training business of more than three corresponding models; Those who have obtained the training license for Class II general-purpose motor vehicle drivers can engage in the training business for general-purpose motor vehicle drivers of two corresponding models; Those who have obtained the three-level general motor vehicle driver training license can only engage in the general motor vehicle driver training business of the corresponding model.

Article 8

Those who have obtained the qualification training license for road passenger and freight transport drivers can engage in the qualification training business for road passenger transport drivers and road cargo transport drivers; Those who have obtained the qualification training license for drivers of dangerous goods transport may engage in the qualification training business for drivers of road dangerous goods transport.

Those who have obtained the qualification training license for road transport drivers can also engage in the training business of ordinary motor vehicle drivers of corresponding models.

Article 9

Those who have obtained the business license of motor vehicle driver training coach field may engage in the business of motor vehicle driver training coach field.

Article 10 An applicant applying for general motor vehicle driver training shall meet the following conditions:

(1) Having a sound training institution.

Including teaching, coaches, students, quality, safety, final examination and facilities and equipment management, and clarify the post responsibilities of responsible persons, managers, coaches and other personnel. Specific requirements shall be implemented in accordance with the relevant provisions of the industry standard Qualification Conditions for Motor Vehicle Driving Training Institutions (JT/T433).

(2) Having a sound management system.

Including safety management system, coach management system, student management system, training quality management system, graduation examination system, teaching vehicle management system, teaching facilities and equipment management system, coach venue management system, file management system and so on. (3) Having teaching staff suitable for the training business.

1. There are theoretical coaches suitable for the training business. A theoretical coach should hold a motor vehicle driver's license, be under 60 years of age, have a technical secondary school degree or intermediate technical title in automobile and related majors, have more than two years of safe driving experience, be proficient in road traffic safety laws and regulations, driving theory, motor vehicle structure, traffic safety psychology, first aid for common wounded, understand the basic teaching knowledge of pedagogy and educational psychology, and have the teaching ability to compile teaching plans and standardize explanations. 80% of the total number of theoretical coaches shall pass the national unified examination and hold the Coach Motor Vehicle Driving Training Certificate of People's Republic of China (PRC) (hereinafter referred to as Coach Certificate, see Annex 1 for the style).

2. Have a driving operation coach suitable for the training business. Driving operation coaches should hold the corresponding motor vehicle driver's license, be under 60 years old, have secondary school or high school education in automobile and related majors, have certain safe driving experience and corresponding vehicle driving experience, be familiar with basic knowledge such as road traffic safety regulations, driving theory, vehicle structure, traffic safety psychology, emergency driving, vehicle maintenance and common fault diagnosis, vehicle environmental protection and energy saving, and have the teaching ability to explain driving essentials, demonstrate driving actions and guide driving. The specific requirements shall be implemented in accordance with the relevant provisions of the Industry Standard Qualification Conditions for Motor Vehicle Driving Training Institutions (JT/T433-). 90% of the total number of driving operation coaches shall pass the national unified examination and hold the Coach Certificate.

3. The number of theoretical coaches should not be less than10% of the total number of teaching vehicles; The number of driving instructors corresponding to each vehicle type shall be no less than 1 10% of the total number of vehicles of that vehicle type.

(4) Having management personnel suitable for the training business.

The management personnel include the person in charge of theoretical teaching, the person in charge of driving operation training, the management personnel of teaching vehicles, the completion assessment personnel and the computer management personnel. Specific requirements shall be implemented in accordance with the relevant provisions of the industry standard Qualification Conditions for Motor Vehicle Driving Training Institutions (JT/T433).

(5) Necessary teaching vehicles.

1. The teaching vehicles equipped shall meet the requirements of relevant national technical standards, and be equipped with auxiliary rearview mirrors, auxiliary brake pedals, fire extinguishers and other safety protection devices. —— Specific requirements shall be implemented in accordance with the relevant provisions of the industry standard Qualification Conditions for Motor Vehicle Driving Training Institutions (JT/T433).

2. Those who are engaged in the first-class ordinary motor vehicle driver training shall be equipped with large buses, general-purpose truck semi-trailers (tractors), city buses, medium-sized buses, large trucks, small cars (including small automatic cars), low-speed cars (including low-speed trucks and tricycles), motorcycles (including ordinary three-wheeled motorcycles, ordinary two-wheeled motorcycles and mopeds) and other models (including wheeled bicycles, trolleybuses and trolleybuses). Article 11

To apply for the qualification training of road transport drivers, the following conditions shall be met:

2. Those who are engaged in the qualification training of dangerous goods transport drivers shall also be equipped with facilities, equipment and special venues such as commonly used dangerous chemical samples, packaging containers, teaching wall charts and dangerous chemical laboratories.

Article 12

To apply for business in the field of motor vehicle driver training and coaching, the following conditions shall be met:

(1) Having a coaching place suitable for business operation. Specific requirements: It shall be implemented in accordance with the relevant provisions of the industry standard Technical Requirements for Motor Vehicle Training Sites (JT/T434).

(2) Having sites, facilities, equipment, office, teaching and living facilities and maintenance service facilities suitable for business operation. Specifically, it shall be implemented in accordance with the relevant provisions of the industry standard Technical Requirements for Motor Vehicle Training Sites (JT/T434).

(3) Having corresponding safety conditions. Including site closed facilities, training area isolation facilities, safe passage and fire fighting facilities and equipment. Specifically, it should be implemented in accordance with the relevant provisions of the industry standard Technical Requirements for Motor Vehicle Training Sites (JT/T434).

(4) Having corresponding management personnel. Including the training ground safety director, file management personnel and venue facilities and equipment management personnel.

Article 13

To apply for motor vehicle driver training, an application shall be submitted to the local county-level road transport management institution, and the following materials shall be submitted:

(1) An application for traffic administrative license;

(two) the identity certificate and a copy of the applicant;

(3) Certificate of the right to use the business premises or certificate of property rights and a copy thereof;

(four) the certificate of the right to use the coach's venue or the certificate of property rights and a copy thereof;

(5) Description of the technical conditions of the coaching venue;

(six) the technical conditions, model and quantity of teaching vehicles (no application is required to operate the motor vehicle driver training and coaching field);

(seven) proof of the purchase of teaching vehicles (no need to submit an application for the operation of motor vehicle driver training and coaching field);

(8) List of facilities and equipment;

(nine) the list of personnel to be employed and the qualification and title certificate;

(10) Other relevant materials that need to be provided according to these Provisions.

To apply for ordinary motor vehicle driver training, when submitting the application materials, it shall also provide the certificate of safe driving experience of relevant personnel issued by the public security traffic police department, and the starting time of safe driving experience shall be calculated backwards from the date of submitting the application materials.

Article 14

The road transport management institution shall implement the administrative license for motor vehicle driver training business in accordance with the procedures stipulated in the Regulations of the People's Republic of China on Road Transport and the Provisions on the Procedures for the Implementation of Traffic Administrative License.

Article 15

The road transport management institution shall verify the substantive contents of the application materials such as coaching venues, teaching vehicles and various facilities and equipment.

Article 16

When accepting an application for motor vehicle driver training, the road transport management institution shall complete the examination within 15 days from the date of accepting the application, and make a decision on approval or disapproval. To meet the statutory conditions, the road transport management institution shall make a decision on granting administrative license, issue a "Decision on Traffic Administrative License" to the applicant, and issue a motor vehicle driver training license to the licensee within 10 days to clarify the licensing matters; Do not meet the statutory conditions, the road transport management institution shall make a decision not to grant permission, issue a "Decision on Not Granting Traffic Administrative License" to the applicant, explain the reasons, and inform the applicant of the right to apply for administrative reconsideration or bring an administrative lawsuit according to law.

Motor vehicle driver training institutions shall go through the relevant registration formalities with the administrative department for industry and commerce according to law with the motor vehicle driver training license.

Article 17

Motor vehicle driver training license shall be valid. The certificate of engaging in general motor vehicle driver training business and motor vehicle driver training coaching field business is valid for 6 years; "Engaged in road transport driver qualification training certificate" is valid for 4 years.

Motor vehicle driver training license shall be uniformly printed and numbered by the provincial road transport management institution, and issued and managed by the county road transport management institution according to the regulations.

Motor vehicle driver training institutions shall, 30 days before the expiration of the validity period of the license, go through the replacement procedures at the road transport management institution that made the original license decision.

Article 18

Where a motor vehicle driver training institution changes the licensing matters, it shall apply to the road transport management institution that originally made the licensing decision; In line with the statutory conditions and standards, the implementing organ shall go through the formalities for change according to law.

Where a motor vehicle driver training institution changes its name, legal representative and other matters, it shall file with the road transport management institution that originally made the licensing decision.

Article 19

Motor vehicle driver training institutions need to terminate their operations, and shall go through the administrative license cancellation procedures at the road transport management institution that originally made the licensing decision 30 days before the termination of operations.
