No organization or individual may compel citizens to believe in religion or not, and may not discriminate against citizens who believe in religion (hereinafter referred to as religious citizens) or citizens who do not believe in religion (hereinafter referred to as non-religious citizens).
Religious citizens, non-religious citizens and citizens who believe in different religions should respect each other and live in harmony. Article 4 Religious work should adhere to the leadership of the Communist Party of China (CPC), fully implement the Party's basic principles for religious work, adhere to the China of China religion, and actively guide religion to adapt to socialist society.
The management of religious affairs adheres to the principles of protecting legality, stopping illegality, containing extremes, resisting infiltration and cracking down on crime. Article 5 This province protects normal religious activities according to law, and safeguards the legitimate rights and interests of religious groups, religious institutions, places for religious activities and religious citizens.
Religious groups, institutions, venues for religious activities and religious citizens shall abide by the Constitution, laws, regulations and rules, practice socialist core values, carry forward Chinese culture, and safeguard national unity, ethnic unity, religious harmony and social stability.
No organization or individual may use religion to engage in illegal activities such as endangering national security, disturbing social order, harming citizens' physical and mental health, interfering with state administration, justice, elections, education, marriage and other systems, and harming national interests, social interests and citizens' legitimate rights and interests.
No organization or individual may create contradictions and conflicts between different religions, within the same religion, between religious citizens and non-religious citizens, advocate, support or finance religious extremism, or use religion to undermine national unity, split the country or engage in terrorist activities. Article 6 All religions should adhere to the principle of independence and self-management, adhere to the direction of China, strengthen self-education, self-management and self-discipline, strictly manage religions in an all-round way, take the lead in obeying laws and regulations, and enhance religious cultivation. Religious activities shall be carried out within the scope prescribed by laws and regulations, and shall not harm citizens' physical and mental health, violate public order and good customs, or interfere with education, justice, administrative functions and social life.
Religious groups, religious institutions, places for religious activities and religious affairs are not dominated by foreign forces.
Religious groups, religious institutions, places for religious activities and religious personnel carry out foreign exchanges on the basis of mutual respect, equality and friendship; No other organization or individual may accept additional religious conditions in foreign economic and cultural cooperation and exchange activities. Article 7 People's governments at all levels should strengthen religious work, establish and improve the system and mechanism of religious work, ensure working strength and necessary working conditions, and promote the construction of a pattern of religious affairs governance under the leadership of party committees, government management, social coordination and religious self-discipline.
The religious affairs departments of the people's governments at or above the county level shall manage religious affairs involving national interests and social public interests according to law, and other relevant departments of the people's governments at or above the county level shall be responsible for relevant management within their respective functions and duties.
Township people's governments and sub-district offices shall do a good job in the management of religious affairs in this area. Villagers' committees and residents' committees shall assist the people's governments in managing religious affairs according to law.
People's governments at all levels shall listen to the opinions of religious groups, religious institutions, places for religious activities and religious citizens, coordinate and manage religious affairs, and provide public services for religious groups, religious institutions and places for religious activities. Chapter II Religious Organizations Article 8 The establishment, alteration and cancellation of religious organizations shall be registered with the civil affairs department or the examination and approval department of the people's government at or above the county level after being examined and approved by the religious affairs department of the people's government at the same level in accordance with the provisions of the state on the administration of social organizations.
The legal representative of a religious group shall not concurrently serve as the legal representative of other social groups, including religious groups. Article 9 Religious organizations shall formulate articles of association in accordance with the relevant provisions of the State on the administration of social organizations and religious affairs.
Religious organizations carry out activities in accordance with their statutes and are protected by law. Article 10 Religious organizations shall assist the people's governments in implementing laws, regulations, rules and policies, contact and serve religious personnel and religious citizens, safeguard their legitimate rights and interests, and guide religious personnel and religious citizens to fulfill their civic obligations. Eleventh religious groups should strengthen the study of religious culture, religious classics, carry out the construction of religious ideas and teaching style, and explain the teachings and canon in line with the requirements of the development and progress of contemporary China and the excellent traditional Chinese culture. Twelfth religious groups should identify and manage religious personnel according to law, carry out religious education and training, cultivate religious personnel, and improve the comprehensive quality of religious personnel. Thirteenth provincial religious groups may, according to their own religious needs, select and receive religious students in accordance with the relevant provisions of the state. Chapter III Religious Institutions Article 14 A provincial religious group that establishes a religious institution according to law shall apply to the provincial religious affairs department, which shall put forward its opinions within 30 days from the date of receiving the application and submit them to the state religious affairs department for examination and approval.
The change of the site, name, affiliation, training objectives, educational system and school scale, merger, division and termination of religious institutions shall be handled in accordance with the procedures specified in the preceding paragraph.
