The Opinions constructs a long-term management mechanism for off-campus training institutions from four aspects: strict access management, strengthening process supervision, optimizing supervision means and implementing safeguard measures.
The regulatory focus is more clear. Strengthen the supervision of funds of off-campus training institutions, focus on the supervision of the capital operation of high-fee, large-scale and chain-like training institutions, and explore the establishment of a fund risk supervision system of "unified payment, balance control, installment payment and large-amount early warning".
Regulatory measures are more precise. Through the construction of the city's off-campus training institutions management service platform, the whole process of off-campus training institutions arrangement, rectification, approval, filing, early warning, online inquiry course selection, credit evaluation, payment and refund will be gradually realized. Through the government's purchase of services, we will introduce third-party institutions, strengthen the daily supervision of off-campus training institutions, find illegal problems in time and deal with them according to law.
Regulatory protection is more powerful. According to the principle of "who approves who is responsible, who is in charge and who supervises", the street office (town people's government) with law enforcement authority should incorporate the illegal activities of off-campus training institutions into the comprehensive law enforcement content; Educational supervision institutions shall supervise the standardized development of off-campus training institutions in accordance with the law and regulations, and incorporate them into the assessment of the people's governments of cities (districts) to perform their educational duties.
It is also known that the Municipal Education Bureau and the Market Supervision Administration will carry out centralized rectification throughout the city from April in response to the illegal acts of off-campus training institutions using unfair format clauses in contracts to infringe on consumers' rights and interests.
