From the practice and exploration in various places, the proposal system of party congress representatives is the product of the pilot project of permanent system of township party congresses. For example, Shanghai introduced the representative proposal system at the tenth party congress, which was the result of summing up the experience of the permanent system of township party congresses in 12, and rose to the municipal level, and was fully promoted as a system. Judging from the pilot situation, it is necessary to enhance the scientific, targeted and operability of the representative proposal system of the party congress. Strengthening the scientificity of the party representative's proposal The proposal system of the party congress itself needs to strengthen the scientificity and make great efforts to promote scientific development. It is embodied in two aspects: first, the understanding of the essence of the party representative proposal system should be scientific. We should avoid the blindness of understanding, thinking that with the system of party representative proposal, all problems within the party can be solved. The party representative proposal system only has a higher institutional foundation in promoting the ties between the party and the masses. In essence, the representative proposal system of the party congress is still the right to suggest, which is only the form and performance of the representative role. The key lies in giving full play to the right of party representatives to vote, supervise and recall, and overcoming the problem of power concentration of "top leaders" through the democratization of the cadre system. Second, the proposal of the party representative should be linked to people's livelihood to be scientific. The construction of any ruling party must closely focus on the overall situation of economic and social development, and talking about party building without economic and social development can only be empty talk. Political construction and party building still belong to the "development zone" proposed by party representatives.
