First, to lay a solid foundation and improve the quality of representatives is the premise of giving full play to the role of representatives.
Only when NPC deputies have good political quality, cultural quality, legal quality and strong sense of representation and purpose can they lay a foundation for better performing their duties. As people's congresses at all levels and their standing committees, we should make great efforts to improve the quality of deputies, standardize and restrain their behavior, and stimulate their enthusiasm for performing their duties. Only in this way can we lay a solid foundation for giving full play to the representative role.
First, do a good job in the study and training of deputies, and strive to improve their ability and level of performing their duties according to law. Doing well the study and training of delegates is an effective way to improve the quality of delegates in an all-round way. People's congresses at all levels and their standing committees can effectively improve the quality of deputies only by strengthening the study and training of deputies as an important measure to improve their work level, constantly enriching content and innovative ways, and actively providing conditions and carriers for the study and training of deputies. In the study content, we should highlight the spirit of Deng Xiaoping Theory and Theory of Three Represents, the 16th National Congress and the study of the Constitution, local organization law, election law and representative law, so as to further improve the political and cultural quality of the deputies. In terms of training time, it is necessary to ensure that a certain amount of time is set aside every year to conduct centralized and systematic training for representatives. To organize the study and training of delegates, we should combine imparting knowledge with observing and learning, combine centralized counseling and exchange of typical deeds and experiences of delegates, and combine learning NPC knowledge with learning legal knowledge, market economy and scientific and technological knowledge to further enhance the systematic, targeted, rich content and active form of study and training and improve the quality of study and training. Since the re-election, the Standing Committee of Haiyang Municipal People's Congress has designated May of each year as the representative learning and training month, and has held four centralized trainings for representatives, held two experience exchange meetings for representatives, and organized representatives to carry out knowledge competitions in towns and streets. Through these measures, the delegates systematically understood and mastered the status, role, rights and obligations of the delegates and the basic knowledge of their work, laying a solid foundation for performing their duties according to law.
Second, it is necessary to standardize and constrain the behavior of deputies and earnestly strengthen the supervision and management of deputies. At present, some of our representatives have a weak sense of responsibility. Some regard their duties as an honor, while others are just "nominal representatives" and "hearing representatives". They seldom participate in the activities of intersessional delegates. Elected representatives for several years, they have not even put forward an opinion and suggestion, and have not done a practical thing for the people. Some regard the representative status as a "amulet", and as long as they have the right, they will not perform their obligations, or even abuse their rights and embark on the road of violating the law and discipline. Therefore, it is necessary to establish and improve the supervision and restriction mechanism for representatives to perform their duties. In this regard, the Standing Committee of Haiyang Municipal People's Congress has actively explored and practiced. Since 2002, voter debriefing activities have been carried out among deputies to people's congresses at all levels in the city. Deputies shall report to voters on the performance of their duties and functions since taking office, especially their exemplary role in economic construction, and then voters shall make an objective and fair evaluation of their work. Up to now, 24 representatives of Yantai Municipal People's Congress and more than 300 representatives of municipal and town people's congresses have been organized to report their work to voters. Through the activities of debriefing deputies to the original electoral units or voters, the supervision of deputies by voters has been further strengthened, the ties between deputies and the people have been strengthened, and the sense of responsibility and mission of deputies in performing their duties, being responsible to voters and doing their duty for voters has been further enhanced. In addition, we have also established and improved the performance files of delegates, further strengthened the dynamic management and assessment of delegates' attendance at meetings, activities and work, and made the management of delegates more standardized.
The third is to establish and improve the incentive mechanism to stimulate the enthusiasm and initiative of representatives to perform their duties. An effective incentive mechanism is a stimulus to represent the performance of duties. In 2003, the Standing Committee of Haiyang Municipal People's Congress studied and formulated the Implementation Opinions on Selecting Excellent Haiyang Municipal People's Congress Representatives. Every year, a comprehensive assessment is made on the performance of deputies in economic construction, democracy and legal system construction, maintaining social stability, performing their duties as deputies and giving full play to their role, and a certain number of outstanding representatives are selected and solemnly commended by the Standing Committee of the Municipal People's Congress. And through newspapers and periodicals, holding representative experience exchange meetings and other forms, timely and vigorously publicize the advanced models emerging in the representative activities. At the same time, a special column on "Representative's Views" was set up in Haiyang TV Station, and typical stories of more than 20 advanced representatives were filmed and broadcast successively, which not only effectively publicized the people's congress system, but also made more people understand the status, functions and responsibilities of the representatives, and formed a good atmosphere of understanding, respecting and supporting the representatives to perform their duties according to law in the whole society, further enhancing their sense of honor and inspiring their enthusiasm for learning advanced, striving for advanced and earnestly performing their duties.
Second, broadening channels and organizing intersessional activities of delegates are effective ways to give full play to the role of delegates.
Rich activities are the main platform and effective carrier for delegates to perform their duties and play their roles. As local people's congresses at all levels and their standing committees, we must closely focus on the major issues in reform, development and stability and the hot and difficult issues that the people are concerned about, strengthen organization, coordination and guidance, and carry out well-organized representative activities in a planned and step-by-step manner. Only in this way can we make a breakthrough in playing the role of representative and achieve practical results.
First, focus on promoting the work of the center and give full play to the leading role of the representative backbone. The central work of the party embodies the wishes of the broad masses of people and represents their interests. As local people's congresses at all levels and their standing committees, the key is to uphold that the central work of the Party is the guiding ideology of the central work of the National People's Congress, organize representatives to conduct investigations and inspections around major issues and key projects within their respective administrative areas, and timely reflect the opinions of representatives and the masses to the government to ensure that the work of representatives is consistent with the objectives of the central work, and the work is synchronized to form a joint force. In recent years, the Standing Committee of Haiyang Municipal People's Congress has firmly grasped this principle and closely focused on the goal of "fighting for another five years to rebuild Haiyang". Organize NPC deputies to carry out activities such as "one card, one system" key departments to supervise and comment on vertical management departments, and organize inspections and investigations on more than 30 key tasks and projects such as park construction, large-scale greening, large-scale tourism, nuclear power plants, Haiyang Port, and village coverage, giving full play to the participation of representatives. In addition, since 1999, people's congresses at all levels in the city have carried out in-depth activities to introduce a good project or provide valuable information for the economic development of Haiyang, assist the government (village Committee) to carry out a work and put forward a rationalization proposal around the difficulties and hot issues strongly reflected by the masses, which has done a practical thing for the selection of candidates and helped a poor household or a poor student; Take the lead in the implementation of Scientific Outlook on Development, participate in the construction of new socialist countryside, learn the law and abide by the law, and take the lead in the implementation of the "Five Ones and Four Leads" activities with the work decision of the municipal party committee and the municipal people's congress as the main content. Second, efforts should be made to strengthen the building of democracy and legal system and give full play to the role of representatives as the main force. Supervising the administration of "one government, two houses" according to law and ensuring the implementation of laws and regulations in this administrative area are the rights entrusted to deputies to the National People's Congress by the Constitution and laws, and are also important measures to strengthen the construction of democracy and legal system. Over the past few years, we have organized representatives to supervise and inspect the law popularization work in the city for many times around the rule of law propaganda, ensuring the smooth progress of the "three five-year" and "four five-year" law popularization work; Organized representatives to carry out law enforcement inspections on more than 20 laws and regulations, such as the Labor Law, the Water Law, the Environmental Protection Law, the Law on the Use of Sea Areas and the Police Law, in a planned and focused manner, which promoted the in-depth implementation of relevant laws and regulations. At the same time, actively organize representatives to carry out supervision and evaluation of the work of "one government, two houses" and effectively combine supervision with supervision. Through the appraisal activities on the work of "one government, two houses", the awareness of people's congress, law and public servants in the appraisal department has been effectively enhanced, and the ability and level of handling affairs according to law have been improved, which has better played a representative role in these practical activities.
Third, focus on maintaining social stability and give play to the role of representatives as the main channel to contact the people. NPC deputies come from all social strata and different fields, and have the closest and most direct contact with the masses, which can best reflect the social reality. Organizing and guiding delegates to actively publicize and implement the Party's decision-making and the resolutions and decisions of the National People's Congress and its Standing Committee, going deep into the grassroots and the masses to carry out investigations and inspections around hot and difficult issues of concern to the masses, and fully reflecting the opinions and voices of the masses can effectively play the role of a bridge between delegates, effectively maintain social stability and promote harmonious economic and social development. Over the past few years, the Standing Committee of Haiyang Municipal People's Congress has organized representatives to solicit opinions and demands from the masses around the problems of employment, social security, environmental protection, social security and court enforcement in the city, and urged relevant departments and units to seriously solve them, and achieved remarkable results. Especially for the water pollution control work in Dongcun River Basin, which is closely related to people's lives, the Standing Committee of the Municipal People's Congress has been persistently supervising for many years according to the voices of deputies to the National People's Congress and the masses, and has urged the municipal government to close more than 40 polluting enterprises according to law, effectively curbing pollution, purifying water quality and ensuring people's health, which has been welcomed and praised by the people.
Three, do a good job of service, to create conditions for delegates to perform their duties, is the need to give full play to the role of representatives.
The representative work practice shows that the service guarantee level directly affects the representative work level. Without good service, the representative work stays at an average level. Therefore, local people's congresses at all levels and their standing committees must constantly enhance their sense of service, conscientiously implement the "Representative Law" and the provincial implementation measures, and actively create conditions and provide services for deputies to perform their duties. Only in this way can we effectively mobilize the enthusiasm of the delegates and give full play to their role.
First of all, we should strengthen our contact with the delegates. On the one hand, in line with the principle of "convenient to the nearest place and easy to organize", the representative groups are divided in time, the activity plan is formulated, and representatives are organized in groups to carry out inspection and investigation activities in due course. On the other hand, it is necessary to establish and improve the way for the director and deputy director of the Standing Committee to contact the delegates, listen carefully and reflect the opinions and voices of the delegates through symposiums and individual visits, understand the work and life of the delegates, and solve problems for the delegates to perform their duties. At the same time, by inviting delegates to attend relevant meetings, holding political briefings, printing materials, subscribing to newspapers and periodicals, etc., timely convey to delegates the principles and policies of the party and the state, major events and important events that have a bearing on the overall situation, so that delegates can understand politics and provide guarantees for delegates to perform their duties and exercise their functions and powers.
Second, we must do a solid job in handling the suggestions made by the deputies. Seriously handling the opinions, criticisms and suggestions of deputies is an important guarantee for respecting the democratic rights of deputies as masters of their own affairs, stimulating their enthusiasm for performing their duties, and improving and promoting government work. People's congresses at all levels and their standing committees should take seriously handling deputies' suggestions as an important way to protect deputies' rights, give full play to their role, and close the relationship between the party and the masses, constantly strengthen measures, and strive to improve the quality and effectiveness of handling. In this regard, the Standing Committee of Haiyang Municipal People's Congress promulgated the Measures for Handling Suggestions, Criticism and Opinions of Deputies to the People's Congress, which clearly stipulated all procedures such as assignment, transfer, undertaking, reply, implementation and supervision, and further strengthened the binding force. At the same time, every year, we carefully study, identify some key and difficult issues and opinions strongly reflected by the masses, and carry out key supervision, effectively solving the problems of "once and for all" and "once and for all" of deputies' opinions. Even some deputies' suggestions are not effectively solved every year, further improving the handling quality of deputies' suggestions and protecting and mobilizing the enthusiasm and initiative of deputies to participate in the management of state affairs.
Third, actively implement various safeguard measures for representatives to perform their duties. The representative law clearly stipulates the judicial guarantee, time guarantee, economic guarantee, material guarantee and organizational guarantee for representatives to perform their duties. However, judging from the actual situation in various places, the implementation is not optimistic. In this regard, it is necessary to further increase the propaganda of the "Representative Law" and strive to create a strong atmosphere of concern and support for the work of deputies in the whole society. In 2005, the Haiyang Municipal Committee forwarded the Opinions of the Party Group of the Standing Committee of Haiyang Municipal People's Congress on Further Strengthening the Work of the People's Congress in the City, which enriched the staff of the People's Congress in Zhenjie. Each town people's congress has a full-time chairman of the people's congress, with a vice-chairman or liaison, and a people's congress studio is set up in three streets. At the same time, the funds, transportation, communication tools and other aspects of the activities of the delegates are guaranteed, creating conditions and providing guarantees for the delegates to perform their duties according to law and give full play to their roles.
