Main measures

(1) Find out the asset base of poverty alleviation projects. The assets of poverty alleviation projects are managed according to operating assets, public welfare assets and family assets. Operating assets are mainly fixed assets and equity assets of industrial employment projects with operating nature, public welfare assets are mainly fixed assets of public welfare infrastructure and public welfare services, and family assets are mainly biological assets or fixed assets formed by helping poor households develop through financial subsidies and other forms. Conduct a comprehensive inventory of the assets of poverty alleviation projects formed by the use of financial funds at all levels, local government bond funds, cooperation between the east and the west, social donations and counterpart assistance since the 18 th National Congress of the Communist Party of China, and establish accounts by classification, with emphasis on operating assets and public welfare assets.
