It is useless for the certificate of safety production administrator to only stamp the seal of the training institution. According to the provisions of Article 24 of the Law on Work Safety, the principal responsible persons and managers of production and business units must have the knowledge and management ability of work safety suitable for their production and business activities. The main person in charge and management personnel of the production, management and storage units of dangerous goods, as well as mining, metal smelting, construction and road transport units shall be qualified by the competent department responsible for the supervision and administration of production safety. At present, the certificates of principal responsible persons and safety management personnel of enterprises in high-risk industries are issued by emergency management departments, and the training certificates of other enterprises are issued by training institutions. The certificate of safety production manager needs the seal of the safety supervision bureau and the seal of the training institution. The certificate of safety administrator, also called the certificate of safety officer C, belongs to the post certification level and the national vocational and technical skill appraisal certificate.
