I. Basic information

Urban management is a social system engineering, which is related to the economic development environment, people's quality of life and the external image of the city. The Municipal Party Committee and the Municipal Government have always attached great importance to urban management, established a joint meeting system for urban management, implemented the method of linking city leaders with communities, rationally defined the scope of urban management responsibilities of Chengguan Town and functional departments, clarified the joint law enforcement mode of various departments, and shifted the management focus. Measures to strengthen community territorial management, adopt multi-level urban management supervision, build a city management security system for municipal authorities and departments, and start the construction of digital urban management, so that the overall operational efficiency of urban management is obviously improved.

At present, the organization of our bureau is "one office and five departments": office, city appearance and environmental sanitation department, policy and regulation department, administrative licensing department (advertising management department) and planning and finance department, with supervision brigade, sanitation management center and digital urban management supervision and command center. There are 630 people in the whole system, including 28 bureau staff, 67 monitoring teams, 485 sanitation management centers and 50 digital centers. Since the launch of the activity of creating a national sanitary city, we have strictly implemented the hygiene standards, actively carried out hygiene activities, continuously strengthened the management measures of city appearance and sanitation, continuously increased the scale of hardware investment in city appearance and sanitation, continuously implemented the long-term management system, and strived to create a clean and beautiful urban environment.

First, strive for a new breakthrough in management efficiency around optimizing management mechanism. In order to build a new pattern of urban management with "full coverage of responsibilities and seamless management", according to the management system of "two-level government, three-level management and four-level network", the work process of transferring the focus of urban management to communities is actively promoted. The first is to implement the "123" project of urban management. First, strict city appearance and environmental sanitation responsibility area system. Since the founding of the national health city, in view of the contradiction between insufficient urban sanitation infrastructure and slow construction, we have increased investment year by year, accelerated the planning, construction and transformation of urban garbage disposal sites, garbage transfer stations and public toilets, gradually replaced garbage trucks, increased the delivery of garbage bins and increased the number of garbage collection points, which has greatly improved the urban sanitation infrastructure. Especially in 2009, in accordance with the spirit of the instructions of the main leaders of the Municipal Party Committee, we revised and improved the professional planning of urban sanitation, intensified the upgrading and transformation of sanitation facilities, and with the strong support of the municipal finance, invested more than 7 million yuan to implement two key projects: the closure project of Qianbao domestic waste landfill and the transformation project of the fifth transfer station in different places; Invested more than 4 million yuan to purchase three 8-ton closed pickup trucks, 1 eight-barrel flatbed truck, 1 high-pressure pump road washer, 80 electric tricycles for garbage removal and 3 electric road sweepers, upgrade and transform 168 garbage rooms, transform 12 public toilets, and build two new first-class public toilets. On the other hand, law enforcement equipment support has been continuously strengthened. According to the needs of law enforcement management, three new law enforcement vehicles, five cameras, eight cameras and more than one megaphone 10 were purchased, which effectively improved the comprehensive response ability and standardized case handling ability of the law enforcement team. In view of the fact that the Qianbao domestic waste landfill has reached saturation, it is impossible to continue to absorb urban domestic waste. After the application to the Provincial Construction Department for the construction of a waste incineration power plant was rejected, after careful investigation, repeated calculations and arduous negotiations, an agreement was signed with Yancheng Daji Incineration Power Generation Co., Ltd. to entrust the treatment of domestic waste. From June 2009 1, all the domestic waste was transported abroad, making the harmless treatment rate of domestic waste in our city reach 94.7% for the first time. Fourth, actively promote the outsourcing of digital urban management information collection services. In order to reduce management costs and improve work efficiency, a digital urban management supervision and command center was built in the way of "company investment, government lease and departmental use". On this basis, the digital urban management information collection will be outsourced, and a professional information collection company will be determined through bidding to conduct daily inspections, information collection and problem reporting. In order to coordinate and deal with various contradictions and problems in urban management in a timely manner, a modern information platform with rapid response, departmental linkage, clear responsibilities and assessment in place will be built.

The fifth is to focus on people's livelihood needs and expand new space for guidance and management. According to the working idea of "combining unblocking and treating both the symptoms and the root causes", we found the combination point of beautifying the city, promoting development, ensuring people's livelihood and maintaining stability, effectively resolved various contradictions in management, won the understanding and support of the management objects, and created a good situation of city appearance and people's livelihood harmony. The first is to ease the placement of fruit stalls in urban areas. In order to effectively solve the problem of "chaos" of urban stalls, we have invested more than 6.5438+0 million yuan to build 95 temporary business houses in seven corner areas, including the north of Luotang Working Committee, the former local industrial bureau and the east of Zhenxing South Road, for centralized diversion of stalls. Through effective guidance and resettlement measures, the number of mobile stalls in our city has reached the lowest level in history, greatly reducing the pressure on pavement management.
