2. General Provisions The term "off-campus training institutions" as mentioned in these Provisions refers to off-campus training activities for students (including primary and secondary school students) in compulsory education, including moral quality, physical literacy, cultural literacy and social practice. , and its setting is based on non-profit educational legal entity.
3. The supervision of discipline training institutions for ordinary senior high school students shall be implemented with reference to these Provisions. The education administrative department of the people's government at or above the county level shall clarify the relevant responsibilities, establish and improve the inter-departmental collaborative supervision mechanism, and strengthen the daily management, supervision and inspection of off-campus training institutions.
4, off-campus training institutions in violation of relevant laws and regulations, shall be dealt with according to law; If the case constitutes a crime, it shall be transferred to judicial organs for legal responsibility. The examination and approval of the establishment of an off-campus training institution shall meet the following conditions: the direction and purpose of running a school; The source of funds for running a school is legal and sufficient; There are managers, teachers and other professional and technical personnel suitable for the scale of running a school.
5. There are school buildings, facilities and teaching instruments and equipment that meet the relevant national or local standards and norms; There are clear school articles of association, management system and risk prevention measures.
6. To apply for the establishment of an off-campus training institution, the following materials shall be submitted: an application report, including but not limited to the name, address, information of the legal representative or principal responsible person, school purpose, scale, category, curriculum, charging items and standards; Assets and ownership certification materials, which belong to the lease nature, should also provide the lease contract.
7. A summary of the basic information of qualified personnel and other supporting materials for the construction of the teaching staff; Having a list of school buildings, facilities, teaching instruments and equipment that meet the relevant national or local standards and norms, and relevant property rights certification materials; The inquiry result that the legal representative to be appointed and all directors, supervisors and senior managers are not sentenced to punishment for intentional crimes.
8. Other materials that need to be submitted. Apply for the establishment of off-campus training institutions and implement territorial management. All localities can further refine the specific conditions for applying for the establishment of off-campus training institutions in light of local conditions, and may not introduce other additional restrictive measures beyond the requirements of national laws, regulations and policy documents.
9. In principle, overseas listed enterprises will no longer accept their applications for establishing off-campus training institutions with independent legal entities. If it is really necessary to turn a licensed off-campus training institution into a non-profit institution, it shall go through the formalities for registration of change in accordance with the relevant provisions.
