Chapter I General Provisions
Article 1 In order to standardize the management of technical personnel in the design, supervision, quality inspection and production of protective equipment for civil air defense projects, safeguard public interests and market order, and improve the quality of civil air defense projects, these Provisions are formulated in accordance with the Civil Air Defense Law of People's Republic of China (PRC), the Civil Air Defense Law of People's Republic of China (PRC) and the Construction Law of People's Republic of China (PRC).
Article 2 These Provisions shall apply to the practice, continuing education, supervision and administration of civil air defense engineers in People's Republic of China (PRC).
Article 3 The civil air defense protection engineer mentioned in these Provisions refers to the professional and technical personnel who have obtained the qualification certificate of civil air defense protection engineer (hereinafter referred to as the qualification certificate) through examination or assessment and stamped with the practicing seal, and engaged in business activities related to civil air defense engineering construction in China.
Personnel who have not obtained the practicing qualification certificate and practicing seal shall not engage in relevant business activities in the name of civil air defense protection engineers.
Article 4 Civil air defense projects include buildings, structures, chemical prevention, supervision, production of protective equipment and internal equipment.
