Social security is the guarantee. The Fourth Plenary Session of the 19th CPC Central Committee expounded the five elements of the overall national security concept, namely, taking people's security as the purpose, political security as the basis, economic security as the basis, military, cultural and social security as the guarantee, international security promotion as the support, and social security as the guarantee to improve the national security concept.
