Notice of Yibin Municipal People's Government on Printing and Distributing the Institutional Reform Plan of Yibin Municipal People's Government and the Implementation Opinions of the Institutional Reform Plan of Yibin Municipal People's Government (No.10), the State-owned Assets Supervision and Administration Commission of Yibin Municipal Government (hereinafter referred to as the Municipal State-owned Assets Supervision and Administration Commission) was established as the working department of the municipal government.

I. Institutional responsibilities

(a) according to the authorization of the municipal government, in accordance with the "People's Republic of China (PRC) Company Law", "People's Republic of China (PRC) State-owned Assets Law" and other laws and administrative regulations, fulfill the responsibilities of investors, supervise the state-owned assets of municipal enterprises, and strengthen the management of state-owned assets.

(two) to formulate or formulate relevant systems for the asset management of state-owned enterprises, and to guide the management of state-owned assets at the county level according to law.

(three) to undertake the responsibility of maintaining and increasing the value of state-owned assets of the enterprises under supervision, establish and improve the index system of maintaining and increasing the value of state-owned assets, formulate assessment standards, and supervise the maintenance and increasing the value of state-owned assets of the enterprises under supervision through statistics and auditing. Responsible for the wage distribution management of the supervised enterprises, formulate the income distribution policy of the person in charge of the supervised enterprises and organize their implementation.

(four) to guide the reform and reorganization of state-owned enterprises, promote the construction of modern enterprise system of state-owned enterprises, improve the corporate governance structure, and promote the layout and structural adjustment of state-owned economy.

(5) Appoint, remove and assess the person-in-charge of the supervised enterprise through legal procedures, reward and punish according to the operating performance, establish a mechanism for selecting and employing people that meets the requirements of the socialist market economic system and modern enterprise system, and improve the incentive and restraint system for operators.

(VI) To participate in the formulation of relevant management systems for the state-owned capital operating budget, put forward the draft proposal for the annual state-owned capital operating budget of the supervised enterprises, organize and supervise the implementation of the state-owned capital operating budget of the supervised enterprises, prepare the draft final accounts of the supervised enterprises, and be responsible for organizing the supervised enterprises to turn over the state-owned capital gains.

(seven) in accordance with the provisions of relevant laws and regulations, on behalf of the municipal government to send directors and supervisors to the enterprises under supervision.

(eight) to coordinate the foreign affairs of the central, provincial and local governments on the reform and development of state-owned enterprises.

(nine) to undertake other tasks assigned by the municipal party committee and municipal government.

Second, the establishment of functional departments

(1) office.

(2) Policy and Regulation Section.

Responsible for supervising and coordinating the implementation of laws, regulations and policies on the supervision and management of state-owned assets at the national, provincial and municipal levels; Study the management system of state-owned assets and put forward relevant suggestions; Undertake legal publicity and governance according to law; To undertake the drafting of comprehensive documents on the management of state-owned assets and the review and coordination of important policy manuscripts; To review the articles of association of the supervised enterprise and its revision plan; Guide the supervision and management of state-owned assets in districts and counties; To guide the work of the legal advisers of the enterprises under supervision and be responsible for the legal affairs of the organs; Responsible for handling the suggestions of NPC deputies and CPPCC members; Responsible for government comprehensive research; Responsible for yearbook work; Undertake the writing of comprehensive materials. (3) Investment Planning Section.

To study and put forward policy suggestions on the layout and structural adjustment of the state-owned economy; Review the development strategy and planning of the supervised enterprises; To undertake the major investment decision-making work of the supervised enterprises and perform the responsibilities of investors; Guide the supervised enterprises to make structural adjustment and assist the supervised enterprises to solve related problems in their development; According to the responsibilities of the investor, contact the supervised enterprises to attract investment and other work. To undertake other tasks assigned by the leaders of the Committee.

(4) Business Evaluation and Assessment Section.

Mainly responsible for the formulation and improvement of the performance appraisal system for the heads of state-owned enterprises, responsible for the annual and term assessment of the heads of enterprises under supervision, and strengthening the management of business performance targets; Put forward the salary system and incentive measures for the person in charge of the supervised enterprise and organize their implementation; Put forward suggestions on the reform of the income distribution system of state-owned enterprises, standardize the overall level of wage distribution, and standardize the performance of duties, business expenses and employee welfare protection of the responsible persons of the supervised enterprises; Guide the supervised enterprises to establish a standardized accounting system and guide the financial budget and final accounts of the supervised enterprises; Responsible for the financial verification of assets and capital verification and asset losses of the supervised enterprises; Establish and improve the performance evaluation method and index system of the supervised enterprises; To undertake the statistical analysis of state-owned assets; The comprehensive research institute supervises the economic operation of enterprises. To undertake other tasks assigned by the leaders of the Committee.

(5) Property Rights Supervision Section.

To study and put forward suggestions on improving the management of state-owned property rights, formulate rules, regulations and management measures such as the definition, registration, transfer, disposal and mediation of property rights disputes of state-owned assets, and organize their implementation; To undertake the examination, approval and filing of the assets evaluation projects of the supervised enterprises; Review the capital changes, equity transfer and bond issuance plans of the supervised enterprises; Review the financing and guarantee matters of the enterprise; Supervise and standardize the transaction of state-owned property rights; Participate in the formulation of relevant management systems for the operating budget of state-owned capital; Put forward the draft proposal for the annual state-owned capital operation budget of the supervised enterprises; Organize and supervise the implementation of the state-owned capital operating budget of the supervised enterprises; To compile the draft annual final accounts of the state-owned capital operation of the supervised enterprises; Responsible for organizing the supervised enterprises to turn over the proceeds of state-owned capital; Undertake the mixed reform of state-owned enterprises. To undertake other tasks assigned by the leaders of the Committee.

(6) Enterprise Reform Section.

To study major issues concerning the reform and development of state-owned enterprises and put forward policies and measures for the reform of state-owned enterprises; Guide and urge enterprises to study and put forward reform measures to develop into internationally competitive state-owned and state-controlled large companies and groups; To undertake the review of the restructuring and reorganization of regulatory enterprises and their important subsidiaries; Guide and coordinate the work of state-owned enterprises to divest social functions and solve problems left over from history; Guide state-owned enterprises to promote the construction of modern enterprise system; To undertake the formulation of plans for the establishment of new companies funded by the municipal government; To undertake the specific work of the office of the state-owned enterprise reform group; Responsible for the salary of retired teachers in state-owned enterprises; Coordinate the central, provincial and foreign affairs work involved in the reform and development of state-owned enterprises. To undertake other tasks assigned by the leaders of the Committee.

(7) State-owned Assets and State-owned Enterprises Supervision Section.

Mainly responsible for investigating and supervising the major decision-making arrangements, major project investments, major special funds, major financial anomalies and major asset losses of the supervised enterprises; Responsible for the use of supervision results, classify, inspect, dispose and supervise the problems found in supervision and inspection, and put forward accountability suggestions to the supervised enterprises. To undertake other tasks assigned by the leaders of the Committee.

(8) Work Department of the Board of Directors.

To formulate a work plan for sending directors, supervisors and representatives of state-owned shares to wholly state-owned and holding companies; To guide the construction of corporate governance structures such as the board of directors and the board of supervisors of the supervised enterprises; Responsible for the selection, management, assessment and evaluation of external directors, and the establishment and dynamic adjustment of the talent pool of external directors; Investigate and recommend candidates for state-owned equity representatives such as directors and external (independent) directors. (9) Party Building Work Section.

Responsible for the party's grass-roots organization construction in state-owned enterprises and the team construction in party member; Responsible for the ideological construction, spiritual civilization construction and propaganda work of the party in state-owned enterprises; To guide the ideological and political work, corporate culture construction and United front work of state-owned enterprises; According to relevant regulations, guide and coordinate the work of trade unions, youth and women in state-owned enterprises; In accordance with the cadre management authority, guide and cooperate with the inspection work of the leaders of the supervised enterprises and the state-owned enterprises authorized by the municipal party Committee and put forward suggestions for appointment and removal; Assist in the management of leading bodies and members of state-owned enterprises at the central, provincial and overseas levels; To guide the training of talents and managers of enterprises under supervision and the management services of retirees; Undertake the daily work of SASAC party Committee.

(10) scientific and technological innovation sector.

To study and put forward policy suggestions for the supervised enterprises to implement the strategy of scientific and technological innovation, and coordinate the implementation of major scientific and technological policy projects; Study, formulate and organize the implementation of the digital economy strategy, planning and related measures of state-owned assets system, and support the research and application of artificial intelligence, big data and blockchain of state-owned assets system; Responsible for the scientific and technological innovation, brand building, credit system construction and information construction of the enterprises supervised by the organs and guidance. To undertake other tasks assigned by the leaders of the Committee.

(eleven) social responsibility department (petition work department).

In accordance with the responsibilities of the investor, contact the work of safety production, emergency management, energy conservation and emission reduction, environmental protection, etc. of the supervised enterprise; To undertake the work of maintaining stability of letters and visits by organs, and guide and contact the work of maintaining stability of letters and visits by supervised enterprises; Handle letters and visits from the masses to ensure smooth channels for letters and visits; Supervise and inspect the handling and implementation of letters and visits. (12) Party Committee (Personnel Section).

According to the relevant regulations, responsible for party organizations and party member team building; Responsible for the party's ideological construction, propaganda work, spiritual civilization construction and ideological and cultural construction; Responsible for the establishment of a national civilized city and the contact with village communities and voluntary service undertaken by the organs; Responsible for the construction of party style and clean government, discipline and style; Responsible for trade unions, youth, women, United front, caring for the next generation, double support and other work; Responsible for the establishment of institutions, cadres and personnel (including the annual assessment of the Committee's leading bodies, democratic life meetings and daily management), education and training, wages and benefits, retirees management and personnel file management. Responsible for the centralized education activities and central work of leading bodies, county-level cadres and cadres below the department level; Undertake the daily work of inspection.
