Article 1 These Regulations are formulated in accordance with the National Defense Law of People's Republic of China (PRC) and the National Defense Education Law of People's Republic of China (PRC), combined with the actual situation of this province, in order to enable citizens to enhance their national defense concept, master national defense knowledge, carry forward the spirit of patriotism, consciously fulfill their national defense obligations, and promote national defense construction, economic construction and socialist spiritual civilization construction. Article 2 National defense education is the foundation of building and consolidating national defense and an important way to enhance national cohesion and improve the quality of the whole people. Article 3 National defense education adheres to the principles of participation by the whole people, long-term persistence and paying attention to practical results, implements the principles of combining regular education with centralized education, combining popular education with key education, and combining theoretical education with behavioral education, and determines the corresponding educational content for different objects to organize and implement. Article 4 Strengthening national defense education is the common responsibility of the whole society. Receiving national defense education is a citizen's right and obligation according to law. Fifth state organs, political parties, social organizations, enterprises and institutions, urban and rural grassroots mass autonomous organizations, schools and citizens within the administrative area of this province shall abide by these regulations. Article 6 People's governments at all levels shall lead the work of national defense education within their respective administrative areas.

Local national defense education leading institutions at or above the county level shall be responsible for organizing, guiding, coordinating and inspecting the national defense education work within their respective administrative areas.

The offices of local national defense education leading institutions at or above the county level are responsible for the daily work of national defense education. Seventh national defense education leading institutions at all levels of responsibility:

(a) to publicize and implement the laws, regulations, principles and policies related to national defense construction;

(two) to formulate the national defense education plan within their respective administrative areas;

(three) to study and solve important problems in national defense education within their respective administrative areas;

(4) Organizing and coordinating relevant departments to carry out national defense education. Eighth national defense education office responsibilities:

(a) responsible for the specific implementation of the national defense education plan within their respective administrative areas;

(two) to be responsible for understanding and mastering the situation of national defense education and guiding the national defense education activities within their respective jurisdictions;

(three) responsible for the management and use of national defense education funds within their respective administrative areas; (four) responsible for other matters assigned by the leading institutions of national defense education. Article 9 National defense education is divided into social system and school system, which are divided into two levels: key education and universal education, and the educational content is organized and implemented in accordance with the relevant provisions of the law:

(a) in social national defense education, the staff of state organs, social organizations, enterprises and institutions, the heads of urban and rural grassroots mass autonomous organizations, militia and reserve personnel receive key education, and other citizens receive universal education;

(2) In national defense education in schools, students from institutions of higher learning, senior middle schools and schools equivalent to senior middle schools receive key education in combination with military training, and students from junior middle schools and primary schools receive universal education. Article 10 The object of universal education should understand citizens' national defense obligations and rights, learn national defense history, national defense geography and military common sense, and take good care of national defense facilities.

The object of key education should not only accept the content of universal education, but also learn professional knowledge and general military skills such as national defense theory, national defense law, national defense science and technology, national defense economy and so on. Eleventh national defense education teachers can be selected from the following personnel:

(a) leading cadres at all levels, retired cadres, heroes and model figures and national defense education teachers;

(2) Military cadres and teachers in military academies;

(3) People's armed cadres, demobilized military cadres, veterans, militia and reserve cadres;

(4) Other persons suitable for receiving national defense education.

Leading institutions of national defense education at all levels shall, according to actual needs, organize the training of national defense education teachers. Twelfth social national defense education by the national defense education leading institutions at all levels of unified deployment, departments and units designated institutions or personnel to implement.

National defense education in schools is organized by the education administrative departments at all levels, with the assistance of the resident military units, and implemented by each school. Thirteenth national defense education base by the provincial people's government approved the naming.

The national defense education base should be open to organized primary and secondary school students free of charge, and open to the public free of charge on National Defense Education Day (the third Saturday in September every year).

Martyrs' cemeteries, revolutionary sites and other places not named as national defense education bases, such as museums, memorial halls, science and technology museums, cultural centers and youth palaces, shall provide convenience for citizens to receive national defense education, and give preferential treatment or free of charge to organized national defense education activities. Article 14 National defense education shall use the national defense education program compiled by the state. The offices of local national defense education leading institutions at or above the county level or relevant departments can organize the compilation or selection of national defense education textbooks according to the national defense education syllabus, aiming at different regions and different types of educational objects, and combining the requirements of modern national defense with the characteristics of the region and the department. Fifteenth local national defense education leading institutions at or above the county level shall organize national defense education activities on the national defense education day every year.

All departments and units shall, in light of their respective characteristics, carry out various forms of national defense education activities on National Defense Education Day.

The offices of local national defense education leading institutions at or above the county level or relevant departments shall, according to the development trend of world military reform, constantly innovate the contents, forms and methods of national defense education, and enhance the attraction and appeal of national defense education for all.
