(1), define responsibilities and standardize behaviors. After the establishment of the administrative examination and approval department, on the basis of the original government affairs center, our department has formed a series of system documents, such as the post responsibilities, work discipline, civilized language, code of conduct, service commitment and so on. After all the staff are in place, they will immediately organize learning and implementation. In August this year, the relevant rules and regulations of the government affairs sub-center were compiled and printed into "Sunshine Government Affairs Manual" to clarify responsibilities and expand influence.
(2) Strengthen training and improve service skills. Our department has designated March and April as market learning months. By organizing business training, every staff member in the adjusted market will enter the role as soon as possible, be familiar with the business process of administrative examination and approval, and understand relevant laws and regulations. Our department also improves the comprehensive quality through rotating market staff, cultivates everyone's ability to see "comprehensive outpatient service", and strives to achieve the purpose of user consultation and full answer.
(3) Standardize the market consultation system. Market consultation is an effective way to solve irregular handling matters and difficult problems. After the establishment of our department, the procedures, participating units and time of land market consultation were clarified. This year, * * * held 18 consultation meetings, and consulted 1 14 projects, of which 108 were solved, including 10 left over from history.
(4) Standardize the field survey procedures. In the past, business acceptance pre-investigation, land evaluation and land transfer all required on-site reconnaissance. After coordination with relevant business departments, we merged all businesses that needed exploration, and organized relevant departments to conduct unified on-site exploration, so as to reduce procedures and improve efficiency. This year, * * * organized various business departments to conduct joint reconnaissance for 25 times, reconnaissance project 120.
(5), actively carry out the activities of "window service into the community" and "land use approval into the township". From June 5438+ 10 this year, our department, together with the discipline inspection office, the real estate office and the distribution center, launched the "window service into the community" activity. We organize relevant staff to provide on-site service in the community during the weekend break, and handle the procedures of housing transaction transfer and land registration and certification for residents. In addition, our department, together with the Land Use Division and the Urban Sub-bureau, went to villages and towns to handle the examination and approval of building land for villagers, and those who passed the examination and approval issued the approval of construction land on the spot. These activities have been welcomed and affirmed by the masses, and at the same time, they have further enhanced the social image of our bureau.
(6) In order to improve the accuracy of our staff in handling business and further improve the e-government system, our office agreed to establish our business * * * information sharing system, and released the Zhuzhou Municipal Bureau of Land and Resources administrative examination and approval * * * information sharing system on August 3rd. This system stipulates the information content, implementation plan, assessment and accountability methods of the information sharing system that our bureau should implement in the process of business handling. At present, the information center of our bureau is establishing an information sharing platform.
(7) In order to further improve the efficiency and service quality of the business departments of our bureau, our department, together with the discipline inspection and supervision office, issued the Notice on Accountability of the Sponsor for the Implementation of the E-government Approval Process on August 3. In the notice, the custody responsibility of the business custody department was clarified, and the bureau leaders were authorized to approve e-government during their absence. After the notice was issued, the phenomenon of business overtime, especially the overtime approved by the bureau leaders, was greatly reduced.
(8) According to the relevant requirements of the municipal government's Work Plan for Standardizing the Internal Process of Administrative Examination and Approval (Licensing) of Relevant Units, our bureau issued the Work Plan for Standardizing the Administrative Examination and Approval Process of Zhuzhou Municipal Bureau of Land and Resources on May 25th, which comprehensively deployed the overall process of administrative examination and approval. My department conducted research on 47 existing administrative examination and approval processes of our bureau, and formulated the Discussion Draft on Standardizing Administrative Examination and Approval Processes of Zhuzhou Municipal Bureau of Land and Resources, which was distributed to all business departments and secondary institutions for comments on June 3rd. On June 12, the administrative examination and approval department summarized the opinions on process improvement reported by various business departments and secondary institutions. On June 13, members of the Office of the Leading Group for Standardizing the Administrative Examination and Approval Process were convened for collective discussion, and the Draft Plan for Standardizing the Administrative Examination and Approval Process of Zhuzhou Municipal Bureau of Land and Resources was drawn up. On June 22nd, the first draft plan was submitted to the bureau leaders for approval, and on June 23rd, the formal plan was submitted to the municipal government service center. On August 12, Deputy Director He Anguo presided over the front and back office work coordination meeting. At the meeting, our department put forward the problems that need the support and solution of the back-office business department, and the related problems were discussed and solved at the meeting. At the same time, the meeting also re-discussed the "Zhuzhou Municipal Bureau of Land and Resources Standardized Administrative Examination and Approval Process Plan (Draft)" reported to the Municipal Government Affairs Center, studied 4 1 electronic business processes in turn, optimized them again, and compressed the processing time limit of 22 electronic business processes on the original basis.
(9) In July this year, our department reported to the leaders of the Bureau and agreed to establish the duty system of the leaders of the Bureau of Land and Mineral Markets and the duty system of the business section chief. Starting from August 3rd, all party member and responsible persons of nine main business departments of the Bureau will be on duty at the land market service desk in turn. Bureau leaders require to be on duty for at least one hour every morning and afternoon, and the business section chief is on duty all day to solve the business problems in the service desk business acceptance process and coordinate the related contradictions in the business handling process.
(10), improve service facilities. In April this year, combined with the unveiling of the rural collective land circulation market in our city, in order to further facilitate the masses, our department printed more than 40,000 service guides for 47 businesses that established electronic government process, which was well received by the offices and the masses. In August, our department made all the global charging items into public signs for publicity. In September this year, with the approval of the bureau leaders, in order to speed up the work efficiency of the reception desk and facilitate the people to handle affairs, five computers were updated in the scanning room of our center, a large graphic scanner with a value of 1 30,000 yuan was added, and1copier was purchased in the government hall, so that users no longer need to go upstairs and downstairs to copy related materials. At the same time, in order to better serve the masses, our department has also set up a guide system.
(1 1) According to the instructions of Minister Xu of the Ministry of Land and Resources and the leaders of the municipal government, the rural collective land circulation market was piloted in our city on May 12, and the Standing Committee of the Municipal Party Committee and the executive deputy mayor personally unveiled the rural collective land circulation market in Zhuzhou City. According to the unified deployment of our bureau, our department has formulated the work plan of market unveiling, actively prepared relevant work, strengthened coordination with the Municipal Agricultural Office, and successfully completed this task.
(12) Since the beginning of the year, our department has actively carried out the activities of "establishing a municipal demonstration window for administration according to law". After the examination of the leading group of municipal administration according to law, the government affairs hall of our bureau fully meets the requirements of demonstration and passed the acceptance. At the same time, in view of the characteristics of young market personnel and window service departments, our department actively coordinated the general branch of the bureau to carry out the activities of creating youth civilization numbers. After investigation and appraisal by the Communist Youth League Committee, our department was awarded the honorary title of "Zhuzhou Youth Civilization" in April this year.
