Preparation for acquisition:

(1) Strengthen publicity.

Each tobacco station should seriously publicize the mode of specialized decentralized collection and original collection by holding seminars for tobacco farmers, posting slogans, hanging banners, making publicity columns, distributing a letter to tobacco farmers, etc., so that cadres and tobacco farmers can clearly understand the purpose, significance, policy requirements, methods and processes of specialized decentralized collection of tobacco leaves, and actively strengthen communication and coordination with the local government to obtain the active support and participation of cadres and tobacco farmers.

It is necessary to comprehensively improve the understanding of the importance of specialized tobacco harvesting, improve the quality awareness and integrity awareness of tobacco farmers, and enhance the consciousness of specialized grading as required.

(2) Strengthen training.

First, it is necessary to carry out training on the new mode of tobacco leaf collection. Before purchasing tobacco leaves, organize relevant personnel of cooperatives and tobacco stations to carry out centralized training, focusing on the acquisition process, work requirements, work priorities and related matters needing attention of the new mode of tobacco leaf purchase.

The second is to carry out professional grading training. After tobacco leaves are baked, each tobacco station should organize tobacco purchasers, tobacco farmers and professional grading service members to carry out grading training to improve the grading level.

Third, it is necessary to strengthen the ideological and moral education, clean government awareness and legal education for the person in charge of tobacco stations and tobacco purchasers, and improve the ideological quality and professional ethics of tobacco purchasers.

(3) Improve facilities.

In line with the principle of meeting demand, economy and practicality, the tobacco department should earnestly improve the transformation of its own purchasing stations and places. If there is no fixed purchasing place, the township (town) government needs to provide purchasing places that meet the requirements of exclusive distribution. Supporting facilities and equipment for tobacco leaf collection should be installed and debugged before mid-July to ensure the normal purchase of tobacco leaves.
