Ministry of Housing and Urban-Rural Development: Vigorously promote the construction of livable environment for the elderly in combination with urban renewal and other work
On February 9, 65438, the State Council held a press conference. Kelly, director of the Department of Building Energy Conservation and Science and Technology of the Ministry of Housing and Urban-Rural Development, and Wang Haidong, director of the Department of Aging Health of the National Health and Wellness Commission, introduced "the State Council's Opinions on Strengthening Aging Work in the New Era" and answered questions from reporters.

Kelly said that in the next step, the Ministry of Housing and Urban-Rural Development will implement the Opinions on Strengthening Aging Work in the New Era, implement the new development concept, and vigorously promote the construction of a livable environment for the elderly and accelerate the construction of an elderly-friendly society in combination with urban renewal and urban renewal.

First, promote and strengthen the overall management of urban planning and construction, and promote the balanced allocation and systematic layout of facilities such as pension, medical and health care, culture and sports. The second is to carry out the upgrading project of urban ecological restoration function, and promote the solution of shortcomings such as insufficient urban old-age facilities, imperfect barrier-free facilities and insufficient activity venues.

The third is to carry out the short-board action of urban residential community construction, combine the transformation of old urban communities, promote the construction of complete residential communities, build a 15-minute living circle, and support home and community pension. The fourth is to promote the transformation and utilization of existing old houses, husband buildings and old factories, promote elevator installation and barrier-free environment construction, and facilitate the elderly to travel and participate in social activities.

According to the new media report of Viewpoint Real Estate, Kelly said that he will adhere to the people-centered development idea, integrate the concepts of active aging and healthy aging into all aspects of urban planning, construction and management, and integrate into all aspects of urban transformation and development, and strive to create a livable environment for the elderly.

The first is to promote the construction of barrier-free environment. Taking the creation of a national barrier-free city as the starting point, we will guide all localities to implement laws, standards and norms for barrier-free environment construction in urban planning, construction and management. During the "Thirteenth Five-Year Plan" period, the Ministry of Housing and Urban-Rural Development, together with relevant departments, named and commended 146 cities, counties, towns and villages that created barrier-free environment in China.

In June this year, 5438+065438+ 10, the Ministry of Housing and Urban-Rural Development, together with the China Disabled Persons' Federation and other departments 12, issued the 14th Five-Year Plan for barrier-free environment construction, proposing that by 2025, the systematic, complete and inclusive level of barrier-free facilities in urban and rural areas will be significantly improved, requiring the barrier-free facilities construction rate of urban roads and public buildings to reach100.

Second, promote the transformation of aging. Mainly promote the transformation of old urban residential areas and the transformation of aging. In July 2020, the Guiding Opinions on Comprehensively Promoting the Renovation of Old Residential Areas in Cities and Towns submitted to the General Office of the State Council proposed that the renovation of old residential areas completed before the end of 2000 should be the focus, emphasizing the renovation and construction of residential areas and surrounding facilities suitable for the elderly, barrier-free facilities, cultural and leisure facilities, sports and fitness facilities, and elevators should be installed in buildings with conditions.

By the end of the 14 th Five-Year Plan, we will strive to basically complete the task of transforming old urban communities. Since 20 19, a total of 20 million old urban communities have been renovated 1 12000, benefiting more than 20 million households. Nearly 20,000 elevators were installed in old urban communities nationwide, and nearly 30,000 community service facilities such as providing for the aged and helping meals were added or upgraded.

In addition, the Ministry of Housing and Urban-Rural Development has also strengthened coordination and cooperation with relevant departments. Together with health, education and other departments 12, and with the National Development and Reform Commission and the Ministry of Civil Affairs, it has carried out actions to fill the shortcomings in urban residential community construction, promote property service enterprises to develop residential community pension services, and explore a new model of "property service pension services". In conjunction with the Ministry of Civil Affairs, the National Development and Reform Commission and other nine departments, we will speed up the implementation of the aging transformation project for the elderly at home and improve the safety, convenience and comfort of home living facilities and equipment.

Third, improve the relevant engineering construction standards. Including the formulation and publication of the full-text mandatory engineering construction specification "General Specification for Barrier-free Construction and Municipal Engineering", which puts forward mandatory requirements for the construction, operation and maintenance of barrier-free facilities in newly built, rebuilt and expanded municipal and architectural projects; National standards such as the Standard for Barrier-free Facilities and the Standard for Planning Facilities for the Elderly in Cities and Towns were revised and issued. According to the physiological characteristics and psychological needs of the elderly, the planning and layout of facilities for the elderly and technical indicators such as sunshine, ventilation, cold prevention, lighting and disaster prevention were specified in detail.

Industry standards, such as Architectural Design Standard for Facilities for the Aged and Technical Specification for Functional Transformation of Existing Residential Buildings, have been issued, which have stipulated the aging transformation of public parts such as entrances and exits, stairs, public walkways and elevators of existing residential buildings, as well as the construction of intelligent system engineering for aged care services. At the same time, it has guided Beijing, Shandong, Zhejiang and other places to issue some local standards, which has provided important support for the construction and transformation of anti-aging homes and communities.
