The effect of canceling provincial toll stations and promoting electronic toll collection (ETC) on expressways has initially appeared.

To cancel the provincial toll stations of expressways, it is necessary to comprehensively upgrade the software and hardware systems of all toll stations and toll lanes in China to realize interconnection and mutual recognition. In view of the problems such as unstable operation and abnormal charge amount in a few areas in the early stage of system switching, the Ministry of Transport sorted out the accounts in real time and set up a one-to-one working group to guide and help the relevant areas solve problems, ensure the system operation, ensure the smooth flow of stations and ensure safety and stability. The first is to strengthen technical research. Set up a technical support team and organize six technical backbone teams to provide technical guidance and help to provinces with weak technical strength and unstable operation, and help relevant provinces to improve the operation system of provincial stations and solve various problems in operation. The second is to strengthen unblocking and ensuring smoothness. Set up a group to unblock congestion and ensure smoothness, establish a three-level dispatching linkage mechanism of the Ministry of Transport, the provincial department of transportation and the expressway toll station, and implement 24-hour monitoring of the national networked toll stations and expressway toll stations. If it is found that the congestion length is more than 500 meters, the coordination mechanism will be started immediately, and the diversion will be dispatched in time to prevent large-scale traffic jams. The third is to strengthen the audit of fees. In view of the rising charges reflected by some citizens, we urge and guide all localities to carefully examine the tariff schedules of provinces (autonomous regions and municipalities), strictly implement the requirements of "two guarantees" and "one reduction", seriously accept complaints from citizens, verify, handle and reply the clues reflected by citizens one by one, and resolutely safeguard the legitimate rights and interests of highway users.

Through the joint efforts of all parties, the whole network presents the characteristics of "two stability, two improvement and four reduction". Two stabilities, that is, the new network charging system, achieve basically stable operation. Except for the initial stage of system switching, the lane and toll station systems in various places basically maintained stable and orderly operation. The traffic volume of the whole network increased from 26.52 million vehicles on 1 to 30.65 million vehicles on 14. The utilization rate of public transport ETC vehicles remains at around 76%. "Two improvements" means that the utilization rate of freight cars' ETC has steadily increased from 1 7.04% on1to 19.65% on 14. The speed of vehicles passing through the entrance and exit toll stations increased by 13% compared with the same period of last year. The time for passenger cars to pass the provincial boundary is reduced from 15 seconds to 2 seconds, and the time for trucks to pass the provincial boundary is reduced from 29 seconds to 3 seconds.
