1. Strengthen education and training, improve the awareness and skills of self-prevention, treat the contractor's employees as formal employees of the enterprise, incorporate them into the education and training plan of the factory and operation area, and strengthen safety education and training.
2. Pay special attention to the three-level HSE education when entering the factory, so that all contractor personnel can initially understand the hazards and precautions existing in the enterprise.
3, pays special attention to the safety production laws and regulations, enterprise system training. Clear safety responsibilities, rights and obligations.
4, pay special attention to the popularization of safety knowledge and education, master the production process, operation process, workplace hazards and their harmfulness, the role of personal protective equipment and wearing knowledge and requirements.
5. Pay special attention to the training of self-protection skills, master the knowledge of emergency response, on-site first aid and mutual rescue, and improve self-protection awareness and basic skills.
Current situation of contractor safety management:
1, the security system is imperfect and there is no effective self-monitoring. Subcontractors should set up safety management institutions and be equipped with full-time security officers according to the proportion of project area, number of people or total project cost. However, due to the weak management foundation and cost reduction, contractors often have problems in the construction process, such as imperfect safety organization system, inadequate safety management personnel and lack of effective self-supervision.
2. The safety and reliability of equipment and facilities are poor. The delay in the payment of construction-related funds has caused the contractor's equipment and facilities to be updated slowly. At the same time, the equipment and facilities used by the contractor are outdated, the maintenance can't keep up, and the inspection is not timely, which increases the possibility of accidents caused by the defects of equipment and facilities.
When leasing equipment and facilities, most contractors often do not pay attention to the verification of relevant procedures and inspection certificates, and do not specify the rights and obligations of both parties in the lease agreement, which has buried hidden dangers of accidents.
3. The quality of workers is generally low. In the project construction, most of the management personnel of the contractor hold several positions, which is easy to lead to inadequate management due to the lack of necessary management personnel. The foreign workers in the project construction, with low education level, lack of professional training, frequent personnel turnover and lack of self-protection consciousness, have become a special group with frequent accidents.
4. Low investment in safety protection. The state stipulates that the safety production cost of petrochemical projects is 1.0% of the total cost of Jian 'an projects. However, the contractor's protective equipment is not in place and the on-site safety protection is not perfect due to the construction unit's failure to allocate relevant expenses in time, tight construction period, weak awareness of safety protection and lax requirements of the owner.
5. Insufficient ability to avoid accident risks. Most contractors did not buy industrial injury insurance, accidental injury insurance and other types of insurance, and lacked the corresponding compensation ability after the accident, which caused adverse social impact. At the same time, due to joint liability, it has a great influence on the reputation and interests of the general contractor.
