The Regulations on Cadre Education and Training is applicable to the cadre education and training of Party organs, people's congresses, administrative organs, CPPCC organs, judicial organs, procuratorial organs and other organs included in the scope of implementation of the Civil Service Law and organs (units) managed with reference to the Civil Service Law.

State-owned enterprises and institutions that do not refer to the civil service law shall be implemented with reference to these regulations in light of their respective characteristics.
