The target of initial training is newly recruited civil servants. The training content mainly includes the party's theory, line, principles and policies, ideals and beliefs, party spirit education, laws and regulations on civil servant management, working methods of organs, and confidential knowledge. The purpose of the training is to make the newly recruited civil servants clear their responsibilities and work contents, initially master the basic knowledge, working procedures and working methods needed for the work, build a solid foundation of faith, politics, honesty and ability, and improve their political quality and professional ability to adapt to the work of the organs. The initial training is organized by the competent department of civil servants and completed during the probation period. Newly recruited civil servants who have not participated in the initial training or failed the initial training assessment cannot be graded.
On-the-job training targets civil servants who have been promoted to leadership positions. The training content mainly includes the party's theory, line, principles and policies, party spirit education, leadership science, clean government education and professional knowledge related to its post. The purpose of training is to improve the political ability and organizational leadership ability of civil servants who have been promoted to leadership positions through training. On-the-job training should be conducted before or within 1 year after the recruitment of civil servants. Civil servants who have been transferred to organs to hold leadership positions shall participate in on-the-job training in accordance with regulations. Civil servants who have not participated in on-the-job training or failed in on-the-job training assessment shall be dealt with according to different situations and relevant regulations.
The object of specialized business training is civil servants engaged in special work. The purpose of training is to help civil servants to make up for the shortcomings of weak knowledge, insufficient ability and blind experience and improve their professional ability and professionalism through the training of professional skills and professional style required for special work. The content, time and requirements of specialized business training shall be determined by the competent authority according to needs. Civil servants who fail to pass the examination of specialized business training shall not engage in specialized business work.
On-the-job training is open to all serving civil servants. The training content mainly includes the party's theory, line, principles and policies, party spirit education, constitutional laws and regulations, and new knowledge and skills needed to broaden horizons, innovate work and improve quality. The purpose of training is to help all civil servants to strengthen their ideals and beliefs, improve their political quality, update their knowledge structure and improve their ability to adapt to the new era, achieve new goals and implement new arrangements according to the needs of the development of the party and the country. The specific content, time and requirements of on-the-job training shall be determined by the competent departments and organs of civil servants at all levels according to their needs. Civil servants who fail to pass the on-the-job training assessment shall not be determined as excellent in the annual assessment.
