Division of authority for qualification examination and approval of evaluation institutions
Grade A qualification shall be examined by the safety production supervision and management departments of provinces, autonomous regions and municipalities directly under the Central Government and provincial coal mine safety supervision institutions, and approved by the State Administration of Work Safety.
Grade B qualification shall be audited by the municipal safety production supervision and management departments and coal mine safety supervision sub-bureaus with districts, examined and approved by the provincial safety production supervision and management departments and provincial coal mine safety supervision institutions, and certificates shall be issued.
Division of labor of qualification evaluation institutions of Party A and Party B
A safety evaluation institution with Grade A qualification may engage in safety evaluation activities nationwide in accordance with the determined business scope.
A safety evaluation institution with Grade B qualification may engage in safety evaluation activities in its provinces, autonomous regions and municipalities directly under the Central Government according to the determined business scope.
Construction projects or enterprises that must be undertaken by safety evaluation institutions with Grade A qualifications are:
1. Construction projects approved (approved and put on record) by the State Council and its investment authorities.
2. Construction projects across provinces, autonomous regions and municipalities directly under the Central Government.

Conditions for obtaining Grade A qualification

Safety pre-evaluation and safety acceptance evaluation of construction projects shall not be entrusted to the same safety evaluation institution.

2. Evaluation criteria
Safety evaluation institutions and their employees shall not engage in the following acts in safety evaluation activities:
(1) disclosing the technical secrets and business secrets of the appraised object.
(2) Forging, transferring or leasing qualifications and qualification certificates.
(3) engaging in safety evaluation activities beyond the business scope of qualification certificates.
(four) issued a false or seriously untrue safety evaluation report.
(5) Subcontract safety evaluation projects.
(6) Change and simplify the bid evaluation procedures and related contents without authorization.
(seven) working in two or more safety evaluation institutions at the same time.
(8) Deliberately belittle and denigrate other safety evaluation institutions.
(9) Employees do not go to the site to carry out safety evaluation activities.
(10) Other acts violating laws, regulations and rules.
3. Internal management of evaluation institutions
The safety evaluation institution shall establish and improve the internal management system and the safety evaluation process control system.
4. Inter-provincial management
A safety evaluation institution with Grade A qualification shall fill in the Inter-provincial Evaluation Report Form of Safety Evaluation Institutions with Grade A qualification, report it to the provincial safety production supervision department and the provincial coal mine safety supervision institution where the evaluation project is located for the record, and accept its supervision and inspection.
