Chapter I General Provisions Article 1 In order to standardize the management of security training institutions by public security organs and maintain the order of the security training market, these Measures are formulated in accordance with the Administrative Licensing Law of People's Republic of China (PRC) and the Decision of the State Council Municipal Government on Setting Administrative Licensing for Administrative Examination and Approval Items that Need to Be Preserved. Article 2 The establishment of security training institutions within the territory of People's Republic of China (PRC) shall abide by these Measures.

The term "security training institution" as mentioned in these Measures refers to the organization that conducts security laws, security precautions and other knowledge and skills training for personnel engaged in or preparing to engage in security services. Article 3 Safety training shall follow the principles of honesty and credit, fair competition, standardized management and voluntary compensation. Chap II establishment of security training institution article 4 that establishment of a security training institution shall meet the following conditions:

(1) An organization that establishes a security training institution shall have the status of a legal person, and an individual that establishes a security training institution shall have full capacity for civil conduct;

(2) Having campuses and school buildings suitable for the training scale;

(3) Having training venues, libraries, reading rooms, experimental and internship facilities and equipment that match the training contents and meet the training requirements;

(4) Having full-time and part-time teachers suitable for the training content and scale, among whom the security teachers must have a college degree or above and have more than five years of public security or security work experience;

(5) The registered capital is more than1000000 yuan;

(6) The applicant, investor, legal representative, manager and teacher have no intentional criminal record and mental illness history;

(seven) the main person in charge shall have the work experience of political and legal organs, the army or education and training. Article 5 To apply for the establishment of a security training institution, an Application Form for the Establishment of a Security Training Institution shall be filled out, and the following materials shall be submitted to the public security organ of the local municipal people's government with districts for examination:

(a) the establishment report, including the applicant, the name of the training institution, training objectives, training scale, training level, training content, training conditions and internal management system;

(two) the source of assets, the amount of funds and valid documents, and clarify the ownership of property rights;

(three) the relevant qualification documents of the applicant, legal representative, management personnel and teachers. Article 6 After receiving the above application materials, the public security organ of the municipal people's government with districts shall handle it in accordance with the following provisions:

(a) the application materials meet the requirements, and issue a written certificate of receipt of the application materials;

(two) the application materials are incomplete or do not meet the statutory form, it shall inform all the contents that need to be supplemented at one time on the spot;

(3) If the application materials are wrong, the applicant shall be allowed to correct them on the spot.

The public security organ of the municipal people's government with districts shall complete the examination within seven days after receiving the application materials, and submit the preliminary examination opinions and all the application materials directly to the public security organ of the provincial people's government for examination. The public security organ of the provincial people's government shall not require the applicant to provide the application materials repeatedly. Article 7 After the public security organs of the provincial people's governments receive the application materials and audit opinions, the public security organs of the municipal people's governments with districts shall handle them in accordance with the following provisions:

(a) in line with the application conditions, it shall accept and issue a written certificate;

(two) the licensing matters that do not belong to the scope of authority of this organ or the provisions of these measures shall be decided immediately not to accept, and a written certificate shall be issued. Article 8 For an accepted application, the public security organ of the provincial people's government shall examine the feasibility and authenticity of the following materials submitted by the applicant, and conduct on-site inspection on the campus and facilities construction of the training institution:

(1) An application form for establishing a security training institution;

(2) A report on the establishment of a safety training institution;

(three) campus, school buildings, funds and other related documents;

(4) Qualification documents of relevant personnel.

The public security organ of the provincial people's government shall, within 20 days from the date of accepting the application, make a written decision on approval or disapproval. If a security training institution is permitted to be established, it shall also issue a security training license and report it to the Ministry of Public Security for the record; In case of disapproval, a written certificate of disapproval shall be issued to inform the applicant and explain the reasons. Article 9 After obtaining the safety training license, the applicant shall go through the relevant legal procedures with the relevant departments in accordance with relevant laws and regulations. Article 10 If a safety training institution needs to change its name, domicile, legal representative, president (dean), investor or training type after its establishment, it shall go through the change formalities at the public security organ that issued the safety training license within 20 days after the change. Eleventh "safety training license" is valid for five years. If it is necessary to extend the validity period, the safety training institution shall go through the license extension formalities at the issuing authority within three months before the expiration of the validity period. The issuing authority shall conduct an examination in accordance with these measures, and extend the time limit for those who meet the conditions; Do not meet the conditions, no extension, and explain the reasons. Twelfth legally established education and vocational training institutions (including martial arts schools) to carry out safety training, in accordance with these measures. Chapter III Daily Management Article 13 Students recruited by security training institutions must meet the following conditions:

(a) China citizens aged eighteen to fifty;

(2) The height of male is not less than 160 cm, and that of female is not less than155 cm;

(3) Being in good health, and having no history of mental illness and other diseases that can't control the capacity for behavior;

(four) junior high school education or above;

(5) Having no intentional criminal record.
