In order to fully implement the spirit of the 16th National Congress of the Communist Party of China and the Third and Fourth Plenary Sessions of the 16th Central Committee, further strengthen the construction of village-level teams, promote the healthy development of rural economy and social undertakings, promote social stability in rural areas, and ensure the realization of the Party's reform and development goals in rural areas, we hereby put forward the following opinions.

First, fully understand the new situation and new problems, and enhance the sense of urgency of village-level team building.

Strengthening the construction of village-level team is an important organizational guarantee for smoothly promoting rural reform, development and stability. In recent years, Party committees at all levels in X City have attached great importance to the construction of village-level teams. Through the in-depth development of "three-level joint creation" activities, the construction of X village-level team has achieved certain results, the rural landscape has been further improved, the rural economy has developed steadily, and farmers' income has continued to increase. However, there are still some problems in the construction of X village team, such as the lack of creativity, cohesion and combat effectiveness of some village teams, the weak collective economy of the village, and the "no money to do things" of the village team; In a few villages, the role of the "two committees" team is not well played and its prestige among the masses is low; Some village cadres are rigid and conservative, and their ability is not strong, so they can't play the leading role of the backbone; Party member in rural areas is aging, with low quality, and the village-level team lacks successors. At the same time, we should also see that with the adjustment of rural tax and fee policies, village-level income has been greatly reduced, and it is difficult for some village-level teams to maintain normal operation. If these problems are not solved well, it will be difficult for village-level organizations to perform their duties well, and the creativity, cohesion and combat effectiveness of rural grassroots organizations will be seriously weakened, even affecting rural economic development and social stability, and affecting the stability of the party's political power and ruling foundation in rural areas. "The foundation is not strong, and the ground shakes." Party organizations at all levels should fully understand the importance and urgency of strengthening village-level team building under the new situation from a political and strategic perspective, and further strengthen and improve village-level team building.

To strengthen the construction of village-level team, we must take Deng Xiaoping Theory and Theory of Three Represents as the guidance, thoroughly implement the spirit of the 16th National Congress of the Communist Party of China and the Third and Fourth Plenary Sessions of the 16th National Congress, and establish and improve the mechanism of selection, training, assessment, funding guarantee, incentive and restraint around developing rural economy, increasing farmers' income, deepening rural reform, maintaining rural stability and improving the Party's ruling ability in rural areas. Cultivate and bring up a lean, efficient, diligent, honest, young, high-quality and enterprising team of village-level cadres, constantly improve their creativity, cohesion and combat effectiveness, and provide a strong organizational guarantee for doing a good job in agricultural and rural work in the new period, building a well-off society in an all-round way, and realizing the goal of "building a top 100 national enterprises, promoting second entrepreneurship and realizing leap-forward development" put forward by Committee X.

Two, improve the mechanism, and constantly improve the creativity, cohesion and combat effectiveness of the village team.

It is necessary to establish and improve the selection and training, assessment and evaluation, funding guarantee, incentive and restraint mechanisms of village-level teams and cadres, and establish a standardized operation system that combines "responsibility, power and benefit" with "performance, rewards and punishments".

(1) Establish and improve the selection and training mechanism, and select the best and strengthen the village-level team. The selection and appointment of villagers' group members should adhere to the principles of having both ability and political integrity, appointing people on their merits, being recognized by the masses, being democratic and open, and paying attention to actual results. The new members of the village-level team must be decent, fair, democratic, honest and diligent, and have strong ability to lead the masses to get rich and promote the development of the collective economy. We should focus on the selection of village party branch secretaries. In terms of selection methods, the methods of "two suggestions and one selection" and "two direct elections" are adopted, and internal selection, external recruitment, dispatch and part-time work are adopted, with emphasis on selecting the best among young farmers, veterans, rich experts and highly educated business operators. Encourage X, township cadres to serve as village party branch secretaries, and solve their treatment through part-time and part-time salary. In the village as the secretary of the village party branch and completed the prescribed objectives and tasks for two consecutive years, government cadres who meet the selection conditions of party and government cadres can enjoy the treatment of a higher rank after passing the examination; Those who have completed their objectives and tasks for three consecutive years, achieved outstanding results, and cultivated new candidates for village party branch secretaries may be transferred to real posts. The appointment of the village party branch secretary by the township (street) party Committee must be reported to the organization department of the X Committee for pre-approval and filing. Strengthen the training of village-level reserve cadres. The township (street) Party Committee selects a group of village-level reserve cadres under 40 years old with high school education or above according to the ratio of 1: 1 to the current village-level cadres, and implements dynamic management, focusing on training through centralized training, academic education, job training and other measures.

It is fundamental to strengthen the construction of village-level teams and improve the quality of cadres. In accordance with the relevant regulations and requirements, we should focus on educating and training the secretary of the village party branch, the director of the village Committee and the members of the new team, and strive to improve their political quality and working ability. Education and training should adhere to the principle of "focusing on urgent needs and focusing on effective utilization", focusing on training political theory, market economy knowledge, legal knowledge, practical agricultural technology and village-level management. Continuously improve training methods and adopt flexible and diverse forms to effectively enhance the effectiveness of training. Committee X conducts training for the secretary of the village party branch and the director of the village committee for not less than 5 days every year; Other village-level team members are trained by township (street) party committees for not less than 7 days each year. X township party committees, government leaders and heads of relevant departments give lectures respectively. At the same time, village cadres are encouraged to participate in various forms of academic training, relying on X Party School and X Agricultural Broadcasting School to hold academic classes for village cadres, so that more village "two committees" cadres can reach secondary school education or above.

(two) establish and improve the evaluation mechanism, the implementation of quantitative management of village groups. The township (street) Party committee shall, according to the overall planning for the development of various undertakings in rural areas and in combination with the actual situation of each village, formulate corresponding term goals and annual goals for the village group. The term goal and annual goal should mainly include: implementing the superior policies, completing the tasks of the superior party committees and governments, developing village-level economy, increasing farmers' income, stabilizing rural areas and developing social undertakings, providing village-level services, and doing practical things for the masses. The goal of economic development should highlight the requirements of village collective operating income, developing private economy, increasing industrial and commercial tax and adjusting industrial structure. Social development goals should meet the requirements of family planning, safe construction, letters and visits, public welfare undertakings and improvement of village appearance. The goal of carrying out village-level services and doing practical things should be combined with the commitment system of village-level cadres, and the opinions of the masses should be listened to when determining the goal. After the goal is determined, it is necessary to make a public commitment and let the masses accept it. The work objectives of village-level teams are determined by township (street) party committees according to economic and social conditions, development potential and the situation of village teams. It is necessary to adhere to the principle of "timely and appropriate, differentiated and pragmatic", make it as detailed, quantitative and concrete as possible, prevent hollowing out, and reflect the incentive, scientific and operability. While setting goals, it is necessary to clarify the responsibilities that each village cadre should bear. The completion of the work objectives of the village-level team is assessed by the township (street) party Committee and government, and the organization department of the X Committee specifically guides and controls the assessment. It is necessary to formulate a set of perfect assessment methods for the target responsibility of village-level teams, combining peacetime assessment with comprehensive assessment. The usual assessment mainly records the completion of routine work, and conducts a comprehensive assessment every six months, which mainly reflects the completion of the target and the democratic appraisal of cadres by the masses in party member. The assessment results serve as the main basis for granting performance subsidies to village-level cadres and an important reference for village-level teams to evaluate first.

(3) Establish and improve the funding guarantee mechanism to ensure the normal operation of village-level teams. In accordance with the requirements of the Notice on Implementing Financial Transfer Payment Funds to Ensure the Normal Operation of Village-level Organizations issued by the Organization Department of X Municipal Committee and the Finance Department of X [200x] XX, in order to ensure the normal operation of village-level teams, from this year on, village cadres' subsidies and village-level operation funds will be solved by X and township finance as a whole. After overall planning, the village "two committees" cadres enjoy fixed subsidies. In 2005, the fixed subsidy standard for the secretary of the village party branch was temporarily controlled at an average of 2,500 yuan per person per year, and other members of the "two committees" were paid at 70% of the subsidy for the secretary of the village party branch. Members of other village-level organizations, group leaders of villagers, etc. Enjoy the allowance for lost time, paid from the village-level operating funds and the village collective operating income, and it is forbidden to charge the villagers. Strictly control the number of people who enjoy the lost time allowance and control the total amount of the lost time allowance. The total expenditure of each village's lost time subsidy shall not exceed 5 yuan per capita according to the population of the village.

To maximize the implementation of the village "two committees" members cross office, minimize the number of village cadres, team leaders, village heads, as far as possible by the village "two committees" members concurrently, minimize the number of people who enjoy delays subsidies. The number of members of the village "two committees" who enjoy the fixed subsidy in each village is determined according to the number of posts in the village population, with no more than 3 posts in the village with 1 10,000 people, no more than 4 posts in the village with1~ 2,000 people, and no more than 5 posts in the village with more than 2,000 people. If the total number of members of the village "two committees" exceeds the prescribed number of posts, the village cadres shall be given a fixed subsidy contract, and the standard for cadres to receive fixed subsidies shall be reduced in proportion. Village cadres cross part-time jobs, and part-time jobs are unpaid.

In line with the principle of "rewarding advanced and encouraging entrepreneurship", the fixed subsidy for village cadres implements a structural subsidy system, which consists of three parts: basic subsidy, population base subsidy and performance subsidy, accounting for 40%, 20% and 40% of the total subsidy respectively. The basic subsidy and population base subsidy standards shall be determined by the Organization Department of Committee X, and the list of people enjoying subsidies and the amount of subsidies shall be reported by the township (street) and reviewed by the organization department. Basic subsidies and population base subsidies are directly distributed to individual village cadres by the X Finance Bureau, and are distributed once every quarter. Village cadres' performance subsidies are uniformly used by townships (streets), and the distribution scheme is determined by townships (streets) according to the results of target responsibility assessment. The list of people enjoying subsidies and the amount of subsidies are reported to the organization department for review, and the X Finance Bureau directly issues them to individual village cadres once a year. For village cadres who enjoy fixed subsidies, the organization department of the X Committee and the townships (streets) should establish files to record the performance appraisal of cadres. The personnel enjoyed by each village, the number of days lost, and the amount of subsidies are reported by the village "two committees", and the township (street) party committees review and issue them once every six months. Gradually establish a retirement security system for village cadres based on old-age insurance, and organize departments to study specific implementation measures in conjunction with relevant departments.

(D) establish and improve the incentive and restraint mechanism, standardize the behavior of village-level cadres. It is necessary to formulate incentive policies to create a good environment for village-level teams and village-level cadres and officers to start businesses. Adhere to the reward system for outstanding rural party branch secretaries, select and commend 30 outstanding rural party branch secretaries every year, and set up the first, second and third prizes, giving individual village party branch secretaries 5000 yuan, 3000 yuan and 2000 yuan respectively. For outstanding village party branch secretaries who have made great contributions and made outstanding achievements and won the first prize of Committee X for three consecutive years, they can be appointed as deputy township posts or enjoy corresponding political treatment after strict examination by the Party Committee of X Township and approval by Committee X.. Encourage rural party branch secretaries to start businesses based on their posts. Where the village-level collective economy has made outstanding achievements and the annual net operating income of the village has increased by more than 20,000 yuan, the village cadres will be rewarded according to 20% of the increase in the net operating income at the village level, of which 10% will be used to reward the secretary of the village party branch, 10% will be used to reward other village-level cadres, and the reward funds will be extracted from the village collective income. We should care about the work and life of village-level cadres and help them solve practical difficulties.

Strengthen financial management at village level. Villages and towns (streets) shall establish village-level financial management centers to be responsible for the overall management of all revenues and expenditures at the village level. X. The funds allocated to the village-level operation shall be centrally accounted by the village-level financial management center, managed by special accounts, and detailed to the village. Village-level operating funds should be earmarked, and interception, misappropriation or change of use in any form is strictly prohibited. Ten, the Finance Bureau should formulate village financial management measures, strengthen the supervision of village expenditure. On the basis of perfecting and implementing the democratic financial management system at the village level, strict reimbursement, bookkeeping and auditing procedures are adopted to control unreasonable expenditures, improve the efficiency of fund use and ensure the normal operation of village-level teams. The organization department shall, in conjunction with the relevant departments of finance and auditing, conduct special inspections on the management and use of village-level operating funds on a regular basis, and handle problems in a timely manner when found. In violation of the provisions of interception, misappropriation and change the use of funds retained by the village, it is necessary to seriously deal with the relevant responsible persons.

Third, strengthen leadership and implement the responsibility of building village-level teams.

(1) Township (street) Party committees earnestly perform their duties and play a leading role. Township Party committees are the "leaders" of rural grass-roots organizations and bear the direct responsibility of doing a good job in building village-level teams. For village-level teams and their members, township party committees should be strict in requirements, management and supervision, and support and urge them to complete various tasks. We should continue to adhere to and implement the system that Party committees regularly study the construction of village-level teams, contact and help party members before entering the village, set up special teams for the construction of village-level teams, discover, study and solve outstanding problems in the construction of village-level teams in time, and constantly improve the level of village-level team construction.

(two) to establish a coordination mechanism. Village-level team building is a comprehensive work involving the overall situation, which requires the full cooperation of all relevant departments. Organizational departments should earnestly shoulder the responsibility of taking the lead in grasping the overall situation and coordinate relevant departments to grasp it together; Civil affairs, the Communist Youth League, women's federations, finance, agriculture and other departments should conscientiously perform their duties, further improve the working system and standardize village-level work. All relevant departments should cooperate closely and strive to form a work pattern with equal emphasis on * * *. Continue to implement the method of cadres staying in the village, and then enter the village after rectification. For villages with weak teams, complicated situations and backward work, X Township Party Committee and relevant departments will organize special working groups to carry out comprehensive rectification as needed.

(three) the implementation of accountability system. The secretary of the township (street) Party committee is the person directly responsible for the construction of village-level team, and is fully responsible for the construction of village-level team in the area under his jurisdiction. Committee X conducts inspection and evaluation on village-level team building every six months. Poor construction of village-level team, no village-level team for more than three months, no village party organization leader for more than half a year, once found, informed criticism township (street) party Committee and party secretary shall be ordered to make rectification and improvement within a time limit; If the year-end assessment is still unresolved, or more than 8% of the villages are paralyzed or semi-paralyzed, the township (street) Party Committee will be disqualified from selecting the advanced collective of party affairs and the secretary of the township (street) Party Committee, the secretary in charge and the members of the organization to select the advanced individuals of the year.
