The Municipal Emergency Management Bureau is the supervision and management unit of enterprise safety production standardization in the city, and the Policy and Regulation Department of the Municipal Emergency Management Bureau is responsible for the promotion, supervision and management of standardization in related industries. The Municipal Emergency Management Bureau decided to entrust Ezhou Anke Safety Education and Training Center Co., Ltd. (hereinafter referred to as Anke Center) to be responsible for the evaluation and organization of the third-level safety production standardization in Ezhou according to the requirements of the third-level safety production standardization evaluation organization unit.

To undertake the acceptance, examination, confirmation, announcement and plaque distribution of industrial, mining and trading industries such as non-coal mines, chemicals, fireworks, metallurgy, nonferrous metals, building materials, machinery, light industry, textiles, commerce and tourism. In principle, standardized evaluation should be completed within 60 working days from the date when the evaluation institution accepts the application of the enterprise (excluding the rectification time of the enterprise).

What are the specific evaluation procedures and methods?

(1) Accepting applications.

Anke Center is responsible for acceptance, and issues a Notice of Acceptance to the reporting enterprise on the spot.

(2) Review of application materials.

Anke Center shall organize no less than 3 experts in standardization of production safety to complete the compliance review of enterprise application materials within 5 working days. To meet the requirements, Anke Center shall notify the enterprise in writing to carry out the review work, and inform the relevant emergency management departments for the record. For those who do not meet the requirements, Anke Center shall inform the enterprise and relevant emergency departments in writing, and explain the reasons.

(3) Select the evaluation unit.

After the announcement by the enterprise in the Emergency Management Department and the Emergency Management Department of Hubei Province, there are corresponding authorized units to choose independently.

Summary: The principle of separation of inspection and acceptance from technical services. Technical service units and experts employed to provide consulting services for enterprise safety production standardization shall not undertake the review and acceptance of enterprises.

Legal basis: Article 3 of the Measures for the Administration of State-owned Assets Appraisal stipulates that in any of the following circumstances, the state-owned assets possessor shall conduct asset appraisal:

(1) Auction and transfer of assets;

(2) Merger, sale, joint venture and share management of enterprises;

(3) establishing Sino-foreign joint ventures or Sino-foreign cooperative ventures with foreign companies, enterprises and other economic organizations or individuals;

(4) enterprise liquidation;

(5) Other circumstances that require asset appraisal in accordance with relevant state regulations. If there is a specific behavior, an asset appraisal shall be conducted.
