Training content: Off-campus training institutions shall, in accordance with laws, regulations and rules, carry out training activities aimed at enhancing the interest of primary and secondary school students, expanding their comprehensive quality and enhancing their innovative ability, and shall not carry out training linked to school curriculum content and enrollment in violation of state regulations.

3. Training time: Off-campus training institutions shall not occupy national statutory holidays, rest days and organize discipline training in winter and summer vacations.

4. Training teachers: Off-campus training institutions should select full-time teachers with corresponding qualifications to engage in education, teaching and management according to the training contents offered and the age, subject characteristics and training needs of trainees. Teachers engaged in Chinese, mathematics, English, physics, chemistry, biology and other disciplines should have corresponding teacher qualifications.

5. Training materials: Off-campus training institutions should choose official publications or self-compiled materials that have passed the audit. Enrollment target: Off-campus training institutions are not allowed to enroll students nationwide, and the training target is generally limited to primary and secondary school students in this province.

6. Fee management: fees charged by off-campus training institutions shall be implemented in accordance with the relevant provisions of the state, and fees that span more than three months shall not be charged at one time, and other fees shall not be charged beyond the publicly announced fees and standards.

7. Supervision, management and violation handling: The local people's governments at or above the county level shall establish and improve the supervision, management and violation handling system of off-campus training institutions to guide their standardized development.

8. Examination and approval of training institutions: The establishment of off-campus training institutions shall be examined and approved according to law, and the corresponding school license and registration certificate of private non-enterprise units shall be obtained. At the time of examination and approval, it should be examined whether it meets the standards stipulated by the state, whether it has the necessary conditions for running a school, whether it has a reasonable teaching plan and teaching materials, and whether it has corresponding teachers and management personnel.
